Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • This week on Jeju: A to Z, Todd Thacker gives us a preview of what autumn brings with it: the turning of the leaves on Hallasan Mountain and Jeju’s forested areas. And as you’ll see in this report, we’re in for some spectacularly colorful panoramas. It’s a safe bet that one of our fondest childhood memories is enjoying the bright yellows, reds, and browns of the annual turning of the leaves. That is, unless you had to rake those same leaves from your lawn. [Slug CG] Hallasan National Park has been protected since 1970 Here on Jeju Island, it’s much more a case of the former than the latter. The way the island is laid out geographically, there is more or less a 360 degree view of the 1,950-meter-tall Hallasan Mountain. With October just around the corner, its slopes will gradually be turning from dark green to a spectacular autumn explosion of colors. [Slug CG] Yeongsil Trail is 5.8 km and takes 2.5 hours to climb One of the most famous areas to view this transition on the mountain itself is Yeongsil Valley. The nearly vertical cliffs and Utsae Oreum are blanketed with trees that look more like a painting than a mountain scene. For a more family-friendly hike walking under the autumn canopy is the Eoseungsaengak Trail. This is a relatively easy 1.3 kilometer, 30-minute hike. And once you reach the top, Hallasan Mountain is visible to the south in all its glory. [Slug CG] Saryeoni, Gotjawal forests make for pleasant, easy walks Other areas around the island to enjoy the turning of leaves include Saryeoni and Gotjawal forests. These have pleasant, level walking paths that take you through these ecological marvels. Jeju Olle walking trails, too, make their way through the many forested areas of the island.   • Boseong Market (보성시장) in Jeju City boasts over 40 years of history. In the past, this was the place to go if you wanted to try out different local foods in one place. But a decline in customers led many to close shop and leave. The remaining vendors decided to start over by giving the market a facelift… and the renovation work is now complete. Suejin Choi tells us more. From the well-seasoned meat- and vegetable-packed soondae(순대)... to Jeju’s traditional buckwheat roll, bingddeok(빙떡)... These foods and more used to be sold at over 200 small restaurants back in the day... at Boseong(보성) Market. Business was good in those days but as time went by, things started going downhill and stalls were forced to close, one after another. The remaining vendors decided they needed to do something about it… and so they joined hands and gave the market... a ‘modern’ makeover. [slug] Boseong Market gets modern makeover Some parts of this market had been abandoned for more than 15 years, but now… things are looking rosy once again. Boseong(보성) Market has been given new life... with a modern look… and an underground parking lot. [slug] 120+ shops on 2nd & 3rd floors The once empty 2nd and 3rd floors... are now fully occupied... with some 120 shops that sell... mostly local specialties and cosmetics. [INTERVIEW] Choe Seung-gwan / Vendor The market was dying, but thanks to these 120 or so companies, low-priced goods can be bought here and the market is coming back to life. <인터뷰 : 최승관/입주 업체> "시장이 많이 죽어있는데 여기에 120여 개 제조업체들이 들어와서 좋은 가격, 저렴한 가격으로 시장 활성화에 도움이 될 것 같습니다." It all began in 2012... [slug] Renovation funded by vendors’ contributions After many had closed down and left, the remaining vendors at Boseong Market voluntarily gathered sufficient funds, bought the empty lots… and renovated the entire place. [INTERVIEW] Ko Mi-jung / Vendor The first step was the renovation. You will find that the market is very clean. We have made many improvements and hope many people will come here. 인터뷰 : 고미정/상인 "깨끗하게 발전하는 게 첫 단계이기 때문에 많은 기대를 하고 있고 (손님들이) 오시면 깨끗하실 거예요. 좋게 발전했고 많이 찾아왔으면 좋겠어요." Boseong Market has also been selected as one of the participants of this year’s street market development project… and will be able to develop and promote soondae(순대) as a specialized product. Then on the 2nd and 3rd floors, you can get daily necessities.   • KCTV: Efforts to Promote Bicycle Use 'Stuck in Neutral'
  • Bicycles are an eco-friendly mode of transportation… that can help ease traffic, maintain health, and save energy. To encourage more people to ride bicycles, a by-law was enacted in 2006 to promote their use. But almost a decade on, the ordinance lacks policies to back it up. Joseph Kim has more. The ordinance on promoting the use of bicycles in Jeju was enacted in 2006 and amended in 2011. A committee meeting was set up to discuss the management of bicycle parking lots and creation of bicycle only-villages, among other things. The aim was to reduce traffic congestion by increasing the number of cyclists, who would also be healthier, and help to save energy in the long run. But almost a decade has passed since then. And based on the information we gathered, many of the provisions of the ordinance have not been carried out. ### C.G IN After an amendment was made in 2011, a detailed guideline was made on how the committee overseeing bicycles would be formed, but to date, there is no such committee in existence. As for the so-called bicycle only village, no concrete plans have yet been made. ### C.G OUT Jeju City says despite what it says in the ordinance, it wasn’t until 2010 that policies on bicycles started gaining attention, and that was when the focus shifted to creating a Fantastic Bicycle Path all the way around the island. When the trail is completed in November this year, officials say they will work on creating the committee on hold and on making specific plans to carry out each of the provisions. But officials refused to hold a formal interview on the matter. [INTERVIEW] Kim Tae-seok / Provincial council’s environment & city committee The regulation on spurring bicycle use was passed at the council. The government agreed to the ordinance, so it is responsible for creating and enforcing policies.   • Diversified marketing to attract Japanese Local officials, business reps attending Tourism Expo Japan Local officials are working harder to attract Japanese tourists to Jeju, as part of efforts to expand flagging flight service between here and there. The province and the Jeju Tourism Organization have sent representatives to the world’s largest travel expo, Tourism Expo Japan, which began Thursday. The private sector also sent some people: representatives of local hotels and tourism businesses will participate along with the officials.   • Jeju Tourism Organization selects additional 'geohouses' Island now has 6, with 2 more coming by year’s end The island is now home to more “geohouses.” Geohouses are accommodations near Global Geopark sites that are decorated with items that depict the island’s culture and geological resources. The workers at them also inform guests about geotrail events and courses. The Jeju Tourism Organization has selected three more facilities. They are Seongsan Sunrise Peak and in (김녕리) Gimnyeong-ri, and they opened on Wednesday. There are now six geohouses on the island. The JTO will select two more by the end of the year. 지질테마숙소 '지오하우스' 추가 개장 세계지질공원을 테마로 한 숙박업소인 '지오하우스'가 추가로 개장했습니다. 제주관광공사는 성산일출봉과 김녕리 등 세계지질공원 마을 내 3군데 숙박업소를 지오하우스로 지정하고 오늘(23일) 개장했다고 밝혔습니다. 지오하우스는 제주 문화와 지질 자원을 주제로 꾸며진 숙박업소로 여행객들에게 세계지질공원 관련 정보를 제공하게 됩니다. 지오하우스는 현재 6군데가 운영 중이며 올해 중 2군데가 추가로 개장할 예정입니다.

  • JTO selected as operator of new duty-free shop \9b facility on Jeju Outer Pier The Jeju Tourism Organization has been chosen as the contractor for a new duty-free shop on the Jeju Outer Pier, which is where international vessels dock. The province convened a meeting Tuesday of the harbor construction inspection committee. Attendees selected the JTO among the three candidate firms. The organization will spend nine billion won on the project. It will build the shop, itself, as well as a Jeju promotional hall and an exhibition area for top Korean products. Construction on the 1,700-square-meter structure is slated for completion next September. This decision is separate from the granting of the license to actually run the duty-free shop. When the construction is complete, the Korea Customs Service will accept applications for that license. 여객터미널 면세점 사업시행자 '제주관광공사' 선정 국제여객터미널 출국장에 들어설 외국인 면세점 사업장 공사 시행자로 제주관광공사가 최종 선정됐습니다. 제주특별자치도는 어제(22일) 비관리청 항만공사 심사위원회를 개최하고 후보 업체 3 곳 가운데 제주관광공사를 최종 면세점 공사 사업시행자로 선정했습니다. 제주관광공사는 사업비 90억을 들여 내년 9월까지 1천 7백여 제곱미터 면적의 면세점과 제주홍보관, 국내우수상품전시장 등을 조성할 계획입니다. 이번 사업시행자 선정 건은 면세점 특허 사업과는 별개이며, 관세청은 면세점이 조성되면 내년 하반기쯤 특허사업자를 공모할 계획입니다.

  • Province prepares to respond to problems over holidays Civil servants on alert for issues with traffic, trash management, etc. The provincial government has put the disaster and safety management office on alert status in order to make sure things run smoothly over the Chuseok holidays. The number of service personnel in the office will double to twelve over the holiday period. They will be divided into several groups. Each will be given a specific focus, such as traffic, firefighting, medical services, ferry services, and trash management. In total, they will spend 470 man-days of labor on their tasks. In related news, the provincial government plans to finish safety checks at large retailers, bus terminals, traditional markets, and other such locations by Friday. 도, 추석연휴 재난안전상황실 ‘비상근무’ 제주특별자치도가 추석연휴를 맞아 재난안전상황실을 비상체제로 전환해 운영합니다. 이를 위해 현재 재난안전상황실 근무 인원을 6명에서 12명으로 늘리고 교통과 화재, 의료, 여객선, 쓰레기 등 분야별 비상대책반을 운영해 연인원 470명에 대해 비상근무체제를 유지합니다. 또 다중이용시설인 대형마트나 터미널, 영화관, 전통시장 등 재난취약지를 중심으로 오는 25일까지 안전점검을 마무리할 예정입니다.
