Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Higher rewards for reporting election violations Jeju Election Commission will pay up to ￦300m Beginning with national union elections this March, authorities are increasing the rewards substantially for people who report election violations. The Jeju Election Commission says it is working harder to stamp out illegal activities around the upcoming holidays. The violations it is targeting include handing out presents or valuables as well as pre-electioneering for the votes in March. The commission hopes to encourage more people to report violations regarding the national union elections by boosting the maximum reward for doing so from 100 million won to 300 million won. Anyone who is caught accepting valuables will be fined up to 50 times the value of the items.   • 1. Growth in Jeju land prices slows From 8.33% in 2016 to 4.99% last year Jeju land is still getting more expensive every year, but the rate at which the price is growing is slowing. Land ministry representatives say Jeju land prices were up an average of 4.99 percent last year. That’s higher than the national average of 4.58 percent. Growth peaked at 8.33 percent in 2016, but it has fallen since then. In 2017, the figure was 5.46 percent. 57,900 plots of land changed hands last year.   • The province is again trying to establish a public corporation to manage the island’s public facilities. As Mike Balfour now reports, there are significant challenges to that plan. Between 2012 and 2016, the accumulated deficit for managing 161 public facilities was recorded at 194.4 billion won. Workers at the facilities are not professional and the maintenance inefficient. The deficit is snowballing over time. To solve these issues, the province is again pushing forward to establish a public corporation. Along with personnel restructuring, the provincial government this month is preparing to launch the corporation. The province is planning to finish founding the office this October and start operation next year. 600 people are expected to work at the new office. Public buses, public parking lots, landfill sites and waste incinerators, sorting sites for recyclables, (양지) Yangji Crematorium, (한울누리) Hanulnuri Cemetery, sewage treatment plants and seven ports including the Jeju Harbor are subject to the office’s management.   • 5. Jeju City public parking lots to be free over holidays No change in airport parking fees Parking will be free at many Jeju City public lots from February 2nd to the 6th. The city will allow free parking at 28 lots, including the ones at jeju City Hall and Dongmun Traditional Market. All told, that’s about 22-hundred spaces. The 260-space lot at the airport will continue to charge as usual. The city will dispatch parking attendants to the lots near Dongmun Market and (칠성로) Chilseong-ro. Six emergency medical centers will remain open around the clock. Officials will also designate specific medical institutions and pharmacies to remain open in each community in order to prevent any gaps in medical service. Jeju City seeks to rein in official land prices High appraisals are disqualifying landowners from social welfare benefits An increasing number of people are becoming ineligible for basic pension payments because real estate prices have risen so much, so Jeju City is asking national authorities to adjust official appraisal values. Municipal authorities say city land prices have climbed enough to disqualify some landowners from receiving social welfare benefits. Local officials have asked the land ministry and the Korea Appraisal Board to adjust the growth in official land values to less than 10 percent. The appraised value of a standard lot in Jeju increased 19 percent in 2016, 18 percent in 2017, and 15 percent last year. 제주시, 공시지가 상승률 조정 건의 부동산 가격 상승으로 기초연금 수급탈락자가 크게 늘면서 제주시가 공시지가 상승률을 조정해줄 것을 요구하고 있습니다. 제주시는 땅 값 상승으로 소득인정액이 초과돼 사회복지혜택 탈락 등 피해가 발생하는 것으로 보고 국토교통부와 한국감정원에 표준지 공시지가 상승률을 10% 이내로 조정해 줄 것을 건의했습니다. 개별공시지가 기준이 되는 표준지 공시지가는 제주시지역에서 2016년 19%, 2017년 18%, 지난해 15%의 상승률을 보인 바 있습니다.

Province’s rejection of Korea Airports Corporation’s request ‘illegal’ Court rules in favor of KAC in groundwater case A local judge has ruled that the provincial government was wrong to reject the Korea Airports Corporation’s request to use more groundwater from Jeju. The corporation uses the water in its ‘Meokneun Saemmul’(먹는샘물) mineral water. Jeju District Court Judge Kim Jin-yeong ruled in favor of the KAC in the case. It had filed a suit to get the provincial government to revoke its cancellation of the KAC’s request to modify groundwater development and use. The court found that it was improper of the province to cancel the request without offering acceptable legal grounds for doing so. 법원 "한국공항 증산 신청 거부는 위법" 제주도가 한국공항의 먹는샘물 지하수 증산 신청 자체를 거부해선 안된다는 법원 판결이 나왔습니다. 제주지방병원 김진영 부장판사는 한국공항이 제주도를 상대로 제기한 지하수 개발 이용 변경허가 신청 반려처분 취소 소송에서 원고 승소판결했습니다. 재판부는 판결문을 통해 제주도가 법적근거 없이 한국공항의 신청을 반려한 것은 잘못이라고 판시했습니다.

Emergency measures when fine dust concentrations climb New system implemented earlier than planned National authorities will implement emergency fine dust reduction measures in Jeju when the air quality is particularly bad. The Ministry of Environment has decided to implement the measures in Jeju, just like it does in other regions, when the dust levels hit a certain level. The system is in effect early?the ministry had planned to implement it February 15th. The emergency measures are instituted when the fine dust concentration surpasses 50 micrograms per cubic meter and a similar level is forecast for the following day. The measures include limiting the use of vehicles by public organization employees, adjusting the work hours at construction sites, and expanding the operations of cleaning vehicles. 제주서도 미세먼지 '비상저감조치' 시행 앞으로 미세먼지 농도가 나쁠 경우 제주에서도 비상저감조치가 시행됩니다. 환경부는 다음달 15일로 예정된 미세먼지 저감 특별법 시행 이전이라도 제주에서 고농도 미세먼지가 발생하면 다른 시.도와 마찬가지로 비상저감조치를 시행하도록 했습니다. 미세먼지 농도가 50 마이크로그램을 초과하고 다음날에도 비슷한 수준으로 예보되면 공공기관 차량 2부제와 공사장 가동시간 조정, 청소차 운영 확대 같은 비상저감조치를 시행할 수 있습니다.

  • This week on Jeju: A to Z, Todd Thacker takes a brief look at a neighborhood on the city’s north shore called Tapdong. As we’ll see now, it has benefited from a cultural and financial revival in recent years. Of all the areas of Jeju City familiar to residents and travelers alike, it’s an older district on the north coast and east of Jeju International Airport that dominates the city. [Slug CG] Tapdong has long been a hub of village life and commerce Tapdong has a long history as a hub of village life and commerce. As Jeju grew into a full-fledged city in the 20th century, businesses came and went ? many relocating to other areas. But certainly in the last decade or so, it has enjoyed the benefits of its financial and cultural renaissance. [Slug CG] Central area for shopping, food, and accommodations It is the site of a number of large-scale, brand-name hotels. Mom-and-pop stores mix in with major shopping outlets and an extensive underground shopping mall. And then there are well-established large traditional markets. Dongmun Market, for example, is where the freshest seafood and produce can be found at great prices. [Slug CG] New facilities promoting culture and history Tapdong is also a main venue for the celebrated Tamna Cultural Festival, the Kim Man-deok Memorial Hall and Arario Museum, which have succeeded in accentuating the history and artistic spirit of the area. The open-air Jeju Seaside Concert Hall is also a center for music and dramatic performances. Jeju Port is a major landmark, serving both Jeju’s substantial ferry and container ship traffic, as well as the thousands of domestic and international cruise ship visitors who arrive daily.
