Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • Known for its beauty, Soesokkak (쇠소깍) Estuary in Namwon, Seogwipo is a state-designated cultural heritage site… and a popular place to visit this time of the year. But many of the people visiting apparently aren’t parking properly, and police are on alert. Todd Thacker reports. Where a stream from Hallasan Mountain meets the sea… is the picturesque Soesokkak (쇠소깍) Estuary. [Slug] Soesokkak Estuary At start of Olle Trail 6 The scenic spot is a national cultural heritage site and a place popular with tourists. It also lies at the start of Olle Course 6, which is known to be one of the most beautiful Olle walking trails. Now during the peak summer season, an average of 3,000 people visit the site daily. But the parking lot here can only accommodate up to about 200 vehicles at a time. [Interview] Jeon Seon-joong / Seongbuk-gu, Seoul I had difficulty parking because there were so many cars. Drivers unable to park in front of the estuary are advised to park at a nearby harbor. Vehicles that have been parked on sidewalks or on the side of the road can be ticketed and towed. Banners with no parking signs are also being put up.   • Japanese arrivals are up. This month alone, three cruise ships from Japan resumed stops in Jeju, bringing in some 3-thousand Japanese tourists. It’s good news for the tourism industry. Joseph Kim has more. The Japanese cruise ship, Nippon Maru, has resumed its tours to Jeju. [slug] Nippon Maru arrives for first time in 2 years For the first time since 2013, the cruise line docked in Jeju, bringing with it a large group of Japanese tourists. During their short stay in Jeju, they visit world heritage sites, go to the beach and do some sightseeing in the city. Earlier this month, on the 8th, another cruise ship - the Diamond Princess - brought over 2-thousand-6-hundred Japanese tourists to Jeju. Altogether, more than 3-thousand tourists from Japan have visited Jeju so far this month. The resumption of Japanese cruise tours to Jeju is good news to the local tourism industry, as Japanese tourists were hard to find here until recently, due to the weak yen and MERS outbreak.   • Revised Dream Tower plan approved Developer to break ground on 169-meter twin skyscrapers next month Local authorities have finally approved an amended plan for a controversial mega-development in Nohyeong-dong, Jeju City. City officials say they recently wrapped up discussions with 21 provincial departments regarding land use plans, fire services, water supply, drainage, and other issues for Donghwa Investment & Development’s twin skyscraper project. The Dream Tower will stretch nearly 169 meters into the sky. The two buildings will have 38 floors above ground and five below. Construction approval for the development was first made some 30 years ago in the 1980s. The developer says it will break ground next month. 80 percent of the 2,200 specialists needed for the project will from the island. Among the people performing those types of jobs in Jeju, they will be paid, on average, the most. 드림타워 건축변경 최종 허가…다음달 착공 제주시 노형동 드림타워의 건축변경허가가 최종 처리됐습니다. 제주시는 최근 동화투자개발 주식회사의 노형동 드림타워 건축변경허가건에 대해 제1종 지구단위계획과 소방, 상하수도 등 21개 관련 기관, 부서와의 협의절차를 통해 최종 처리했다고 밝혔습니다. 이에 따라 드림타워는 최초 건축허가 이후 30년만에 높이 168.99미터에 지하 5층, 지상 38층 규모로 조성됩니다. 이에 대해 동화투자개발 주식회사는 다음달 중에 공사를 시작할 예정이라며 드림타워에서 일할 2천 200명의 전문인력 가운데 80%를 제주도민으로 우선 채용하며 평균 임금도 가장 높은 1등 향토기업을 만들겠다고 밝혔습니다.

Domestic arrivals are up a staggering 47 percent. The paper credits the greater number of seats on flights to Jeju. 2. Society Mobile patrol to further strain police Police plan to form a multi-purpose mobile patrol to quickly respond to violent crime.   • A special exhibition is underway on Jeju’s O Hyeon (오현). They are the Five Exalted Scholars who contributed to the advancement of education in Jeju during the Joseon (조선) Dynasty. The exhibition displays epigraphs and inscriptions that offer a rare insight into the minds of the five intellectuals. Suejin Choi reports. Five esteemed scholars... were sent to Jeju during the Joseon Dynasty… either by way of exile or as a court official… and together, they paved the way for the advancement of education on the island. [slug] Inscriptions of ‘O Hyeon’ on display Through Sept. 16 at the Soam Memorial Hall The five scholars were: 규암 송인수, 청음 김상헌, 동계 정온, 충암 김정, and 우암 송시열. More than 30 inscriptions of these five scholars are now on display at a special exhibition on Jeju’s O Hyeon(오현)… at the Soam(소암) Memorial Hall. [INTERVIEW] Kang Hong-soon / Guide, Soam Memorial Hall Visitors can see personal inscriptions from the five scholars, who were sent to Jeju during the Joseon Dynasty. We hope the exhibition motivates people to learn more about Jeju’s O Hyeon. 강홍순/ 소암기념관 문화관광해설사 "조선시대 제주에 귀향 왔거나 목사로 오신 다섯분들의 문필을 확인하는 장소가 되겠습니다. 시간이 있으면 여기도 보고, 다시 오현단도 되돌아 *수퍼체인지* 보는 기회가 됐으면 좋겠습니다." These characters stand for “dream”, “hang” and “wall”. The powerful strokes of each character portray 우암 송시열’s determination... as he put it… to keep dreams anchored in our hearts like rocks. Although the five scholars belonged to different schools of thought, they all agreed on the fundamental idea of pursuing moral politics. They believed that self-discipline led to loyalty, and loyalty led to the construction of a moral nation. And this is strongly conveyed in their writings. The special exhibition is helping to shed new light on Jeju’s O Hyeon. [INTERVIEW] I learned which of the scholars had epitaphs, and other people they were related to.   • Jeju City and merchants at Jungang (중앙) Underground Shopping Center are at loggerheads over how to run the place. Illicit subletting... and selling and buying business licenses at excessively high premiums… have been the norm for many years. Now, the provincial government is stepping forward to put an end to the illegal practices. Joseph Kim has more. There are over 380 stores in the Jeju Jungang (중앙) Underground Shopping Center. [slug] 25 stores illegally subleased 79 stores leased by tenants with more than 2 rentals New data by the Jeju Provincial Government show that 7 percent, or 25 stores, are illegally subleased. 21 percent, or 79 stores, are rentals of tenants who have leased more than two stores… and 10 percent or 39 stores are held in joint ownership. [slug] Illegal sale of business licenses Officials suspect some of the co-ownerships may be cover-ups of further unauthorized subleasing. Insiders say it’s also no secret that business licenses are illegally bought and sold at premiums that cost hundreds of millions of won. The prevalence of such illegal acts has been the result of a long-running system that allowed all transactions to be private, under the approval of the Merchants Association. Jeju City now wants to change that, and is pushing forward with a law revision that will allow stores to be put up for public auction. If implemented, the revision would naturally bring an end to the illegal transactions currently taking place. [REPORTER] Joseph Kim To minimize losses incurred by previous tenants, officials are considering keeping their business licenses valid for 4 to 5 years after their store has been auctioned off.   • Good news for Jeju’s tourism industry…International flights to the island that had been suspended due to the MERS outbreak have restarted. And overseas budget carriers have added new flights to the island as well. Todd Thacker reports. [SlugCG] International arrivals (as of Aug. 17): 1.5m 23% less than 2014 So far this year… one-point-five million international tourists have visited Jeju. That’s a 23 percent drop from the same period last year... [Slug CG] International flights to Jeju resume … mostly due to a large number of suspended flights to Jeju after the MERS outbreak in June. [Slug CG] China adding 8 new flights to Jeju this month But recently, there has been a noticeable increase in international tourists coming to the island. China Eastern Airlines and Tianjin Airlines resumed flights to Jeju on August 17th and 18th, respectively. Air China is also planning to resume flights from the 23rd. Altogether eight flights to Jeju will be newly added by the end of August. And in September, the low cost carrier Hong Kong Express will begin operating flights to Jeju for the first time. Hong Kong Express recently celebrated the launching of its new Jeju route.
