Province won’t seek to change number of provincial council seats
Fierce opposition to plan expected

With local elections scheduled for next year, the provincial government has decided not to seek a change to the number of provincial council seats.

Provincial officials say an amendment to the Jeju Special Law would be required to make that change, and there’s not enough time to complete all the procedures. They would need to receive consent from the provincial council, consult with the national government, give advance notice of any changes, subject the plan to a thorough screening procedure, receive permission from the president and his cabinet, and then submit the proposed change to the National Assembly. They therefore decided to adjust electoral districts only to the extent permitted under current law.

The number of districts will remain unchanged at 29. Two districts will be divided - district 6, which includes Samdo-dong and Ora-dong, and district 9, which is Samyang, Bonggae and Ara-dong.

Analysts expect a lot of opposition to this plan.

내년 지방선거에 따른 제주도의원 정수 조정은 특별법 개정 없이 현재 29개 선출직 지역구를 재조정하는 방안으로 추진됩니다.

제주특별자치도는 특별법을 개정할 경우 도의회 동의와 정부 협의, 입법예고, 규제심사, 국무회의, 대통령 재가 후 국회에 제출하는 등 관련 절차가 많아 시일이 충분하지 않다고 보고 현행 법률 내에서 선거구를 재조정하기로 했습니다.

이에 따라 선거구획정위원회를 통해 삼도동과 오라동의 제6선거구와 삼양.봉개.아라동의 제9선거구의 분구를 비롯해 의원정수 조정없이 29개 선출직 지역구를 재조정하게 됩니다.

하지만 이 과정에서 논란과 반발도 적지 않을 것으로 보여 앞으로 선거구획정작업이
어떻게 정리될 지 관심을 모으고 있습니다.
