Slew of problems with public property management
Investigators uncover 230+ issues over ten-year period

The Jeju Audit and Inspection Commission has uncovered hundreds of problems with public property management over the past decade.

The commission conducted a special investigation of some 960 public properties, looking at how they were administered between 2006 and April 2016. It discovered that more than 230 had been involved in illegalities.

Cases include a 630-square-meter plot of public land in Ora-dong, which was supposed to have been sold through public auction, but which was actually sold through a private contract.

Another case involves a 250,000-square-meter forest in Saekdal-dong,Seogwipo. This public property was supposed to have been used to grow perennial plants but has instead been leased out as a green tea plantation since 1996.

Inspectors also found that data in the local administration’s management system had not been updated, leaving room for mismanagement.

The commission will reportedly hand out light punishment and warnings to the public officials involved in the illegalities.

공유재산 관리실태 특정감사 230여 건 적발

제주도감사위원회가 지난 2006년부터 올해 4월까지 10년 동안 거래된 공유재산 960여 건과 임대, 관리실태 전반에 대한 특별감사를 진행해 230건이 넘는 위반사례를 적발했습니다.

주요 내용을 보면 제주시 오라동의 630제곱미터의 공유지는 지명경쟁을 통한 공개입찰로 매각돼야 하지만, 인근 토지소유자가 매수 포기 동의서를 제출했다는 이유로 수의계약으로 매각했고,

서귀포시 색달동의 25만 제곱미터의 임야는 다년생 식물을 재배할 수 없는 공유지인데도 지난 1996년부터 지금까지 녹차재배지로 임대된 것으로 나타났습니다.

이와함께 행정이 운영하는 공유재산관리시스템도 토지 등기 여부가 정리되지 않는 등 제대로 관리되지 않았습니다.

제주도감사위원회는 관련 절차를 위반한 공무원에 대해 경징계와 훈계 주의 등의 신분상 조치를 통보했습니다.
