Province’s carbon-free plan ‘all talk’
The paper says the island has failed to cut greenhouse gas emissions, but that it has been “purchasing” reductions as part of a cap and trade system. It says the province will have to spend hundreds of millions of won per year to do so unless it cuts its own emissions.

The Jemin Ilbo is reporting that the provincial government is revising regulations for environmental impact assessment committees. A member will now be dismissed if he or she leaks information acquired through the committee, and the conditions to be eligible for membership will become more stringent.

The provincial government asked the national government for 200 million won in order to build the infrastructure necessary to be named an International Safe Community. Seoul has refused the request, saying it overlaps with another project.

The Jeju Tourism Organization was recently granted the license to run a duty-free shop at the Jeju Outer Pier, which is where international vessels dock. The Halla Ilbo says it won’t be easy for the JTO to outdo private-sector competitors in marketing and attracting international brands.

Schools of hairtail and yellow corvina have arrived in local waters and local fishermen are pulling them in by the ton. Authorities are watching to make sure fishing vessels from the mainland do not illegally get in on the action.

Yonhap is reporting that the chief U.S. envoy to the six-party talks on ending North Korea's nuclear weapons program will visit South Korea this week. Sung Kim will take part in an annual defense conference between the allies.

Man indicted for attempted arson at Japanese Embassy
A 57-year-old man was indicted Monday for an attempted arson attack on the Japanese Embassy in Seoul. The defendant is suspected of approaching the embassy with four bottles of soju and a 1.5-liter plastic bottle filled with gasoline, on September fifth.
