‘Division of labor’ needed to counter illegal Chinese boats
Expert says government organizations need to divide responsibilities

An expert says government officials need to divide their roles in clamping down on illegal fishing boats from China.

(김현성) Kim Hyeon-seong, action officer at the Jeju branch of the East Sea Fisheries Management Service, said Wednesday that in order to effectively respond to illegal Chinese fishing boats in Jeju waters, the job needed to be done collectively by various organizations.

Kim said that there was currently a shortage of manpower in dealing with the illegal fishing boats, and suggested dividing the task: maritime police could be in charge of dealing with the violation of territorial waters, while national supervision vessels could be responsible for finding false fishing records and ship logs. Kim also suggested making use of satellites and aerial equipment for round-the-clock surveillance of island waters.

제주해역에서 불법조업 중인 중국어선을 효과적으로 단속하기 위해서는 기관간 역할분담을 재편해야 한다는 주장이 제기됐습니다.

'2015 제주 바당을 위한 토론회'에서 불법중국어선을 단속하기 위한 행정력이 부족한 만큼 영해 침범은 해경이 담당하고, 조업일지 허위작성은 국가지도선이 맡는 등 역할 분담을 통해 상호 협조체제를 갖춰야 한다고 강조했습니다.

이와 함께 항공과 위성을 통해 상시감시 체제를 강화하는 등 사전 예방 시스템을 구축해야 한다고 덧붙였습니다.
