Jeju City delays decision on underground shopping district
Analysts say Gwangyang development would wreak havoc with traffic

The Jeju City administration has postponed a decision on whether to build an underground parking lot and shopping district around the Gwangyang Intersection.

Officials say the project itself is economically feasible. The Korea Planning Association determined that the cost-to-benefit ratio of the development would be 1.03.

Analysts predict, however, that it would make traffic considerably worse. They say cars would wait for an average two-and-a-half minutes longer at the Gwangyang Intersection, and that it would take a full six minutes longer to pass through the whole area.

Local officials also cite opposition from area residents and merchants as well as the massive changes to mass transit that would be needed as reasons for their delay on a final decision.

제주시 광양로 일대에 지하상가와 대규모 지하주차장을 조성하는 사업에 대해 제주시가 유보 결정을 내렸습니다.

제주시가 대한국토도시계획학회에 의뢰한 타당성 조사결과 비용 대비 편익이 1.03으로 개발사업 자체만으로는 경제적 타당성이 있는 것으로 분석됐다고 밝혔습니다.

다만 교통영향 분석 결과 광양교차로에서 차량 운행시간이 대당 2.5분 지연되고
평균 통행시간도 6분 정도 늘어나며 심각한 정체현상이 일어날 것으로 예측됐습니다.

제주시는 또한 주민과 상인 설문조사 결과 부정적 의견이 높고 대중교통 전면 개편이 추진되는 점 등을 감안해 장기적으로 추진 여부를 재검토하는 게 바람직하다며 유보 이유를 설명했습니다.
