Proposal to clarify ban on destruction of April 3rd Incident records
National Archives of Korea considering new legal amendment

A proposed legal amendment would further clarify prohibitions on the destruction of records related to the April Third Incident.

The National Archives of Korea says it is considering the revision as part of efforts to uncover the truth about major episodes in modern Korean history, like the April Third Incident and the May 18th Democratic Uprising in the mainland city of Gwangju.

Current law already contains provisions to prohibit the destruction of such records, but the proposed revision clarifies the cases that are subject to it and the extent to which preservation is required.

Archives representatives say they want to avoid what they call “unnecessary controversy” so the proposed amendment does not specify the exact type of records that must be preserved.

국가기록원은 4.3이나 5.18등 국가 중대 사건의 진상 규명을 위해 이 같은 내용을 골자로 하는 법률 개정안을 검토중이라고 밝혔습니다.

국가기록원은 현행 법령으로도 중대사건의 기록물 폐기금지가 가능하지만 법률 개정을 통해 기록물의 폐기를 금지하는 경우와 범위 등을 명확히 할 계획입니다.

단 불필요한 논란을 피하기 우해 개정안에 폐기 대상을 구체적으로 적시하지 않기로 했습니다.
