10 years of semi-autonomy evaluated
‘Power still not decentralized’


An organization released on Friday an evaluation of Jeju’s first ten years as a so-called “special self-governing province.”


The Korean Association for Local Government Studies found that of the 4,500 instances in which power was transferred from Seoul to Jeju over the last decade, most of the time it was given to either the governor or the provincial government. The association argued that was a failure of the initial goal to decentralize power, saying what has happened is just the creation of yet another form of centralized power.


The association maintains that decentralization is crucial and, to that end, it suggested expanding the decision-making rights of the province, guaranteeing a four-year term for the island’s administrative mayors, putting the board of audit and commission under the auspices of the provincial council, and expanding the autonomy of the council.

제주특별자치도 출범 10주년 평가와 제도개선 과제 발굴 용역을 위한 최종보고회가 오늘 오후 제주도의회 회의실에서 열렸습니다.


용역을 맡은 한국지방자치학회는 지난 10년동안 제주도로 이관된 4천 500여건의 권한이 도지사와 제주도에만 집중돼 있어 실질적인 분권이 아니라 또 다른 집권화라는 이율배반적인 현상을 불렀다고 지적했습니다.


따라서 실질적인 지방분권이 이뤄져야 한다며 제주도 실국에 대한 전결권의 확대와 행정시장의 4년 임기 보장, 감사위원회의 도의회 소속 이관, 도의회의 자치권 확대를 제안했습니다.
