Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Survey on hosting of World Festival for Island Cultures Jeju hosted event in 1998, 2001 Provincial authorities are trying to decide whether Jeju should host another World Festival for Island Cultures. A polling firm is surveying 1,000 local men and women aged 19 and above to gauge public opinion on the matter. They are being asked 15 questions, including their opinion on the necessity of holding the event as well as their thoughts on the two previous versions of the festival held here in 1998 and 2001. The provincial government will announce the results of the survey in mid-January. 道, 세계섬문화축제 개최여부 설문조사 제주특별자치도가 세계섬문화축제 개최 여부에 따른 도민 설문조사를 실시합니다. 이번 설문조사는 모레(31일)까지 전문기관에 의뢰해 만 19살 이상 성인 남녀 1천명을 대상으로 이뤄집니다. 문항은 세계섬문화축제 개최의 필요성과 지난 98년과 2001년에 열렸던 세계섬문화축제를 평가하는 15개로 구성됐습니다. 제주도는 이번 설문조사결과를 다음달 중순에 발표할 예정입니다.

  • Tokkiseom Island named marine sanctuary Maritime affairs ministry now working on conservation plans In order to protect the marine ecosystem, national authorities have designated Tokkiseom Island and its surrounding waters a marine sanctuary. The designation encompasses 593,000 square meters of seas in Gujwa-eup, Jeju City. The Ministry of Maritime Affairs and Fisheries will now draw up a management plan designed to conserve the habitats of marine life in the area. It will also install facilities to reduce pollution and collect marine debris as well as enact other measures to protect the local ecosystem. Tokkiseom Island has some highly-valued types of marine life, and that’s why the ministry designated the sanctuary. It is the only place in Korea that is home to (CRY-nem) crinum lilies. A protected variety of eelgrass also grows in the surrounding waters. 토끼섬 해역 '해양보호구역' 지정 제주시 구좌읍 토끼섬 주변 해역이 해양보호구역으로 지정됐습니다. 해양수산부는 해양생태계를 보전하기 위해 토끼섬 주변해역 59만 3천 제곱미터를 해양보호구역으로 지정했다고 밝혔습니다. 해양보호구역 지정에 따라 해수부는 해양생물종 서식처 보전을 위한 관리계획을 수립하고 오염저감 시설 설치, 해양쓰레기 수거 등 해양생태계 보호 사업을 시행할 계획입니다. 토끼섬은 우리나라 유일한 문주란 자생지로 인근 바다 속에는 보호생물로 지정된 천연잘피 거머리말이 서식하고 있어 보전 가치가 높은 곳으로 평가받고 있습니다.

  • Local economy forecast to grow about 4.5% in 2017 Slightly off compared to 2016, but still far ahead of national economy Analysts are projecting that Jeju’s economy will grow by about 4 and a half percent in 2017. The Jeju branch of Bank of Korea’s projection is exactly 4.5 percent, lower than this year’s 5.1 percent. The BOK says the manufacturing and construction sectors will be strong in 2017. It forecast slowdowns in the number of firms relocating to the island and in the tourism industry, though, and that’s what pushed the overall projection down compared to 2016. The Jeju Development Institute is a little more pessimistic. It forecasts growth of 4.3 percent in 2017, due to sluggish consumption. Its analysts say the real economy will likely contract, and that, except for the cruise industry, the growth in domestic and foreign tourist arrivals will continue, but at a slower pace.   • ‘Jeju City mayor deserves official warning’ Audit commission says city failed to follow procedures with recent concert In line with a series of reports we did here at KCTV, inspectors have now determined that Jeju City did not follow proper procedures in holding a recent concert. The concert was part of a proclamation ceremony for the city’s waste reduction campaign. The Provincial Commission of Audit and Inspection concluded that, among other things, the city failed to get permission from the provincial council for the event, and that it failed to subject the concert’s production to proper examination. The commission demanded that the provincial government issue an official warning to Jeju City Mayor (고경실) Go Gyeong-sil. Inspectors also say the city paid the company involved in the concert 650 million won without receiving a detailed statement of the services offered, and that it didn’t even properly record the transaction after the event.   • With the end of the year nearing, a local volunteer center organized a kimchi-making event to help those in need. As Joseph Kim now reports, this was an especially big help this year, because ingredients for the traditional dish recently got significantly more expensive. Report [slug] Jeju City Volunteer Center Volunteers rolled up their sleeves, preparing to make kimchi for the winter. Some 200 volunteers, soldiers and office workers participated in the event. They rubbed the marinade consisting of garlic, sliced radish, red pepper powder, green onions, and a few other ingredients between each leaf of salted cabbage. The completed side dish is then placed neatly into containers. The containers are ready for delivery to families in need. The kimchi will make a great side dish during the winter.   • Trash bag prices going up 40% January 1 20-liter bags to cost \700 Beginning next week, you will pay 40 percent more for trash bags. Jeju City officials say that the price increase is in line with amended ordinances. 20-liter trash bags will go from 500 to 700 won, and bags for non-combustible waste will cost 1,800 won. Both kinds of 40-liter bags will sell for 3,600 won. City officials plan to collect all of the trash bags that are currently in use from retailers. If they find any stores selling the old bags at the new prices, they will stop supplying them to the offending businesses. 내년부터 쓰레기 종량제 봉투 가격 40% 인상 내년부터 쓰레기 종량제 봉투 가격이 40% 인상됩니다. 제주시는 개정된 폐기물 관련 조례에 따라 다음달 1일부터 종량제 봉투 가격을 40% 인상해 판매한다고 밝혔습니다. 이에따라 20ℓ들이 종량제 봉투는 종전 500원에서 700원에, 불연성 봉투는 20ℓ에 1천800원, 40ℓ는 3천600원 두 종류로 판매합니다. 제주시는 기존 종량제봉투를 회수하는 한편 기존 종량제봉투를 인상된 가격으로 판매하다 적발되는 지정판매소에 대해서는 공급을 중단할 계획입니다.

  • Many more international flights at Jeju airport Most growth on Chinese routes The Jeju airport is handling a lot more international flights. The Korea Airports Corporation says the facility had handled this year nearly 18,000 international flights, either coming or going, through the end of last month. That’s 37.3 percent more than during the corresponding period of last year. 87.6 percent of them, or around 15,600, were flights either to or from China. There were 4,400 more on those routes this year compared to last. Over the same period, there were also about 200 more flights connecting with Japanese cities. 중국노선 중심 국제선 운항 '증가' 제주공항 국제선 운항이 크게 증가했습니다. 한국공항공사에 따르면 올들어 지난달까지 제주를 오간 국제선 여객기는 1만 7천790여 건으로 지난해보다 37.3% 증가했습니다. 이 가운데 중국 노선은 지난해 보다 4천400여 편 증가한 1만5천593건으로 전체 국제여객선의 87.6%를 차지하고 있습니다. 같은 기간 일본노선은 200여 편 증가했습니다.
