Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Provincial officials say they received 6,600 applications for the service last year. Authorities were able to provide the locations and lot numbers of 73-hundred plots of land to 19-hundred applicants. 21,000 applications have been submitted over the past three years. Officials have helped 6,200 people identify 22,000 plots of land, totalling 19 million square meters, that were rightfully theirs. The Jeju Provincial Police Agency is working with municipal police to patrol public locations, including small stores, which often have inadequate security systems, and traditional markets. The enhanced efforts will continue through the last day of the holidays, February 6th.   • 3. 10,000 tons of water from Jeoji reservoir used to supply Hallim Part of efforts to ease public concerns over water quality The provincial water and sewer authority says it now supplying Hallim with 10,000 tons of water from the Jeoji reservoir as part of the 20,000 tons of water it gets from the Ongpo Basin, which is the existing water source. Officials say this part of efforts to remove public distrust in the quality of the water. The water office has been piping the 20,000 tons of water from the Ongpo Basin through an advanced treatment system and a rapid filtering facility. The concentration of nitrate nitrogen, however, has remained high. The water and sewer authority plans to develop 10 underground wells and finish pipe construction by next year in the Seogwang area. The water from those wells will replace the 10,000 tons of water that passes through the advanced treatment facilities at the Hallim filtration plant. 저지 수원지서 1만톤 '한림' 지역에 공급 제주도 상하수도본부가 한림지역 상수원에 대한 수질 불신을 해소하기 위해 기존 상수원인 옹포수원지 취수량 2만 톤 가운데 1만톤을 인근 저지광역저수지에서 공급받아 급수하고 있다고 밝혔습니다. 지금까지 옹포천에서 취수한 2만톤을 고도처리시설과 급속여과시설에서 1만톤씩을 처리해 공급해 왔으나 여전히 질산성 질소 농도가 높아 이같은 조치를 내렸다고 덧붙였습니다. 상하수도본부는 한림정수장의 고도처리시설 1만톤을 대체하기 위해 서광지역에 대체 지하수 10공을 개발하고 내년까지 관로공사를 마무리할 계획입니다.

Provincial officials say the Ministry of Economy and Finance has chosen the building of a (광령) Gwangryeong-Dopyeong connector to be on the list of projects that qualify for a feasibility study. If the road is deemed feasible and then selected as a government-funded project, analysts say its construction would cut the travel time for people going to and from the airport. They say that there has yet to be a confirmed case on the island, but that the disease is spreading rapidly in the Daegu area. In order to keep Jeju free from the outbreak, medical authorities are urging everyone here to get their vaccinations and to maintain a high level of personal hygiene. The trial had been delayed for a month for failed delivery of the written prosecution and notice for jury trial. He said his legal team has prepared for the trial and he, himself, would sincerely participate in the trial. The Jeju District Prosecutor’s Office has indicted Won on two counts of pre-electioneering based on the Public Official Election Act. [slug] Defense counsel acknowledges evidence submitted by prosecutors Won’s defense counsel acknowledges the proof provided by prosecutors and prosecutors’ claim about when, where and what Won did. However, prosecutors and Won’s side hold contrary opinions on the illegality of the same act. Won’s legal team insisted that prosecutors indicted the governor for issues that the National Election Commission had already concluded. The commission disclosed the issues by giving a warning to Won. It added that Won explained policies that had been open to the public at the place and at the time the prosecutors pointed, therefore the acts are not unlawful. [slug] ‘Pre-electioneering ban may be unconstitutional’ The lawyers went on saying that a fine of over 1 million won has never been levied for pre-electioneering, and the pre-electioneering ban could be unconstitutional citing domestic and international examples. The court will pronounce its sentence on February 14th. If the governor is fined one million won or more for violating the Public Official Election Act, he will lose the governorship. It will begin operations of an integrated response office February 2nd. The office will handle issues related to daily life, such as those involving transportation, water, and sewage, as well as disaster response. The government is also preparing for around-the-clock medical services over the holidays by designating certain emergency medical centers to stay open. The province is also checking emergency preparedness at 14 locations, including the bus terminal, cinemas, shopping centers, and multi-use facilities.
