Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Halla Mountain has the largest Korean fir forest in the world, but many of them are dying. Authorities have planted 2,000 seedlings on the mountain to restore the population. Mike Balfour has the details. Report [slug] Halla Mountain’s Yeongsil Trail This is the (영실) Yeongsil Trail of Halla Mountain at an altitude of 1,630 meters. [slug] Korean fir forest being restored Near the trekking trail there is some busy activity. Workers adjust a specially designed pot to fit into a hole and then add tree supports. They are transplanting young trees grown from seed onto the mountain. The provincial government has teamed up with the Korea Forest Research Institute for the Korean Fir restoration work. INTERVIEW Kim Jae-hun / Korea Forest Research Institute We’ve grown seedlings in a seedbed and transplanted them on the mountain to create a healthy Korean fir forest once again. This is important because the forest will be naturally restored. < 김재훈 / 난대·아열대산림연구소 박사 > 한라산 구상나무 종자를 양묘한 묘목을 식재해 건강한 숲이 될 수 있도록 자연적인 복원을 하는 데 의미가 있습니다. 2,000 naturally-grown Korean Firs between the ages of three and five years were planted along the Yeongsil Trail in an area where many trees have withered and died. The transplant work is done with care to minimize environmental impact on the natural reserve and national park. Researchers plant seedlings at different altitudes to monitor their growth rate and adaptation to altitude. They will use the information collected to determine what percentage are likely to survive. They will then use that data to draw up a future restoration plan. That is about the size of 150 soccer fields. The tree is included among the Red List of Threatened Species put out by the International Union for the Conservation of Nature or IUCN.   • Expanded tourism marketing in Malaysia Local representatives including smaller cities in efforts The provincial government and the Jeju Tourism Organization are expanding marketing efforts in Malaysia. Locals representatives took part last weekend in an international tourism fair in Penang, Malaysia. They report that the visit bore fruit in a resulting successful sales call. They say this was an example of a new strategy to widen the scope of their marketing efforts to include smaller cities outside of the capital, Kuala Lumpur. About 66-thousand Malaysians visited Jeju last year.   • Jeju International ‘most efficient airport in Asia’ Top among 38 regional facilities An international organization says Jeju International is Asia’s most efficient airport. According to the Korea Airports Corporation, the Air Transport Research Society ranked the local facility number 1 in operational efficiency among the 38 airports in Asia. The ranking was made during a meeting last Wednesday. In the region, the passenger growth rate per airport was 6.5 percent, but Jeju International more than doubled that at 13.1 percent. That growth was the reason behind its high scores for efficiency and competitiveness. In other areas of the world, the ATRS ranked Sydney Airport top in the Pacific region, Hartsfield-Jackson Atlanta International Airport the best in North America, and Copenhagen Airport the top in Europe. 제주공항 운영효율성 아시아 '1위' 제주국제공항이 세계항공교통학회가 선정한 아시아 지역에서 가장 운영효율성이 높은 공항에 이름을 올렸습니다. 한국공항공사에 따르면 지난 5일 벨기에에서 열린 세계항공교통학회 총회에서 제주공항이 공항 운영 효율성 평가에서 아시아 38개 공항 가운데 1위를 차지했습니다. 제주공항은 아시아지역 평균 여객 증가율 6.5％에 두 배에 달하는 13.1％의 증가율로 운영 효율성과 원가경쟁력에서 높은 평가를 받았습니다. 이번 평가에서 태평양지역은 시드니공항, 북미지역은 하츠필드-잭슨 애틀랜타공항, 유럽지역은 코펜하겐공항이 각각 1위 수상자로 선정됐습니다.

The event at the International Convention Center is being hosted by the Ministry of Oceans and Fisheries and the provincial government. Cruise line representatives and others from the industry will be among the projected 2,000 attendees. They will discuss diversifying the cruise market, developing port terminals in Asia, facilitating the cruise network, and other topics.   • Land ministry approves JDC’s ‘Happy Housing’ plan Construction on public housing units to begin in December The land ministry has approved the Jeju Free International City Development Center’s plan to build additional public housing units. The JDC submitted a plan to build 402 so-called “Happy Housing” units in April. “Happy Housing” are affordable residential units for newlyweds, university students, young workers, the elderly, and industrial complex laborers in Jeju. Construction is slated to begin at the end of the year, with the first tenants scheduled to move in during the first half of 2019. The units are being built in the Jeju Science Park. JDC 행복주택 국토부 승인…12월 착공 제주국제자유도시개발센터의 행복주택 건설사업계획이 국토부로부터 승인을 받았습니다. JDC는 첨단 과학기술단지에 행복주택 402세대를 짓는 사업계획을 지난 4월 국토부에 신청했고 최근 최종 승인됐다고 밝혔습니다. 이에 따라 올해 말 착공에 들어가 오는 2019년 상반기 입주를 목표로 하고 있습니다. 제주첨단과학기술단지 행복주택은 신혼부부와 대학생, 사회초년생, 고령층, 도내 산업단지 근로자에게 저렴하게 공급됩니다.

  • Energy usage expected to grow compared to last year Projected to hit 892 MW this summer Analysts say the summer heat will push energy demand in Jeju higher than where it was last year. The Jeju office of the Korea Power Exchange projects this year’s maximum demand to hit 892 megawatts. That’s 6.3 percent higher than last year’s peak demand of 840 megawatts. The agency foresees no problems with supply, however, as it maintains a 13.9 percent buffer at all times. 올 여름철 최대전력수요 증가 전망 연일 폭염이 이어지는 가운데 올해 제주지역의 여름철 최대전력수요가 지난해보다 늘어날 것으로 전망됐습니다. 전력거래소 제주지사는 올해 여름철 최대전력수요가 892메가와트에 이르러 지난해 최대치인 840메가와트보다 6.3% 증가할 것으로 예상했습니다. 하지만 전력 예비율이 13.9%를 유지하고 있는 만큼 전력 공급은 안정적일 것으로 전력거래소는 내다봤습니다.

  • We heard earlier that the mandarin industry recently had a record year income-wise. Analysts say changes are needed to ensure there’s more good news from the sector. Mike Laidman reports. [slug] Mandarin Distribution Order introduced in 2003 The Mandarin Distribution Order was introduced in 2003 to control the volume of the fruit in the market. This was after the price of orchard-grown mandarins had fallen for four consecutive years. The market responded to the order at first, and mandarin prices climbed. ###### c.g in #### The average price of orchard-grown mandarins grew to 10,000 won in 2003 and reached 14,000 the next year. However, prices nosedived in 2007 and then again in 2009 due to overproduction, poor quality, and failure to control the volume being shipped. All this meant the Mandarin Distribution Order was no longer effective. ###### c.g out #### [slug] ‘Mandarin Distribution Order needs to be overhauled’ Critics say the order needs to be overhauled to achieve the desired result. [slug] Fruit market changes, but estimated demand still at 580K tons The fresh fruit market has changed rapidly, but the estimated demand for mandarin oranges has remained at 580,000 tons for 15 years. INTERVIEW Kim Bae-seong / Professor, Applied Economics Department, JNU Price trends need to be reviewed first, and then the island should estimate demand to determine optimum yield. <인터뷰:김배성 제주대 산업응용경제학과 교수> "가격 차원에 있어서의 추이에 대한 검토, 그 다음에 생산량에 대한 적정 수요량에 대한 검토가 필요하지 않나 싶습니다." Along with the new demand prediction, functional food products need to be developed to boost consumption of the fruit. The demand for simple extracted mandarin juice has remained at about 100,000 tons for years. Meanwhile, interest in health and weight products is rapidly growing. But consumers are unsatisfied with the short shelf life of the oranges. Research on storage technology is urgently needed. INTERVIEW Kim Bae-seong / Professor, Applied Economics Department, JNU Islanders never used to care about storage as mandarins were produced all year long.   • 2nd phase of development at Aewol Port finished Breakwater, berthing facilities complete Workers have finished the second phase of development at Aewol Port. The Ministry of Oceans and Fisheries says they have laid a foundation for facilities to supply LNG gas and to handle freight at the port. The port is now equipped with a 1,466-meter breakwater, and berths that can accommodate two 5,000-ton vessels concurrently, as well as other facilities. The goal of this second phase of development was the creation of an LNG supply base. That objective is in line with the nation’s ninth LNG natural gas supply plan, which was created in 2008. 정부, 애월항 2단계 개발사업 마무리 애월항 2단계 개발사업이 마무리됐습니다. 해양수산부는 애월항 2단계 개발사업을 마무리하고 제주지역 액화천연가스, 즉 LNG 공급과 연안 화물처리 기반을 구축했다고 밝혔습니다. 이에 따라 애월항은 2단계 개발사업을 통해 1466m 길이의 방파제와 5천톤급 선박 2척이 들어올 수 있는 접안시설, 선회장 등 수역 시설등을 추가로 마련하게 됐습니다. 한편, 애월항 2단계 개발사업은 지난 2008년 제9차 장기 천연가스 수급계획에 따라 제주에 LNG 인수기지를 마련하기 위해 추진됐습니다.

  • Core drilling at Muljangori Oreum Researchers want to learn more about formation, ancient climatic conditions Researchers have finished core drilling in the crater lake on Muljangori Oreum. The Korea Institute of Geoscience and Mineral Resources drilled a hole ten meters deep and five centimeters in diameter. The study was done at an elevation of 937 meters. Scientists will study the sedimentary layers in the core that was extracted. They will try to date the samples, determine what the climate was like at the time the oreum formed, and figure out how it formed. This study follows similar core drilling into Baengnokdam, the crater lake atop Hallasan Mountain. 물장오리 생성연대 파악…시추조사 산정호수인 물장오리 습지 생성연대와 기후를 밝히기 위한 시추조사가 시작됐습니다. 학술조사를 맡은 한국지질자원연구원은 모레(9일)까지 해발 937m 물장오리에서 지름 5cm, 깊이 10미터의 시추공을 뚫어서 퇴적층을 채취합니다. 연구원은 수거된 퇴적층을 분석해 연대와 당시 기후 등을 조사하고 습지나 오름 생성원인도 밝힐 계획입니다. 물장오리 시추조사는 지난해 한라산 백록담에 이어 이번이 두번째 입니다.
