Assembly to debate allowing intl. schools to repatriate profits
Proposal faces strong opposition

Amid efforts to attract more elite foreign schools to the island, the national government has submitted an amendment to the National Assembly that would allow international schools in the Jeju Global Education City to send profits made here back to their home countries.

The proposal would allow the institutions to repatriate up to 40 percent of their profits.

It also includes the formation of a deliberative committee under the superintendent of education to oversee international schools in order to prevent an increase in tuition fees.

Analysts say passage of the bill at the National Assembly will not be easy. It faces strong opposition from the Jeju Provincial Office of Education and opposition parties, whose members say the move will “commercialize” education.


정부, '과실송금 허용 개정안' 국회 제출

국제학교 운영을 통해 발생한 이익금 배당, 즉 '과실송금'을 허용하는 법개정이 재추진됩니다.

국회는 정부가 이 같은 내용을 담은 제주특별법 개정안을 제출했다고 밝혔습니다

개정안은 학교회계에서 법인회계로의 전출을 허용해 결산상 잉여금을 40% 이내에서 배당할 수 있도록 했습니다.

또 과도한 배당을 위한 수업료 인상 등을 막기 위해 제주도교육감 소속의 국제학교설립·운영심의위원회를 설치하도록 했습니다.

하지만 제주도교육청과 야당 등에서 교육을 상업화한다는 이유로 '과실송금'을 반대하고 있어 국회 논의 과정에서 진통이 예상됩니다.
