Jeju’s largest satellite island, Udo, is not immune from the rapid development seen elsewhere in the province. As the price of land continues to soar, more villagers are asking officials for accurate, up-to-date appraisals of their property. Joseph Kim has more.
Walking along the coastal road of Udo, you can see a number of buildings in various stages of construction. Differing from the modest homes that contribute to Udo’s charm, the new buildings are mostly two or three-story apartments.

In 2013, only 25 construction permits were issued, but that number nearly tripled to 63 in 2015. 37 permits have already been issued so far this year.

It is not surprising that land prices have soared. Compared to 2015, the official property value in early 2016 went up 76.5%. Because of this, villagers have asked the civil affairs office for an accurate valuation of their property.

I come to Udo two to three times a week, and review three to four sites each trip. So, I do about ten boundary surveys a week to clarify ownership issues.

"일주일에 2~3번 정도는 들어와요. 그러면 한 3~4건씩 갖고 들어오거든요. 그러면 보통 일주일에 10건 정도 보면 되죠. 우도 측량이. 건축을 경계측량 하고, 소유권 목적으로 분할도 하고."

Udo island is undergoing rapid changes. However, some Udo villagers are critical of this situation. Since most of the people who are interested in developing Udo island are outsiders, concerns over a soaring real estate market and runaway development have been raised.

Few of the new buildings are owned by locals. Many of them don’t even live here. Outside influences have pushed up land prices. Most of Udo’s natives sold prime locations a long time ago to buy homes off of the island for their children.

"(건물 짓는 것은) 우도 사람도 있는데 외지 사람들이 많죠. 땅값도 외지인들이 다 올려버렸고. 목 좋은 곳은 여기 사람들은 자식들 위해 밖에 아파트 하나 마련해 주려고 다 팔아버렸죠. 옛날에."
