Governor wants to revise Vehicle Management Act

The provincial government wants to revise the Vehicle Management Act in order to cap the number of rental cars in Jeju.

The governor said Friday at the provincial council that his administration had tried to limit the number of rental cars through an amendment to the Jeju Special Law. That effort failed, so he said he would pursue the objective through a change to the Vehicle Management Act.

Local officials began trying to limit the number of rental cars on the island in 2008 as part of the third revision of the Jeju Special Law. Each time they have failed to enact the measure based on perceived unfairness with other regions and other issues.

"자동차관리법 개정해 렌터카 총량제 도입"

제주도가 '렌터카 총량제'를 도입하기 위해 자동차관리법 개정을 추진합니다.

원희룡 제주특별자치도지사는 오늘(17일) 도정질문에서 제주특별법이 아닌 자동차관리법을 개정하는 방식으로 렌터카 총량제에 접근하고 있다고 말했습니다.

이는 제주특별법 6단계 제도개선 과제에 렌터카 총량제가 수용되지 않은 데 따른 것으로 원 지사는 대신 자동차관리법을 개정해 차량 운행을 제한할 수 있는 권한을 확보하겠다고 설명했습니다.

렌터카 총량제는 지난 2008년 제주특별법 3단계 제도개선 때부터 도입이 시도됐지만 다른지역과의 형평성 등을 문제로 번번이 무산됐습니다.
