Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • It’s been nearly a year since plans were made to make a bypass around Sanbangsan Mountain because of recurring accidents caused by falling rocks. But with the clock ticking, there’s still no sign of any progress. Joseph Kim reports. [slug] Sanbangsan Mountain, Andeok-myeon, Seogwipo Designated as a natural monument, Sanbangsan Mountain is known for its natural beauty… but in recent years, it has also become the site of recurring accidents due to falling rocks. 11 cases were reported in the last 3 years since 2012. [slug] Site name Hazard Management Area in Sept. 2014 Years of weathering, steep slopes, and the removal of dead trees infected with pine wilt… have all lead to making the mountain a hazardous site. In response, Seogwipo designated the mountain as a hazard management area last September. It announced plans to create a 680 meter-long, 12 meter-wide bypass - further down from the current road where it would be safe from the falling rocks. [INTERVIEW] Cho Gong-bae / Sagae-ri, Andeok-myeon It’s very dangerous. Even if it rains just a little, the roads are blocked off and large rocks start to fall. A bypass is urgently needed. But in order to make a bypass on a cultural asset, an approval must first be made by the Cultural Heritage Administration and this has been postponed three times already… as officials worry the new road will damage the mountain’s topography and natural scenery. In Jeju there are some 550 people who were separated from families during the Korean War… and we met with one of them… Mr. (고진섭) Ko Jin-seop, who arrived in the South with his elder sister and was separated from his parents and three younger brothers in the North. Here’s Mike Laidman with his story. [INTERVIEW] Kim Kwan-jin / National Security Adviser The North and South have agreed to hold the next round of inter-Korean family reunions around Chuseok and continue to hold such reunions in the future. Separated families were overjoyed by news of the next series of family reunions that were proposed during the latest inter-Korean talks. Ko Jin-seop(고진섭) was separated from his parents and three younger brothers in the war more than sixty years ago. He said he watched the most recent discussions between country officials in earnest. [INTERVIEW] Ko Jin-seop / Yeon-dong, Jeju City I couldn’t sleep. I was glued to the TV. I’m so happy the two Koreas came to an agreement. Now I have hope. 고진섭 제주시 연동 “(내가) 잠 못자고 그걸 봤어요. TV를... (남북협상이)타결됐다니까 기쁘고, 희망을 갖게 돼서 좋습니다.” 83-year-old Ko’s hometown is Songhwa-gun(송화군), Hwanghae(황해) Province, North Korea. 1.4 후퇴 당시 외삼촌 손에 맡겨져 누나와 피난을 떠났습니다. During the January Fourth Retreat in 1951, Ko and his older sister fled for the South with their uncle. Ko was to meet up with his parents and brothers a week later. Never did he imagine they would soon be separated for life. [INTERVIEW] Ko Jin-seop My parents told me and my sister to go first because we were the eldest children. I thought I’d see them again in a week. I thought we’d soon return home. I didn’t think I’d be away for this long. 고진섭 할아버지 “장남하고 장녀니까 너희만 가서 며칠 후 오라고 그래서(초도에 피난 가 있었어요.) 한 일주일 있으면 될 줄 알았지... --------------수퍼체인지------------ 그때 (북에서) 나올 땐 다들 금방 돌아갈 것으로 예상했지 (초도에)오래 있을 거라곤 다 생각 못했어요.“ Ko has so far applied to take part in the family reunions three times, but to no avail. He has no idea when his turn will come. And last year he started a battle with cancer, but he continues to have hope.   • A local man in his 60s will be spending time behind bars for threatening to assault a taxi driver with a weapon after the cab driver honked his horn at him. Authorities say the inability to control road rage can turn anyone into an offender... Joseph Kim has more. A driver is signalled to turn off his high-beam. Outraged… he chases the vehicle for 40 kilometers. Another angry driver abruptly stops and goes in front of this car until they finally crash into each other… all for changing lanes in front of him. [INTERVIEW] Road rage victim The car in front suddenly stopped… twice. I felt very threatened. I was scared. 보복운전 피해자 "그 차가 보복운전을 두 번이나 급정거를 하면서 위협을 했을때 겁나더라고요. 무섭고." [SLUG] Court sentences driver for threatening to use weapon Courts apply heavy sentences for retaliatory drivers, so precaution is required behind the wheel. Jeju District Court sentenced a 65 year old man, identified only by his last name Kim, to 6 months in jail with 2-years probation… after he threatened to strike a taxi driver with a weapon for honking his horn at Kim. Kim was charged for assault… not for violating traffic regulations. Prior to this incident, he had no criminal record but his road rage suddenly turned him into an offender. [interview] Jeon Bo-seong / Public liaison officer, Jeju District Court In this case, two drivers got into a quarrel over changing lanes, and one of the drivers grabbed a hammer from his car and threatened to use it.   • KCTV: Dream Tower Groundbreaking in September
  • Construction will begin on the Dream Tower in Nohyeong-dong in September. At nearly 170 meters high, the twin skyscrapers will dominate the Jeju skyline, but developers had envisioned much higher buildings. Suejin Choi has more. The Dream Tower in Nohyeong-dong, Jeju City… has been given the greenlight for construction. Donghwa Investment & Development initially received permission for the building in May 2014, but was forced to reduce its scale after Governor Won Heeryong stepped into office. [INTERVIEW] Byeon Yoon-beom / Construction division, Jeju provincial government We screened the modified plan and looked at its housing units, fire protection system, waterworks, and so on… and through deliberation by 21 departments and divisions, final approval was given on August 21. 변윤범 제주시 건축민원담당 관광숙박업 사업계획 변경 승인 여부, 제1종 주거단위계획 적합여부, 소방, 상하수도 등 21개 관련기관 및 부서의 협의를 거쳐 8월 21일 설계변경을 허가했습니다. Dongwha Investment & Development is expected begin construction next month. ### CG IN ### The building will be about 168 meters tall, with 5 floors below ground and 38 floors above… and will house a hotel with 776 rooms, plus a hotel residence with 850 rooms. It will be almost twice the height of Jeju’s current tallest building… Lotte City Hotel, which stands at 89 meters tall. The hotel residence will be run by Greenland Holding Group through hotel room investments made by local and international investors. There will be a foreigner-only casino on the 2nd floor, a shopping mall and food court on the 3rd and 4th floors, and hotel facilities on the 6th floor. ### CG OUT ### [camera] Ko Moon-su The foreigner-only casino will have a space of about 9,100 square meters… with 200 gaming tables and 400 slot machines. Completion of the Jeju Dream Tower is slated for the second half of 2018.   • Foreign investment companies have voiced disappointment with the Jeju administration, saying that recent regulations and negative public sentiment have caused their businesses to go sharply downhill… forcing them to prepare to pull out of the island. Mike Balfour reports. [slug] Jeju Provincial Council The Jeju Association of Foreign Investment Companies, members of which include Berjaya Jeju Resort, Osam(오삼) Korea and Baitong Xinyuan, held a press conference to express the dire situation the companies are currently in. [Slug] Issues include ‘changing policies, distorted public opinion’ The Association stressed that despite being invited to invest in Jeju, its members were now facing a dead end due to the continuous changing of policies, distorted public opinion and opposition from civic groups. More specifically, the Association explained that its members had all decided to invest in Jeju before Governor Won Heeryong announced development guidelines. The Association went on to say that it would pull out of Jeju once the local government or other organizations buy the land its members own. The Association also mentioned the distorted views people have of foreign investors. For instance, while Chinese investors only own 0.6 percent of Jeju land, there is widespread belief that China is taking over the entire island. And unlike some domestic companies that postpone construction after they have been granted permission, no foreign investment company has terminated business on its own accord or even handed over business rights to another company. Yet, many people still see foreign investors as speculative. The Association added that its members chose to invest in Jeju for its beauty and would never engage in reckless development projects… but despite all these positive aspects, people continued to see foreign investors in a negative light. [Camera] Kim Seung-cheol It added that the situation had now become so dire for the investors that even China’s state television CCTV warned viewers to take caution before investing in Jeju.   • Jeju Air courts controversy with new fee \3,000 for reservations made through call center Critics are up in arms over Jeju Air’s plan to begin charging customers extra to make reservations by telephone. The budget carrier will collect a 3,000-won fee for reservations made through its call center beginning September first. Airline representatives say they hope to steer more customers to online reservations through mobile phones or other devices and relieve congestion at the call center. Jeju Air is the first Korean airline to attempt this.   • Special housing rentals in Jeju City Financial aid available for qualified applicants Jeju City and the Jeju office of Korea Land & Housing Corporation are accepting applications for government-supported housing rentals and financial aid for “jeonsae” leases. LH has 185 subsidized housing units available. It will help another 200 renters pay for “jeonsae” leases, in which tenants make a very large deposit that is then collected in full at the end of the contract. Finally, it will support another 100 newly married couples that want to sign “jeonsae” leases. Welfare recipients who don’t own their own homes, single-parent families, and families that earn less than 50 percent of the average income are eligible for the special rentals. Those selected will be given a two-year rental contract that can be extended up to ten years in total. The deposit for a 46-square-meter unit is 4.5 million won and monthly rent is around 70,000 won. 제주시, LH 매입 임대·전세 임대 접수 제주시가 LH 제주지역본부의 매입 임대와 전세 임대 지원에 따른 신청을 받습니다. 모집호수는 매입임대 185세대와 일반 전세 임대 200세대, 신혼부부 전세 임대 100세대이며 대상은 제주시에 거주하는 무주택 기초생활수급자와 한부모가족, 월평균 소득의 50% 이하의 가구입니다. 매입임대의 경우 최초 임대기간 2년에 10차례까지 재계약할 수 있으며 임대보증금은 46제곱미터에 450만원, 월 임대료는 평균 7만원 정돕니다.

  • Requests for extension of tax breaks Seoul plans to end consumption tax breaks for golf courses this year Seoul says it won’t extend the consumption tax breaks enjoyed by local golf courses, which are scheduled to expire at the end of this year, but there is a growing chorus of people saying the national government should change its position. Two of Jeju’s representatives at the National Assembly have proposed an amendment to the Tax Reduction and Exemption Control Act. (강창일) Kang Chang-il and (김우남) Kim Wu-nam want to extend the tax breaks by either three or five years. The Jeju offices of the Saenuri Party and the New Politics Alliance for Democracy have also voiced support for an extension. Representatives of local golf courses collected 5,000 signatures from island citizens in support of an extension for the tax breaks.   • Jeju, Gyeonggi governors sign cooperative agreement Won Heeryong, Nam Kyung-pil meet Monday morning The governors of Jeju and Gyeonggi signed an agreement Monday morning at the provincial office detailing their pledge to work together on a number of issues. Won Heeryong and (남경필) Nam Kyung-pil agreed to collaborate on 14 inter-province projects, spread out among five categories. The categories include support for startups targeting emerging overseas markets, distribution channels for agricultural and seafood products as well as other specialties of the two provinces, and tourism. The governors will also expand contract sales of school meal ingredients and food. They say that will create a more stable supply and boost the economies in farming villages in Jeju and Gyeonggi.
