Provincial council again proposes human rights ordinance
Lawmakers to convene September 8 for next session

The provincial council is again seeking a new local ordinance on human rights.

Councilor (김희현) Kim Hee-hyeon has submitted an ordinance for safeguarding and improving human rights for consideration at the council’s 333rd provisional session. That begins September 8th.

The ordinance spells out the governor’s duty in regards to improving human rights for local residents, a human rights manifesto, the establishment of a human rights committee, and a breakdown of what that committee will do.

The bill was first proposed in 2013. At that time, the province asked the council to reconsider it, saying that damage compensation and other forms of relief for human rights violations by governmental authorities do not fall under the purview of local government.

도의회, 인권 보장 ·인권조례 제정 다시 추진

제주도의 재의 요구로 무산됐던 제주도 인권 보장과 증진 조례안 제정이 다시 추진되고 있습니다.

제주도의회 김희현 의원은 인권 보장과 증진 조례안을 오는 8일부터 열리는 제333회 임시회에 발의했다고 밝혔습니다.

주요내용을 보면 도민의 인권보장과 증진을 위한 도지사의 책무 규정과 인권헌장의 제정과 공포, 인권보장과 증진위원회의 설치와 기능에 관한 사항을 담고 있습니다.

이 조례안은 지난 2013년 최초 발의돼 의결됐었으나 공권력에 의한 인권침해에 따른 도지사의 실질적인 피해구제의 경우 자치사무로 볼 수 없다며 제주도의 재의요구로 제정이 무산된 바 있습니다.
