Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The letter contains detailed descriptions of the family’s life in Jeju at the time. Also on public display for the first time are certificates of entry to Japan which were used by Lee Jung-seop’s sons, a telegraph sent by the artist to his wife, as well as his death certificate. Following the outbreak of the Korean War, Lee and his family took refuge in Seogwipo where they lived together for a year. Lee described this time as the happiest year of his life. This is conveyed in the ongoing exhibition “Beloved Jeju Scenes’ ('그리운 제주도 풍경'). Also, the Lee Jungseop Art Museum will be accepting applications for scripts and musical numbers for a new operetta about his life in Seogwipo.   • This week on Jeju: A to Z, Todd Thacker takes a brief look at the Kim Man-deok Memorial Hall. Dedicated to one of Jeju’s most famous businesswomen, the hall aims to educate future generations about this renowned Jeju personality. In the heart of old Jeju City is a new, modern building dedicated to one of Jeju Island’s most famous philanthropists, a woman who lived almost three centuries ago. [Slug CG] Sanjicheon, Jeju City The Kim Man-deok Memorial Hall in Sanjicheon, Jeju City, opened earlier this year after two years of construction. The crisp, modern architecture of the exterior belies the historical content of its interior. [Slug CG] Jeju suffered a famine in the 1700s The hall details Kim’s heroic efforts to save her fellow islanders during a severe famine in the late 1700s. During that time, Jeju suffered from numerous floods, droughts, and typhoons, which wiped out the farmers’ crops. Kim, a successful businesswoman, used her contacts in the import-export trade to have food brought to Jeju from mainland Korea. She spent nearly her entire personal fortune in the process. [Slug CG] Education center, exhibition area tell Kim’s story Various historical artifacts, documents, public records, and videos about Kim Man-deok are on display here. The first floor of the hall is an education center, while the second floor is dedicated to Kim’s personal story and philanthropic efforts. An exhibition area is on the top floor. Visitors can take advantage of the interactive design of the displays to learn about all the ways Kim supported her community, especially when Jeju Island was much more remote and desolate than what we know today.   • Have you noticed anything different about the hissing of cicadas lately? You may wonder why they sound so quiet compared to last year. Experts say they may have found a reason. Joseph Kim has more. Cicadas make their presence well known every summer with their loud cries. Some breeds of cicadas sound [이펙트] almost gleeful… while others can be [이펙트] simply boisterous. Whichever it is, when you hear the sound of cicadas, you know summer has arrived. But this year, they seem to be awfully quiet. Instead, they believe it may have more to do with the mass spraying of pesticides to prevent pine wilt over the last several years.   • More visiting Jeolmul Natural Recreation Forest Tally up nearly 12% this year More people are visiting Jeju City's Jeolmul Natural Recreation Forest. According to the city, the forest had welcomed 367,000 people this year as of Monday. That’s 11.7 percent more than during the corresponding period last year. Officials say visitors are enjoying the area’s five walking trails, including the (장생) Jangsaeng Forest Trail and the (숫모르) Sutmoru Cypress Forest Trail. Jeju City is planning to renovate the trails according to the results of a visitor analysis. 절물자연휴양림 탐방객 꾸준히 증가 제주시 절물자연휴양림 숲길 탐방객이 꾸준히 증가하고 있습니다. 제주시에 따르면 올들어 어제(17일)까지 36만7천여 명이 찾아 지난해 같은 기간보다 11.7% 증가했습니다. 특히 장생의 숲길과 숫모르편백 숲길 등 5개 테마 숲길 탐방코스가 조성돼 탐방객들의 인기를 끌고 있다는 분석입니다. 제주시는 다음달 중 숲길에 대한 탐방객 이용률을 분석해 맞춤형 테마 숲길로 새단장해 나갈 계획입니다.

  • Jeju CSAT scores highest in nation Analysis of most recent exam released Island high school students ranked at the top nationally in the college entrance exam. The Korea Institute for Curriculum and Evaluation released an analysis of the results of the CSAT for the 2015 academic year. The average scores based on the "standard scoring system" for local students were higher than those of their peers in the country's 16 other provinces and major cities on four sections of the test. The average score on the Korean A section was 106.6, which is 6.6 points higher than the average. Scores on the Math A test were 6.2 points higher, on Math B: 7.0 points, and on the English section of the exam, the average local score was 5.4 points higher than the national average. In addition, the proportion of all local test takers who received either a grade one or two on Korean A and Math A was the highest in the country.   • Tightened regulations for development projects Designed to make environmental impact assessments more effective As we just heard, the provincial government is instituting new rules designed to enhance the effectiveness of environmental impact assessments, and it plans to do so by clearly defining what a “developer” and a “project” is. When multiple developers seek permits for similar projects on a single plot, they will be considered as one developer. Similarly, when one developer seeks permits for similar projects on multiple nearby plots, all of the projects will be regarded as one. Finally, a developer’s spouse and relatives, defined as second cousins and closer, will be treated as one and the same in order to prevent bogus ownership transfers. 환경영향평가 회피 명의변경·쪼개기 차단 제주특별자치도는 환경영향평가제도의 실효성을 높이기 위해 관련 규칙 개정안이 입법 예고됨에 따라, 개발사업자에 대한 정의를 명확히 규정한다고 밝혔습니다. 이에 따라 동일 필지나 분할 필지에서 같은 종류의 사업을 신청한 사업자는 모두 같은 사업자로 분류해 이른바 쪼개기가 불가능해집니다. 또 배우자나 6촌이내 혈족도 같은 사업자로 분류해 명의 이전을 통한 눈속임 형태도 차단합니다.

  • Development zone tax breaks to be extended 3 years MInistry of Strategy and Finance issues advance notice of change Tax benefits will likely be extended for companies in three types of development zones. The Ministry of Strategy and Finance has issued advance notice of the legal revisions. Income and corporate tax breaks for firms based in investment promotion zones, free trade zones, and the Jeju Science Park will be extended three years. The benefits were to expire at the end of this year. Value added tax refunds for cosmetic care and surgery by inbound tourists will be instituted for 12 months beginning next year. The ministry will also proceed with changing the post-tax exemptions at tax-free shops into pre-tax exemptions. Along with the tax breaks, authorities will tighten regulations on how land is divided or transferred to a new owner, beginning next year.
