‘Public opinion must be considered for large developments’
National Assembly passes revision to Jeju Special Law

From now on, authorities will have to take public opinion into account when deciding whether to move forward on major development projects.

Minjoo Party lawmaker Kang Chang-il says the National Assembly on Thursday passed a revision to the Jeju Special Law to that effect.

The provincial government will be required to alert residents when it has accepted project applications. It will also have to hold a briefing session on the proposed development within three months.

If officials conclude that any of the concerns or ideas from the public have sufficient merit, the province will be required to take them into account as part of the project approval process.

개발사업 승인 전 주민 의견수렴 '의무'

앞으로 개발사업을 추진하는 과정에서 주민들의 의견을 듣는 절차가 의무화됩니다.

더불어민주당 강창일 국회의원은 이 같은 내용을 골자로 한 제주특별법 개정안이
오늘(28일) 국회 본회의를 통과했다고 밝혔습니다.

주요 내용을 보면, 개발사업에 따른 시행승인 신청이 접수될 경우 제주도는 해당 내용을 20일 동안 공고하고 이어 3개월 이내에 주민설명회를 열어 의견을 수렴하도록 했습니다.

이 과정에서 제기된 주민의견이 타당하다고 인정될 경우 개발사업에 의무적으로 반영하도록 규정했습니다.
