The spread of "No Kids Zones" in South Korea remains a heated debate. These restrictions, which bar children from certain places, are especially common in Jeju’s cafes. As tensions rise over the issue, calls are growing for policies that balance the needs of both children and adults.

Debate Over ‘No Kids Zones’ Continues

This cafe operates as a No Kids Zone.
Inside, there are expensive antique decorations, including lighting fixtures and tableware.
The cafe, which has been open for six years, did not initially have a No Kids Zone.

However, after repeated incidents of children causing damage to decorations and even sustaining injuries, the cafe ultimately decided to implement a policy prohibiting preschoolers.

A child cut their hand on broken glass, and I had to pay for the medical treatment. I always ask parents to be careful, but it's difficult for them to control their kids. I figured it would be better to just not allow young children.

[Slug] 150+ no kids zone establishments in Jeju as of last year (Jeju Childcare Support Center Survey)

According to a survey conducted by a childcare-related institution in Jeju, there were over 150 No Kids Zone establishments as of last year.
Since businesses are not required to register as No Kids Zones, the actual number is likely even higher.


A study conducted in 2024 found that business owners introduced No Kids Zones primarily to maintain a quiet atmosphere and to avoid liability for accidents.




On the other hand, parents argue that restricting entry to commercial facilities based on age is a violation of basic rights.
Some also expressed frustration that certain establishments impose entry bans on children even though these places are not inherently unsafe.

Due to the on-going and significant divide in opinions, experts suggest that policy interventions are necessary to mitigate social conflicts surrounding No Kids Zones.

‘노키즈존’ 갈등 여전…정책적 대안 필요

노키즈존으로 운영되고 있는 한 카페입니다.

내부에는 조명과 그릇 등 고가의 엔틱 소품이 있습니다.

운영을 시작한 지 올해로 6년째인데
처음부터 노키즈존을 도입했던 건 아닙니다.

[소품 파손에 인명 사고까지 발생하자 '노키즈존' 전환]
하지만 어린아이들로 인해 소품이 파손되는 일이 잇따르고
다치는 사고까지 발생하자
결국 미취학 아동을 받지 않기로 했습니다.

도내 아동 관련 기관 조사에 따르면
지난해 기준으로
제주에서는 모두 150여 곳의 노키즈 매장이 운영되고 있습니다.

노키즈존은
등록 의무가 없는 만큼
실제로는 더 많을 것으로 추측되고 있습니다.



지난해 진행된 관련 연구 조사에 따르면
업주들은
조용한 분위기 유지와
안전사고 책임 우려를 이유로
노키즈존을 도입했다고 답했습니다.




반면 부모들은
"아이라는 이유로
상업 시설 출입을 제한하는 것은 기본 권리를 침해한다”는 입장과
"아동에게 위해한 곳이 아님에도
출입을 제한하는 곳이 있어 안타깝다"는
의견 등을 제시했습니다.

전문가들은
노키즈존에 대한 입장 차이가 좁혀지지 않는 만큼
사회적 갈등을 해소할 정책이 마련돼야 한다고 제언했습니다.
