‘Revise Jeju Special Law to adjust number of council seats’
Population changes mean some districts need more representation

Local officials want to adjust the number of provincial council seats through a revision to the Jeju Special Law.

The provincial council’s Electoral District Demarcation Committee on Thursday set December 31st, 2016 as the date on which the population of the island will be used to make the changes.

Accordingly, electoral district 6, which includes (삼도) Samdo 1- and 2-dong and (오라) Ora-dong will get a new representative at the council, as will district 9, which encompasses (삼양) Samyang, (봉개) Bongae, and (아라) Ara-dong. The population in those districts exceeds the standards set by the Constitutional Court for the number of representatives they currently have.

The next decision will be how that affects the council as a whole. Lawmakers can decide to boost the total number of seats at the council from the current 41 to 43. They can also decrease the number of proportional representatives there or limit in some way the authority of what are known as the provincial education council members. Officials are gauging public opinion, as well as the stances of area political parties, through the end of this month on that question.

The committee plans to finalize a plan for the changes by May at the latest.

"특별법 개정 통해 의원 정수 조정 추진"

제주특별법 개정을 통해 현재 제주도의회 의원 정수를 조정하는 방안이 추진됩니다.

제주도의회의원 선거구획정위원회는 오늘 제2차 회의를 열고 선거구획정의 기초가 되는 인구수의 기준일을 지난해 12월 31일로 정했습니다.

이에 따라 삼도1.2.오라동의 6선거구와 삼양.봉개.아라동의 9 선거구의 경우 헌법재판소에서 정하는 기준을 초과하는 만큼 특별법 개정을 통해 의원 정수를 조정하기로 의견을 모았습니다.

이를 위해 현재 도의원 정수를 41명에서 43명으로 늘리거나 비례대표를 축소하는 안, 교육의원의 유지나 폐지, 축소하는 안으로 압축하고
이달말부터 이에 대한 여론조사와 각 정당의 의견을 수렴하기로 했습니다.

선거구획정위원회는 늦어도 5월까지 선거구획정안을 마련한다는 계획입니다.
