Hog farmers, associations unite to oppose plan

The provincial government created an uproar when it delayed the designation of stench management areas.

After briefings on the issue and hearing what the public thought about it, the province had planned to make 96 hog farms subject to stricter foul odor rules on Monday.

Farmers and related organizations submitted over 470 critiques of the proposal, and that led the local government to delay implementation.

The Jeju Handon Association, the Jeju Hog Raising Federation, and other groups representing farmers argued for the postponement.

Farms designated as stench management areas will be required to draw up plans and install equipment to prevent bad odors. They will also be subject to stricter odor standards.

양돈장 악취관리지역 지정이 미뤄지면서 논란이 일고 있습니다.

제주특별자치도는 당초 지역별 설명회를 개최하고 추가 의견 수렴을 거쳐 오늘(29일)자로 양돈장 96곳을 악취관리지역으로 지정 고시할 예정이었습니다.

하지만 농가와 관련 단체로부터 470여건의 의견서가 접수됐다며 면밀한 검토와
반영여부를 확정한 후 차후에 지정고시하겠다며 당초 일정을 미뤘습니다.

이번에 의견서를 제출한 단체는 대한한돈협회 제주도협의회와 제주양돈산업발전협의회, 제주양돈농협, 전국한우협회 제주도지회 등으로
대부분 양돈농가의 의견을 반영해 지정고시를 유예해 달라는 내용을 담고 있는 것으로 알려지고 있습니다.

악취관리지역으로 지정되면 악취방지계획 수립과 이에 따른 시설 설치가 의무화되며 한층 강화된 배출허용기준을 적용받게 됩니다.
