President Moon Jae-in appointed a professor from Jeju National University as chairman of the Presidential Committee on Regional Development. Song Jae-ho recently came in to KCTV to talk about the committee’s vision. Mike Laidman reports.

Song Jae-ho sits down for talk at KCTV
The new Chief of the Presidential Committee on Regional Development, Song Jae-ho, was recently at a KCTV-organized talk on regional and balanced development.
Mr. Song is the first person from Jeju to be named to the ministerial level in the Moon Jae-in administration.
He will serve as chief of the committee for two years, ending August 15th, 2019.
He summarized the committee’s ambitions succinctly - to build a people-centric nation.

Economic boosts and income growth are important, but my committee will focus more on people, safety, and welfare. That’s the president’s order.

In Jeju-related agendas, the presidential committee is working to perfect the autonomy of the province and find a complete resolution to the April 3rd Incident among other regional issues across the nation.

‘Time to review Jeju’s autonomy’
Song stresses that it’s time to review the island’s autonomic system, including the local administrative district system and constituency system, from the very beginning.

A draft for decentralization will be made at the National Assembly this coming December for the planned constitutional revision in June 2018. Jeju should submit suggestions for the December draft. Then my committee can consider and support the island’s suggestions.

분권 개헌이 내년 6월이니까 국회 초안이 올 12월에 나옵니다. 우리도 그 초안을 12월에 만들어내야 하는데 지역이 초안을 먼저 만들어주고 우리가 지원하는 형태로 가야 된다.
The complete resolution of the April Third Incident issues is within a category of problems rooted in the past, along with (광주) Gwangju’s May 18 Democracy Movement.
Song promises to compensate government victims and their relatives, settle the history of the incident, and promote social integration.

Gwangju represents democracy and Jeju represents human rights. Seoul wants to let the world know about the April 3rd Incident so that we can all more highly value human rights.

Based on resident consent, the province should shape its future by selecting industries to create a true “free international city.” This is what is needed for Jeju’s semi-autonomy. Regrettably, the province has stopped moving forward.
