Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • Following several modifications, a plan to build a pair of skyscrapers in Jeju City has been given the go-ahead. The most noticeable change is that the “Dream Tower” will be 38, not 63, floors. A controversial casino, however, is still part of the plans. Mike Balfour reports. [slug] Jeju approves modified ‘Dream Tower’ plan The Jeju Provincial Government has approved Donghwa Investment & Development’s modified plan to build a tourist and accommodation facility dubbed the Dream Tower. ### CG IN ### The 38-storey building will be 169 meters tall, and have a total area of 302,000 square meters. That’s 25 storeys and 49 meters less… than the original plan to build a 218 meter, 63-storey building. ### CG OUT ### The Dream Tower will take the form of twin towers conjoined in the middle by a 9-storey building that has 5 floors below ground.   • How many days a week do you drink? Statistics show Jeju has the highest frequency of alcohol consumption in the country…and analysts say it costs the island some 320 billion won each year. Joseph Kim reports. Interview I drink at least twice a week… Interview At least three times a week? ### CG IN ### In 2014, the percentage of Jeju residents that were found to have engaged in “high frequency alcohol-drinking”… or drinking at least three times a week… was 13.2 percent… way above the national average of 10.2 percent. Out of the country’s 17 cities and provinces, Jeju had the highest rate of drinkers who consumed alcohol at least once a month... And Jeju had the third highest percentage of “high-risk drinkers”… which means drinking more than seven glasses of alcohol each time for men… and five glasses or more each time for women… and repeating this at least twice a week. ### CG OUT ### Jeju’s “gwendang” (괸당) folk culture, which emphasizes tight inner social circles is seen as one of the reasons drinking is so prevalent here. Another reason is the close distance between work and home. [camera] Ko Moon-su, Moon Ho-seong This “drinking culture” leads directly to huge economic losses. ### CG IN ### Bank of Korea Jeju Branch estimates a total of 320 billion won goes into alcohol-related medical treatments, traffic accidents, fires, hangover cures… and other productivity losses annually. If you divide that by the number of people aged 15 and over in Jeju, that’s 687,000 won in financial losses... per person, every year… which is much higher than the national average of 498,000 won. In Jeju, 49.6 percent of the island’s productivity losses are due to heavy drinking. That’s the highest percentage in the country. Despite the region’s low wages, productivity losses owed to drinking are seen as unusually high in Jeju. ### CG OUT ### Interview Park Jin-ho / Bank of Korea, Jeju branch The large percentage of high-frequency drinkers in Jeju has led to about 320 billion won in alcohol-related costs.
