Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • It’s the breeding season for magpies, and they often build nests on utility poles. As Joseph Kim now reports, it can be a real problem because they sometimes cause power outages. Report [slug] Nohyeong-dong, Jeju City Branches and limbs are piled up on a power pole. If you look closely, there is an opening in the middle of the pile. It’s a magpie’s nest. Employees of the Jeju branch of the Korea Electric Power Corporation are dispatched to remove the nest immediately. One of them hits the nest with a long rod. There are baby birds in it. They then carefully extract the nest from the pole. The nests are removed to prevent power outages. Magpies use pieces of steel wire and vinyl coated wire as well as branches when they build their houses, which is the main contributing factor to power outages. [slug] Nearly 200 power outages over past 4 years More than 190 power outages have occurred over the past 4 years because of the small bird nests. Most of them were a short-term loss of power to a particular area, but some of the power outages led to short circuits and caused sparks or even fires. [slug] Nests removed every spring In the spring breeding season, magpies are often drawn to power poles to build their nests. It’s an exceedingly busy and difficult time for the work crews. Even after one nest is removed, authorities are never at ease as the birds build nests on other poles, in a game of hide and seek.   • Updated hiking hours on Hallasan New cutoff times in effect through August Now that May is upon us, the Hallasan National Park Office has updated climbing times on Halla Mountain. All of the changes are in effect through August. Hikers now have until 3 p.m. to being their treks on the Eorimok and Youngsil Trails. The limit had been 2 p.m. The cutoff times for the Seongpanak and Gwaneumsa Trails are 1 p.m. and for the Donnaeko Trail is 11 in the morning. Officials also delayed mandatory descent times by between 30 minutes and an hour. For example, the cutoff went from 4 to 5 p.m. at Witse Oreum. 다음달부터 한라산 탐방시간 연장 다음달(5월)부터 한라산 탐방시간이 연장됩니다. 제주도한라산국립공원관리소는 5월부터 8월까지 한라산 어리목과 영실 코스 입산 시간을 현재 오후 2시에서 3시로 연장한다고 밝혔습니다. 성판악과 관음사 코스는 낮 12시 30분에서 오후 1시로, 돈내코는 오전 10시 30분에서 11시 등으로 연장됩니다. 하산 시간도 윗세오름은 오후 4시에서 오후 5시로 늦춰지는 등 구간별로 30분에서 1시간 조정됩니다.

  • 500 flights daily this week Airport will be packed through May 7 Jeju International Airport will be handling about 500 flights daily this week. The Jeju branch of the Korea Airports Corporation says some 45-hundred flights, including 130 extra ones, were scheduled for the nine days up to and including May 7th. All told, the airport will handle some 90,000 travelers daily over the period.   • 515,000 eligible voters in Jeju 16,000 more than last year 514,264 - that’s how many people in Jeju are eligible to vote in the May 9th presidential election. It’s 157 fewer people compared to the list drawn up at the beginning of April, but 16,000 more than during last year’s National Assembly elections. There are about 373,000 registered voters in Jeju City and 142,000 in Seogwipo. The Jeju Election Commission will include details about the electorate in the election guidebook it sends to each island household. 대선 제주선거인수 51만 4천 264명 제19대 대통령선거 제주지역 선거인수가 51만 4천 264명으로 최종 확정됐습니다. 이같은 선거인수는 이달 초 선거인명부 작성 당시보다 157명 감소한 것이며 지난해 국회의원 선거에 비해 1만 6천여명 증가한 것입니다. 행정시별로 보면 제주시가 37만 2천 539명이며, 서귀포시는 14만 1천 725명입니다. 제주도선거관리위원회는 확정된 선거인명부에 따라 각 가정에 투표안내문과 선거공보를 발송하게 됩니다.

  • Foreigners own 1% of buildings in Jeju Most are accommodations In related news, local officials say non-Koreans own one percent of all building area on the island. According to the provincial government, as of March foreigners owned 33-hundred buildings, cover some 460,000 square meters of floorspace - 1.04 percent of the area taken up by all buildings on the island. Chinese own 2,300 buildings covering 340,000 square meters, Americans own 410 comprising 48,000 square meters, and Taiwanese own 120 with a combined floorspace of 28,000 square meters. 58 percent of the foreign-owned structures are accommodations, 15 percent are single family detached houses, 12.6 percent are commercial facilities, and 9.8 are apartments. 도내 외국인 소유 건축물 전체 1% 제주도내 건축물 가운데 외국인 소유는 1%인 것으로 조사됐습니다. 제주특별자치도에 따르면 지난달 현재 도내 외국인 소유 건축물은 3천 300여건에 46만 제곱미터로 제주도내 전체 건축물 면적의 1.04%를 차지하고 있습니다. 국적별로는 중국이 2천 300여건에 34만 제곱미터로 가장 많고, 다음이 미국으로 410건에 4만 8천 제곱미터, 대만 120건에 2만 8천 제곱미터 등입니다. 용도별로는 숙박시설이 전체의 58%를 차지하고 있고 단독주택 15%, 근린생활시설 12.6%, 공동주택 9.8% 순을 보였습니다

  • Chinese real estate investment slows ‘Only limited effect on local prices so far’ Chinese real estate investment in Jeju is slowing down. According to a report released by the Jeju branch of the Bank of Korea, Chinese owned 9.7 million square meters as of last month, and the total keeps shrinking. They owned 330,000 square meters of buildings, and that figure has fallen compared to 2015. The BOK says the slowdown is due to Beijing’s restrictions on overseas investments as well as the growing negative perception here in Jeju of Chinese investment. Analysts say that it is having only a limited effect on local real estate prices, but that it could become a greater risk if there is a sell-off of local property. 중국인 부동산 투자 둔화 중국인의 제주지역 부동산 투자가 둔화되는 것으로 나타났습니다. 한국은행 제주본부가 발표한 '제주지역 중국인 부동산 투자 둔화 요인과 평가'에 따르면 지난달 기준 중국인 보유 토지는 970만㎡로 지난달 이후 감소세를 보이고 있습니다. 중국인 소유 건축물 규모 역시 33만㎡로 2015년 이후 증가폭이 축소되고 있습니다. 한국은행은 중국 정부의 해외투자 억제와 중국 자본의 유입에 대한 부정적인 인식 확산으로 투자가 둔화된 것으로 분석했습니다. 또 중국인 부동산 투자수요 축소가 제주 부동산 가격변동에 미치는 영향은 제한적이지만 중국인의 부동산 매각이 가속화 될 경우 위험 요인이 될 수 있다고 평가했습니다.

  • Less land being developed for residential use More being used for commercial Contractors are developing more land for commercial use, but less for residential buildings. The province in March issued permits for about 1,100 buildings on 340,000 square meters of land. Compared to March 2016, that’s 1.6 percent less area. The total includes 740 permits for residential structures on 170,000 square meters ? 27 percent less than last year. Townhouse permits led the decline with a drop of 57 percent. In contrast, it issued 250 permits for commercial development on 120,000 square meters of land ? a spike of 71 percent. Provincial sources project the downward trend in residential construction will continue because of tighter loan restrictions and the increasing number of new units that remain unsold. 주거용 건축허가 줄고 상업용은 증가 주거용 건축허가는 줄어든 반면 상업용은 증가하고 있습니다. 제주특별자치도에 따르면 지난달 건축허가는 1천 100여동에 34만 제곱미터로 지난해 같은기간에 비해 면적 기준으로 1.6% 감소했습니다. 이 가운데 주거용 건축물이 740동에 17만 제곱미터로 지난해 같은기간에 비해 27% 줄었고 특히 연립주택의 경우 57% 감소한 것으로 조사됐습니다. 반면 상업용은 250동에 12만 제곱미터로 71% 증가해 대조를 보였습니다. 제주도는 대출심사 강화와 미분양 주택 증가 등으로 당분간 주거용 건축허가의 감소세는 이어질 것으로 예상했습니다.
