Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Visitors will be able to tour Jeju Castle, Ohyeondan Altar, the old site of Kim Man-duk’s inn, and the Tamna Cultural Square.

  • 수학여행단 증가세…전년대비 5% 늘어 제주를 찾는 수학여행단이 늘고 있어 중국 관광객 급감으로 피해를 입고 있는 지역 업계에 도움을 줄 것으로 보입니다. 제주특별자치도에 따르면 지난 달 말 기준 제주안심수학여행서비스를 신청한 수학여행단은 830여개 학교에 14만 8천여 명으로 지난해에 비해 학교 수는 40개교, 학생 수는 8천 8백여 명, 5%가 증가했습니다. 안심수학여행서비스는 수학여행단이 이용할 숙박시설과 음식점, 관광버스, 체험시설에 대해 제주도가 사전 안전점검을 실시하는 것입니다. 2.   • '해녀' 국가무형문화재 제132호로 지정 해녀가 유네스코 인류무형문화유산에 이어 국가무형문화재로 지정됐습니다. 문화재청 무형문화재위원회는 최근 회의를 개최해 해녀를 국가무형문화재 제132호로 지정하기로 최종 의결했습니다. 특히 이번에 신규 지정된 해녀는 단순히 물질을 넘어서 기술과 지식, 의례 등의 문화를 통합하고 있습니다. 제주도는 유네스코 무형문화유산에 이어 국가무형문화재로 지정된 만큼 국가차원의 보존방안을 이끌어 내기 위한 중앙절충을 강화할 예정입니다 Haenyeo designated as national intangible cultural property Means recognition at both national and international levels Jeju’s women divers, the haenyeo, have received designation as a national intangible cultural property following their recognition by UNESCO. At a recent meeting, the Cultural Heritage Administration decided to designate the haenyeo as Cultural Property Number 132. This designation covers not only their skills in the water but also their combined culture of technique, knowledge, and ritual. Local officials will initiate plans at a national level to preserve the haenyeo culture now that they have received the proper recognition.

  • This week on Jeju: A to Z, Todd Thacker takes a brief look at a neighborhood street in Seogwipo which has become the focus of art and culture while celebrating a renowned artist who lived there briefly during the Korean War. [Report] In 1996, to honor one of Korea's greatest painters, the city of Seogwipo renamed an entire street after its short-term -- but very influential -- resident named Lee Joong-seop. [Slug CG] Seogwipo life and nature influenced Lee’s artistic style The artist settled here with his family for a year during the Korean War. Not unlike exiled Joseon scholar Chusa Kim Jeong-hui (추사 김정희) and photographer Kim Young-gap (김영갑), Lee was not a Jeju native. However, while here he did some of his most well-known work and developed his artistic style. Along the street is Lee’s home, which is now a protected landmark. In 2002, the Lee Joong-seop Museum opened, and features a range of examples of his work. [Slug CG] Street has become a center for culture and art But it was not just the renaming of the street which officials had in mind when they announced their plan some 20 years ago. It has since become the center of Seogwipo's culture and art. The summer is an especially active time, with many musical performances, art exhibitions, flea markets, and more. [Slug CG] Events held among trendy galleries, cafes, and restaurants On days when special events are scheduled, visitors can get a real sense of the vibrant enthusiasm that Lee and many other artists and performers cherish. There are also a number of galleries, cafes, restaurants, and craft shops that have sprung up in the neighborhood, giving it a trendy look and feel.   • ‘Model’ taxpayers reap benefits Free parking, audit exemptions among perks The local government is rewarding taxpayers who have added significantly to provincial coffers. 86 people who have paid over 10 million won in individual income tax or over 100 million won in corporate tax over the last three years have been added to the province’s honor list. They can use all paid public parking lots for free and they are exempted from tax audits for the next three years. Additionally, they have been given a one-time deferment in tax collection. The province added 117 “model taxpayers” to the list last year, 60 percent more than the 74 it had added in 2015. 지방세 성실납세자 혜택 '다양' 제주도가 지방세를 성실히 납부한 유공납세자들에게 다양한 인센티브를 지원합니다. 제주도는 개인은 1천만 원 이상 법인은 1억 원 이상 3년 간 지방세를 계속 납부한 유공납세자 86명을 선정하고 이들에게 도내 유료 공영주차장 무료 이용 혜택을 제공합니다 . 이와함께 3년 동안 지방세 세무조사와 한 차례에 한해 징수유예와 납세담보도 면제합니다. 지난해 유공납세자는 모두 117명으로 2015년 74명에 비해 60% 가까이 증가했습니다.

  • Province to change mandarin sales standards New rule based on sweetness, not size Authorities plan to allow sales of all outdoor-grown mandarin oranges with a sugar content of at least 10 degrees brix, regardless of size. The provincial office has given advance notice of an amendment that adds sugar content to the standards used to decide which fruit can be shipped to market. Currently, those standards are based solely on size. The province is accepting public opinion on the issue through May 17th. If enacted, the amendment would allow the sales of all fruit with high sugar content, but only if the degree of sugar content was labeled for consumers to see. The provincial council is likely to pass the amendment on May 24th. The the province plans to then proclaim the amendment June first. 감귤 상품 '당도 기준' 조례 개정 추진 노지감귤 당도가 10브릭스를 넘으면 크기에 관계없이 상품 감귤로 출하가 가능해질 전망입니다. 제주도는 크기를 기준으로 한 상품 기준과 함께 당도 기준을 새롭게 추가한 감귤생산 유통 조례 시행규칙 개정안을 입법예고하고 17일까지 의견을 수렴합니다. 개정안에는 당도가 10브릭스가 넘는 노지 감귤은 크기에 관계없이 상품으로 분류하고 상품 포장 박스에 당도 표시를 의무화 하는 내용들이 포함돼 있습니다. 제주도는 오는 24일 조례규칙심의를 통과하면 다음달 1일자로 개정안을 공표할 계획입니다.
