Big Changes to Urban Planning

Local officials are working on new urban planning measures that take into account the island’s ballooning population. Here’s Joseph Kim to explain some of the main changes they are advocating.

Officials call for enlarging ‘urban’ zones

The core of the draft on urban planning made by the Jeju Special Self-Governing Province is that the urbanization promotion area will be significantly expanded. The urbanization promotion area, which will be developed into residential, shopping and manufacturing zones, which is currently set at 21.7 ㎢, will be nearly tripled to 63.9 ㎢.

Island population projected to continue growing

It is based on the expected population of one million people, in other words, 730,000 settled population and 270,000 staying population.


It is suggested that Gwakji-ri in Aewol-eup, Sagye-ri and Gamsan-ri in Andeok-myeon, Harye-ri and Namwon-ri in Namwon-eup, which is currently a controlled area would be transferred into an urban area. Also, Yeonsam-ro area in Ildo(일도) district and the Jeju City Hall area, which is currently a general residential area, could be transferred into a semi-residential area where people can also do business.

A clean development mechanism has been introduced to prevent sprawl and encourage planned development. Laws have also been modified to allow better practical control over land use.

Moreover, revitalizing the downtown area through modifying building height regulations is included in this urbanization planning rearrangement, based on designating the downtown area as deregulation zone. Also, to protect the Oreum ridge and scenic areas, 11 natural landscape protection areas have been set up alongside 78 waterfront landscape areas.

Dozens of natural preservation zones proposed

For urbanization planning rearrangement, the Jeju Special Self-Governing Province is planning to separate preservation from development to present Jeju’s unique value of space design.
