Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The national government says it made its choices based on balanced development nationwide. But Seoul’s decision to exempt the project from a preliminary feasibility study means the updated sewage treatment plant will be available to islanders much earlier. The Jeju headquarters of Nonghyup says it recently started supplying the fruit to the army through its (중문) Jungmun and (조천) Jocheon branches. As part of measures to deal with the seasonal tariff abolishment on oranges, 370 tons of Hallabong will be sent to the army by April. That includes 11.7 billion won in national funding and 17.3 billion won in provincial funding. The total is 17 billion won more than what was spent last year. Money will be spent on 8 new projects this year. That list includes supporting the construction of rainproof greenhouses, making the community self-sufficient in its energy needs, and creating an eco-exploration center. Another 5 projects that are already underway will continue this year. They include the establishment of a marine tourism themed port in Gangjeong and the creation of an entrance road to the Civilian-Military Complex Port. ‘강정마을 공동체 회복 사업' 290억 투입 올해 서귀포시 강정마을의 공동체 회복 사업으로 23개 사업에 290억 원이 투입됩니다. 제주도는 강정마을 공동체 회복과 관련해 국비 117억 원과 지방비 173억 원이 투입되는 사업계획을 확정했습니다. 이 같은 사업 규모는 지난해보다 170억 원 가량 증액된 겁니다. 특히 올해는 비가림 하우스 시설 지원과 에너지 자립마을 조성, 생태탐방센터 조성 등 8개 사업이 새롭게 진행됩니다. 이와함께 해양관광테마 강정항 조성과 민군복합항의 진입도로 개설 등 5개 사업은 올해도 계속사업으로 이어갑니다.

[slug] Casino in Jeju Shinhwa World [slug] Expanded by 700% after acquisition As Jeju’s regulations on licensing new casinos are so stringent, the developer bought the casino in the Hyatt Regency Jeju and relocated it to Jeju Shinhwa World. It was then expanded by 700%, sparking controversy on the island. There is no legal ground to prohibit the expansion. [slug] Ordinance amendment would regulate changes to casino licenses Councilor (이상봉) Lee Sang-bong from the Democratic Party is pushing forward with an ordinance amendment in order to regulate changes of casino licenses. The amendment bill stipulates that a casino business can be relocated only when places of business are under heavy repairs, rebuilt or demolished. Business operators are required to prove that there are no other options. Relocation and expansion of a business after acquisition of a casino will need to obtain a new casino license, which requires screening of invested capital and an evaluation to determine if the business is harmful to local communities.
