Seoul finalizes 6th revision of Jeju Special Law
Many ‘essential’ changes not included

The national government has finalized the sixth revision of the Jeju Special Law, but without many of the local government’s proposals.

Seoul convened a meeting Friday morning of the Jeju Support Committee, which is chaired by Prime minister (이낙연) Lee Nak-yeon. Attendees made a final decision on the revision to the law that gives Jeju its semi-autonomy.

The revision contains 42 changes. They include the establishment of an Administrative City Committee, new penalty provisions for investment promotion zones, landscape management exceptions, and enhanced citrus distribution.

Seoul is giving advance notice of the changes through September.

Some of the provincial government’s major proposals that did not make it into the revision include special mayoral appointments, a requirement that duty-free shops pay into the tourism fund, and casino authorization exceptions.

정부의 제주특별법 6단계 제도개선 과제가 확정된 가운데 제주에서 추진했던 핵심현안들 상당수는 제외됐습니다.

정부는 오늘 오전 이낙연 국무총리 주재로 제주특벼자치도 지원위원회를 개최해 제주특별법 6단계 제도개선 과제를 심의확정했습니다.

이번에 새롭게 반영된 제도개선은 모두 42건으로 행정시 위원회 설치 특례와 투자진흥지구의 효율적 관리를 위한 과태료 규정 신설,
경관 관리 특례, 감귤유통질서 강화 근거 마련 등입니다.

이에 따라 정부는 오는 9월까지 제주특별법 개정안을 입법예고할 예정입니다.

하지만 행정시장 임명 특례와 면세점의 관광기금 부과, 카지노 허가 특례 등 제주에서 추진했던 핵심현안들은 이번 제도개선과제에서 제외됐습니다.
