Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • A large-scale tourism complex is planned for a location halfway up the mountain in Hallim-eup (한림읍). The project will be funded by a Chinese company, reportedly to the tune of one trillion won. But there are concerns that the complex would ruin the landscape and cause groundwater problems. It is also unclear at this time whether a casino for foreign gamblers is part of the project. Mike Laidman has more. [slug] Geumak-ri, Hallim-eup This area in Geumak-ri(금악리), Hallim-eup(한림읍), in the foothills of Halla Mountain and surrounded by oreum(오름), is the planned site for a large tourism complex. The 1 trillion-won project is a joint venture between a Chinese company and a local resort group that runs a golf course in the area. The plan is to buy up the land surrounding the golf club and build accommodations. The parties involved have already established a separate corporation to push ahead with the plan. Apart from the existing golf course and planned hotel and condominium, there are also commercial entertainment facilities in the works. Details have yet to be announced, but there has been talk of a possible casino. If included in the final plans, this will likely become a point of contention. There are also fears the tourism complex could ruin the landscape and natural environment in an area known for its clean groundwater, gotjawal(곶자왈) forests, and oreum(오름). [camera] Kim Yong-min The City Planning Commission has requested that investors consider sewage treatment, the landscape, and methods of minimizing environmental damage when selecting the complex’s final location.   • Chuseok is just days away… and many people across the island will be wondering how much it will cost to hold ancestral rites this year. We took a look at the prices of different food items that are placed on ancestral tables. Joseph Kim reports. [INTERVIEW] Kim Yeo-hwa / Yeon-dong, Jeju City About 250,000 won. It’s expensive but… we have to hold the ancestral rites… <인터뷰:김여화/제주시 연동> "한 25만 원, 부담돼도 할 수 없죠. 조상 모시는 명절이니까.." [INTERVIEW] Kim Gwi-soon / Aewol-eup, Jeju City It cost about 170,000 to 180,000 won before. But now it’s about 240,000 to 250,000 won. <인터뷰:김귀순/제주시 애월읍> "그 전에는 한 17~18만 원에 했는데 이제는 24~25만 원 있어야 해요." With one of the biggest national holidays soon upon us, families are worried that the cost of holding traditional ancestral rites this Chuseok will put a dent in their wallets. According to the Jeju Chamber of Commerce and Industry’s analysis on the 26 food items used for ancestral rites... The price of spinach is currently 3,050 won for 400 grams… which is down 53 percent from a year ago… and gosari (고사리) is also 30 percent cheaper this year at 4,200 won. But shiitake mushrooms are 40 percent more expensive than last year… at 11,500 won per 150 grams. The prices of apples and pears are similar to a year ago. Five apples currently cost 12,500 won and a pear costs 14,250 won. Pork is 30 percent more expensive… at 17,600 won per 600 grams… and beef is 24 percent more pricey… at 28,000 won per 600 grams. Administration Province’s carbon-free plan ‘all talk’ The paper says the island has failed to cut greenhouse gas emissions, but that it has been “purchasing” reductions as part of a cap and trade system. It says the province will have to spend hundreds of millions of won per year to do so unless it cuts its own emissions. 2. Society Increasing number of dementia patients The number of registered dementia patients on the island has increased from 1,300 in 2010 to 4,400 this year. Korea Yonhap is reporting that the chief U.S. envoy to the six-party talks on ending North Korea's nuclear weapons program will visit South Korea this week. Society Man indicted for attempted arson at Japanese Embassy A 57-year-old man was indicted Monday for an attempted arson attack on the Japanese Embassy in Seoul. The defendant is suspected of approaching the embassy with four bottles of soju and a 1.5-liter plastic bottle filled with gasoline, on September fifth.

  • Family of four found dead at daycare center
  • Family of four found dead at daycare center Police say it looks like a murder-suicide Police have launched an investigation after four people from the same family were found dead Monday morning at eight a.m. at a daycare in Oedo-dong, Jeju City. The Jeju (서부) Seobu Police Station says a 52-year old man was found hanging from a staircase railing on the third floor. His wife, the director of the center, as well as their son, who was a first-grade middle school student, and daughter, a fourth grade elementary school student, were all found dead in their rooms on the second floor. They all had stab wounds. Investigators say there is a high possibility that the man killed his family and then committed suicide.   • Arirang: Global ‘Saemaul Undong’ Forum launches NGO
  • For 45 years the Saemaul Undong, or the New Village Movement, has propelled Korea's modernization, and it is now spreading to other countries as a model for sustainable development. Here's (오수영)Oh Soo-young with more. Korea was one of the world's poorest countries in the years following the end of the Korean War. The Saemaul Undong movement has since been credited with putting Korea on the path to becoming the modern and relatively wealthy nation it is today. [CG IN] Land reforms and community spirit fueled Korea's modernization Launched by the government in 1970, it inspired community development based on diligence, self-help and cooperation. Villagers toiled together to build new roads and infrastructure. They also undertook agricultural reforms. Spreading from village to village, Saemaul's can-do spirit quickly became a nationwide movement. In under than a decade, Korea's per-capita income spiked more than five-fold, hitting more than 15-hundred U.S. dollars. The country also achieved significant growth in health, education, industry and transportation. [CG IN] Saemaul Undong has been adopted in 132 countries Since then, Korea has been helping other countries build their own Saemaul villages, by training leaders, sharing technology and setting up the necessary infrastructure. [REPORTER] Oh Soo-young "Now, leaders and experts from 60 countries are paying homage to the movement at the Global Saemaul Undong Forum. They're showing the Saemaul spirit of unity with an early morning walkathon." [CG IN] International NGO launched at Global Saemaul Undong Forum Participants are also joining hands to launch an international organization called the Global Saemaul Development Network.   • KCTV: ‘Only Electric Vehicles by 2030’
  • The provincial government plans to replace all cars on the island with electric vehicles by 2030. That means hundreds of thousands of EVs and the infrastructure to support them. Mike Laidman has more. [INTERVIEW] Kim Won-hong / Driver of electric taxi Please install more high-speed battery chargers. At the moment I can only go so far on one charge so I'm limited to making shorter trips. <인터뷰:김원홍/전기차 개인택시 운행> "급속충전기를 많이 설치해달라, (한번 충전해도) 킬로 수가 짧다보니 장거리 운행하는데 좀 꺼려집니다." Since 2013, an average of one thousand new electric cars have been registered every year. But users say there are some major inconveniences which go along with being an early-adopter; mainly there being a shortage of recharging facilities and incompatibilities with battery chargers made for different electric car brands. As part of Jeju’s mid-to-long-term goals, the provincial government will work to ensure that the necessary infrastructures are in place for all electric vehicles on the island. There will be 2,900 electric cars in Jeju by the end of 2015, jumping tenfold, to 29,000, by 2017. By 2030, the aim is to have 377,000 electric vehicles on the island, replacing all existing cars with electric versions. There are currently 2,600 chargers for electric vehicles in Jeju, which will increase to over 20,000 by 2017, and 75,000 by 2030. A total of 2 trillion won will be invested in improving the infrastructure for electric cars. [INTERVIEW] Kang Young-don / Chief, Jeju Energy Industry Division The current recharging services are either offered at a fee or are too slow, so we’ve made plans to add high-speed battery chargers to the infrastructure. <인터뷰:강영돈/제주도 에너지산업과장> "민간이 참여하는 유료 충전서비스나 완속으로 인해 충전시간이 상당히 소요되는데 급속 충전인프라도 확충하기 위해 제도에 반영했습니다. " According to Jeju City, carbon emissions are expected to see a 910,000 ton reduction by 2030, once all existing cars have been replaced. But much remains to be done to achieve that goal. 우선 2020년이 지나면 대당 2천 2백만 원씩 지원되는 전기차 구입 보조금이 중단됩니다. 제주도는 2020년 이후에는 전기차 가격이 지금보다 내려갈 것으로 전망하고 있지만, 소비자 부담이 큰 것은 사실입니다. [INTERVIEW] Park Hong-bae / Chief, Jeju Business Industry Division We will continue offering subsidies for the purchase of electric vehicles through 2020. We project prices will fall by then, and that will spur a natural transition from existing cars to electric vehicles. <인터뷰:박홍배/도 경제산업국장> "2020년까지는 저희가 보조금을 지원해서 전기차 시장을 형성시킬 것이고, 이후에는 전기차 생산 회사의 차량 가격 인하를 통해서 자연스럽게 전기차로 전환시킬 계획입니다."   • KCTV : ‘Fantastic’ Bicycle Path...Really?
  • Imagine touring around the beautiful coastline of Jeju Island… by bicycle. Well this is the idea behind the nearly-complete so-called Fantastic Bike Path that has been in the works since 2010 and has cost the province billions of won. But is the trail really “fantastic?” Mike Balfour reports. There is a bicycle trail that is to follow the entire scenic coastline of the island. Since 2010, Jeju City has been creating the trail, spending more than 35 billion won for the 234 km bicycle route. So far, 215 kms have been completed and the rest is expected to be ready by early November. We took a closer look. Here, the width of the trail is narrower than the width of the handle bars of an average adult bicycle. Because it’s so narrow, it’s hard to stay on track. And rocks lining one side force the cyclist to ride closer to the main road. Some portions of the bike trail get as narrow as 30 cm. Cyclists are not impressed. SYNC Cyclist The bicycle trail is so narrow it’s hard for beginners to ride on. With cars driving past, it’s scary. It would be better for beginners like me if it were wider. <싱크 : 자전거 이용 시민> "자전거 길 폭이 너무 좁아서 초보자의 입장에서는 차도 오고 불안한 감이 있었어요. 조금만 더 넓었으면 저같은 초보자도 편하지 않았을까." It’s worse in other areas. The indicative blue line for cyclists seems to have been painted just for the sake of it. Even in areas where the path is wider, a cyclist has to dodge lampposts and other obstacles. Jeju City officials say the blue line is only there to indicate which way to go and that it is not a dividing line between the bike path and other roads. That would mean in some areas, cyclists will have to drive right alongside cars on the road. [INTERVIEW] Ko Min-bong / Jeju City administration The blue line you see on the Fantastic Bicycle Path is simply a sign telling the cyclist which way to go. It does not signify a division between bicycle road and sidewalk. You don’t have to ride inside it. <인터뷰 : 고민봉 / 제주시 도시디자인과 자전거담당> "제주 환상 자전거길 노면에 표시된 블루라인은 자전거 진행 유도표시로 보도와 자전거도로를 구분하는 선이 아닙니다. 따라서 블루라인 내에서 -----수퍼체인지----- 자전거를 타야 되는 것은 아닙니다."
