Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Toughened punishments for corrupt teachers and intensified internal audits of student performance evaluations are among their suggestions. Teachers should be involved in developing a curriculum and evaluation tools from the very beginning. I think that while many teachers in Jeju are qualified to handle the curriculum, they are too busy to implement it. They need more time. City representatives will discuss the project with area landowners. They want to offer visitors the chance to plant and harvest rice, as well as other activities. The province last year held lectures by famous people who are in some way connected to the incident; a campaign to wear camellia pins, which symbolize the incident; and peace trips based on the incident. It will continue those projects this year. Local officials also plan to seek registration of the incident as a UNESCO Memory of the World.   • 2. More flights leaving Jeju are delayed 16.1% of all departures last year were at least 30 minutes late More people are complaining that their flights from Jeju are being delayed. The Jeju Regional Aviation Administration says some 20,600 flights were delayed last year?16.1 percent of all flights. That’s 2.2 percentage points higher than the year before. 17 percent of domestic flights left late, while 4.1 percent of international flights did. 94 percent of the delays were due to flight connections. Domestic flights that take off over 30 minutes late are classified as officially delayed. The corresponding criteria for international flights is 60 minutes. 제주기점 항공편 지연운항 증가…이용객 불만 제주기점 항공편의 지연운항이 높아지면서 이용객들의 불만이 커지고 있습니다. 제주지방항공청에 따르면 지난해 제주기점 항공편의 지연 운항은 2만 600여대로 전체 운항 항공기의 16.1%에 이르렀습니다. 이같은 지연율은 전년보다 2.2% 포인트 증가한 것입니다. 국내선 지연율은 17%, 국제선은 4.1%를 보였으며 원인으로는 항공편 연결 문제가 94%로 대부분을 차지했습니다. 현재 지연 운항은 국내선의 경우 30분 이상, 국제선은 1시간 이상일 경우에 통계로 잡히고 있습니다.

  • 1. Weakening housing market Sales price index falls into negative territory Local housing prices have begun moving into negative territory this year. The Korea Appraisal Board says the housing sales price index last month was minus 0.05 percent. That represents a one-month drop of 0.19 percentage points. It’s been five months since the index fell below zero, and the downward trend is accelerating. The change in apartment sales prices was minus 0.32 percent in January. That’s twice the drop of the previous month. 도내 주택매매가격 하락세 뚜렷 올 들어 제주지역 주택매매가격이 뚜렷한 하락세를 보이고 있습니다. 한국감정원 주택가격동향조사 결과에 따르면 지난달 제주지역 주택매매가격 지수는 -0.05%로 전달보다 0.19%포인트 감소했습니다. 주택매매가격 지수가 마이너스대로 진입한 것은 5개월 만으로 감소폭은 점차 확대되고 있습니다. 특히 아파트의 경우 지난달 매매가격지수 변동률은 -0.32%로 전달보다 2배나 하락했습니다.

These include its lush vegetation, volcanic structures, water features, and of course its formidable maze, for the enjoyment of visitors and locals alike. [Slug CG] Samda: Jeju’s 3 plenties of stones, wind, women As you walk through the theme park, you’ll find it is built on the concept of Jeju’s traditional three plenties, or samda in Korean, which are stones, wind, and women. From above you can see the park’s extensive maze modeled after these ideas ? including a gigantic stone grandfather statue, or dolhareubang, a protective figure which you can find all over the island. The circular maze of cypress trees represents the wind, while Jeju’s women are represented in cypress and camellias by a maze in the shape of a haenyeo, or Jeju diving woman. More government support for job creation Province encouraging local firms to hire young and middle-aged workers The provincial government will provide more support to create jobs for young and middle-aged workers. The province will give firms that hire unemployed people between the ages of 18 and 34 500,000 won monthly for six months. Companies with less than five employees will receive 700,000 won per month for a year for every young adult they hire. Companies will also receive 400,000 won per month for one year for every worker they hire aged 40 and over. 청년·중장년층 일자리 지원 확대 제주특별자치도가 올해 청년과 중장년층에 대한 일자리 지원을 확대합니다. 주요내용을 보면 만 18살부터 34살 이하의 미취업 청년에 대해 청년수당으로 월 50만원씩 6개월간 지원합니다. 또 올해 신규사업으로 5명 미만의 기업에서 청년층을 추가 고용할 경우 1명당 월 70만원씩 1년간 지급합니다. 이와 함께 만 40살 이상의 중장년층을 추가 고용한 기업에 대해서도 1명당 월 40만원씩 1년간 지원할 예정입니다.

  • 4. 10% of annexed parking spaces in Jeju City ‘illegal’ 2,500 spaces in violation for a variety of reasons Officials say one out every ten parking spaces that are annexed to Jeju City buildings are in violation of city code. Authorities surveyed 22,000 spaces last year and found 25-hundred in violation. Some 270 of them were being used improperly, 150 blocked an entrance or an exit, and 160 were obstructed. Jeju City has ordered the parking space owners to remedy the situation in 570 cases and filed criminal charges in 14. These problems show no signs of abating, so the city plans to hire people to monitor and inspect the parking spaces beginning in March. 건축물 부설주차장 10곳 중 1곳 '위법' 건축물 부설주차장 10곳 가운데 1곳에서 위법 행위가 적발됐습니다. 제주시는 지난해 2만 2천여 곳의 건축물 부설주차장을 전수조사해 불법행위 2천 500여 건을 적발했다고 밝혔습니다. 유형별로 보면 불법용도변경 270여 건, 출입구 폐쇄 150여 건, 물건 적치 160여 건 등으로 제주시는 이 가운데 570여 건에 대해 원상회복 명령을 내리고 14건을 형사고발했습니다. 제주시는 위법행위가 계속됨에 따라 이달 조사 요원을 모집한 뒤 3월부터 이용실태를 일제 점검할 계획입니다.

  • 3. Tough year predicted in real estate market 90% of experts forecast slump or recession The Jeju real estate market has thrived in recent years, but analysts are predicting hard times ahead. According to a survey on real estate trends and prospects by the Jeju Research Institute, 51 percent of 101 respondents, including experts, researchers, and professors forecast a slump in the local housing market. 39 percent predict a full-blown recession. In the land market, 48 percent expect a slow down, 34 percent expect a recession, and 18 percent expect a boom. A plurality of respondents?44 percent?said the downward trend will last for two to three years. Another 38 percent predicted tough times for three to four years. 부동산 전문가 90% "올해 경기 침체·후퇴" 최근 몇년 사이 호황을 누리던 제주 부동산 시장이 당분간 침체기 내지는 후퇴기를 보일 것이라는 전문가들의 진단이 나왔습니다. 제주연구원이 발표한 제주지역 주택 부동산 동향과 전망에 따르면, 부동산 분야 전문가와 연구원, 교수 등 101명 가운데 51%는 올해 주택 경기가 침체기, 39%는 후퇴기에 접어들 것으로 전망했습니다. 올해 토지 경기에 대해서는 48%가 침체기, 34%가 후퇴기로 전망했고 호황기라는 전망은 18%에 그쳤습니다. 이 같은 부동산 경기가 얼마나 지속될 것인지에 대한 질문에는 앞으로 2~3년이라는 응답이 44%로 가장 많았고 3년에서 4년이 38%로 뒤를 이었습니다.
