Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Consumer confidence at lowest since 2011 Consumer sentiment index falls to 95.2 this month Well, the economy may have grown last year, but consumers have a pessimistic view of where it’s now headed. The Jeju branch of the Bank of Korea says the consumer sentiment index, a measure of consumer confidence, fell 3.5 points between November and December to 95.2. That’s the lowest it's been since March 2011. A score below 100 means consumers have a pessimistic view of the economic situation. Another index that gauges people’s outlook on their living conditions six months in the future fell four points to a score of 92. To round out the negative news, a final index that forecasts household income also fell three points. 소비자심리 위축…2011년 이후 최저 제주지역 소비자심리가 위축된 가운데 앞으로 경기에 대해서도 부정적인 것으로 나타났습니다. 한국은행 제주본부에 따르면 이달 제주지역 소비자심리지수는 지난달보다 3.5p 하락한 95.2로 2011년 3월 이후 가장 낮았습니다. 6개월 후 상황을 예측하는 생활형편전망지수는 92로 전달보다 4p 떨어졌고, 가계수입전망도 3p 하락했습니다. 소비자심리지수가 100보다 작으면 경제상황에 대한 소비자들의 심리가 비관적인 것을 의미합니다.

  • Jeju economy grew 4.5% in 2015 Highest growth rate in country Jeju had the highest economic growth rate in the country last year. Statistics Korea says the island’s gross regional domestic product, which is an indicator of economic growth, hit 13.9 trillion won in 2015. That’s 4.5 percent higher than the figure from the year before. That economic growth rate easily outpaced the national average of just 2.8 percent. The construction sector led the economic expansion. It grew by 20 percent, while the agriculture, forestry and fisheries sector as well as the service sector contracted last year. The overall economic growth did not necessarily benefit workers.   • Jeju City delays decision on underground shopping district Analysts say Gwangyang development would wreak havoc with traffic The Jeju City administration has postponed a decision on whether to build an underground parking lot and shopping district around the Gwangyang Intersection. Officials say the project itself is economically feasible. The Korea Planning Association determined that the cost-to-benefit ratio of the development would be 1.03. Analysts predict, however, that it would make traffic considerably worse. They say cars would wait for an average two-and-a-half minutes longer at the Gwangyang Intersection, and that it would take a full six minutes longer to pass through the whole area.   • This week on Jeju: A to Z, Todd Thacker takes a brief look at Korea’s largest resort-style convention center. Located in the Jungmun Tourist Complex, the International Convention Center Jeju is a venue for many of the island’s largest domestic and international conferences. [Report] One of the most interesting architectural landmarks on Jeju’s south coast is hard to miss. This seven-story oval-shaped international convention center is designed with a Jeju aesthetic and is a major area landmark built mainly of glass and steel. [Slug CG] Jungmun Tourist Complex, Seogwipo The ICC Jeju is about 45-minutes from Jeju International Airport. It opened in 2003 and is the site of dozens of large- and small-scale conferences, both domestic and international. The site boasts magnificent views of the South Sea and to the north, Hallasan Mountain. Inside is 54,000 square-meters of space with six large-scale halls, banquet rooms and ballrooms, a huge lobby, and a dozen smaller meeting rooms. [Slug CG] Site of the 2012 World Conservation Congress The building’s centerpiece, though, is the 4,300-seat Tamna Hall, which was used prominently during the 2012 World Conservation Congress, a 10-day event which had 10,000 attendees. Organizations who wish to hold their event at ICC Jeju can also have access to a number of support services and facilities, including a business center, island tours, catering, and more. If you’re just passing through and want to see the building for yourself, it is open to the public, and there are a number of restaurants, a convenience store, and a duty-free shop. Behind the center is a pleasant seaside park and Jeju Olle walking trail No. 8.   • JDC supports purchase of farming machinery \2.2b given to 34 villages The Jeju Free International City Development Center has given a total of 2.2 billion won to 34 island villages to help them purchase farming machinery. JDC officials released a certificate Thursday detailing the contributions at a center conference room. Some of the funding will go to nine villages where the JDC is promoting various projects. The other 25 community beneficiaries will be selected through an application process. This is in addition to the tailored diving suits the JDC gave to 2,400 haenyeo earlier this year. JDC, 34개 마을 농기계 구매비용 지원 제주국제자유도시개발센터가 도내 34개 마을에 농기계 구매비용 22억원을 지원했습니다.   • Bottle deposits more than doubling Beginning January 1, empty bottles worth \100-130 Beginning in January, you’ll be able to collect more for turning in your empty bottles. Any bottles produced and released next year are subject to the change. The deposit for all beverage bottles with a volume of up to 400 milliliters will go from 40 to 100 won. For larger beer bottles, up to 1,000 milliliters, the deposit is going from 50 to 130 won.   • Water and sewer rates going up in May Water: 4.3 %, sewer: 27% You will soon start paying higher water and sewer bills. The provincial water and sewer department has announced plans to amend some ordinances. Beginning in May next year, water bills will be going up an average of 4.3 percent and sewer service will be on average 27 percent more expensive. Specifically, water is going from 803 won to 837 won per ton, while the sewer fee is going from 415 to 527 won per ton. Officials say doing this will boost the ratio to supply the services directly paid by residents to 90 percent for water and to 22.3 percent for sewer service. 상수도 4.3%, 하수도 27% 요금 인상 추진 내년 5월부터 상하수도 요금이 인상될 전망입니다. 제주도상하수도본부는 내년 5월부터 상수도요금은 평균 4.3%, 하수도요금은 평균 27%를 인상하는 내용의 조례개정안을 입법예고했습니다. 인상률을 적용하면 상수도 요금의 경우 업종 평균으로 톤당 803원에서 837원으로 오르고, 하수도 요금은 톤당 415원에서 527원으로 인상됩니다. 상하수도본부는 요금 인상을 통해 상수도 요금현실화율을 90%까지, 하수도는 22.3%까지 끌어 올린다는 계획입니다.
