22 arrested for illegal misuse of construction licenses
Police say construction companies paid engineers for use of licenses

Jeju Provincial Police have arrested 22 people for the criminal misuse of construction licenses.

Officers are now investigating the heads of five construction agencies and 17 licensed engineers.

According to police, the company owners paid the 17 engineers for the use of their licenses to make it look they were employed, when in fact they weren’t.

The engineers received up to 35 million won a year for their part in the scheme.

The suspects include a 46-year-old surnamed Kim who is accused of embezzlement. Investigators say he stole about 50 million won of company funds over a three-year period beginning in 2013 by drawing up fraudulent records of employee wages.

제주지방경찰청은 불법으로 건설관련 자격증을 빌려 건설업체를 차리고 운영해 온 업체 대표 5명과 이들에게 돈을 받고 자격증을 빌려준 기술자 17명 등 모두 22명을 붙잡아 조사하고 있습니다.

경찰에 따르면 적발된 건설업체 대표들은 기술자 고용없이 자격증만 빌리는 방법으로 건설회사를 차려 관련 사업을 진행해 온 것으로 드러났습니다.

이 과정에서 기술자들은 1년에 많게는 350만 원씩을 대가로 받아 챙긴 것으로 나타났습니다.

특히 도내 모 건설업체 대표 46살 김 모씨는 실제 자격증 보유자를 고용한 것처럼 월급을 빼돌려 지난 2013년부터 3년동안 회사 자금 5천여 만 원을 횡령한 혐의도 받고 있습니다.
