KCTV: No Sign of Progress on Bypass

It’s been nearly a year since plans were made to make a bypass around Sanbangsan Mountain because of recurring accidents caused by falling rocks. But with the clock ticking, there’s still no sign of any progress. Joseph Kim reports.

Designated as a natural monument, Sanbangsan Mountain is known for its natural beauty… but in recent years, it has also become the site of recurring accidents due to falling rocks. 11 cases were reported in the last 3 years since 2012.

Years of weathering, steep slopes, and the removal of dead trees infected with pine wilt… have all lead to making the mountain a hazardous site.

In response, Seogwipo designated the mountain as a hazard management area last September.


It announced plans to create a 680 meter-long, 12 meter-wide bypass - further down from the current road where it would be safe from the falling rocks.

It’s very dangerous. Even if it rains just a little, the roads are blocked off and large rocks start to fall. A bypass is urgently needed. I believe the administration will take care of it.

매우 위험합니다. 비만 조금 오면 도로도 통제하고 큰 돌도 떨어지고 하루빨리 우회도로를 해줬으면 하는 바람입니다. 행정만 믿고 있습니다.

But in order to make a bypass on a cultural asset, an approval must first be made by the Cultural Heritage Administration and this has been postponed three times already… as officials worry the new road will damage the mountain’s topography and natural scenery.

우회도로로 가는 것은 결정됐고 성토(흙 메우기)를 하긴 하되, 최소화해서 경관을 보호해야 하지 않겠느냐(는 게 문화재청 입장입니다.)
