‘Tangled rudder caused “Dolgorae” to capsize’
Investigators release report on September accident

Coast Guard officials say a tangled rudder that stopped working in high waves was the cause of a September fishing boat accident in Chuja-do Island waters that left at least 15 dead.

The Jeju office of the Korea Coast Guard says the rudder on the (돌고래) Dolgorae stopped working after ropes got tangled in it. The captain turned off the engine, and then high waves capsized the vessel.

Officials added that there was no reason to speculate that illegal modifications to the boat had caused it to capsize, and then they could find no evidence of mechanical problems.

Meanwhile, the captain’s widow has been indicted, without physical detention, on charges of falsely filling out the passenger list. Officials said no criminal charges were made against her late husband.

The Dolgorae capsized on September 5th… about 20 minutes after it left Chuja-do Island. Fifteen bodies have been recovered and three people remain officially listed as missing.

돌고래호 사고 "방향키 고장난 뒤 너울에 뒤집혀"

지난 9월 추자도 해상에서 발생한 낚시어선 돌고래호 전복사고는 스크류에 감긴 밧줄로 방향키가 고장나면서 배가 너울성 파도에 휩쓸려 일어난 것으로 잠정 결론이 내려졌습니다.

제주해양경비안전본부는 돌고래 호 선체에 대한 감식결과 스크류에 밧줄이 감겨 방향키가 부러지면서 고장나자 선정이 시동을 끝 상태에서 너울을 맞아 뒤집힌 것으로 추정된다는 수사결과를 발표했습니다.

해경은 당초 돌고래호 사고원인 가운데 하나로 제기됐던 선체 불법증축여부는 확인되지 않았으며, 엔진 침수로 인한 기계적 결함도 없었던 것으로 확인됐다고 덧붙였습니다.

한편 해경은 돌고래호 선장의 아내가 승선원 명부를 허위로 기재한 사실을 확인해 불구속 입건하고, 숨진 선장 46살 김 모 씨에 대해서는 공소권 없음으로 결론내렸습니다

한편, 21명의 승객을 태운 돌고래호는 9월 5일 오후 제주시 추자도 신양항을 출항한지 20분만에 전복돼 15명이 숨진 채 발견됐으며, 나머지 3명은 실종상태로 남아 있습니다.
