The Jeju Western Police Department has sent four individuals, including the director of a local nursing home and a social worker, to the prosecution for violating the Elderly Welfare Act who are accused of using physical restraints on an elderly without a prescription.

According to the police, in February, these individuals allegedly used physical restraints on a 60-year-old resident, identified as Mr. A, without a doctor's prescription or guardian's consent while he was lying in bed.

Mr. A was found in a state of cardiac arrest approximately two hours later and subsequently passed away.


An investigation by the Elder Protection Agency revealed that Mr. A had been left unattended for two hours while restrained, and there were no emergency alert systems such as alarm bells in place at the time.

제주서부경찰서는
입소한 노인을 상대로
의사 처방 없이 신체 억제대를 사용한
도내 한 요양원 대표와
사회복지사 등 4명을
노인복지법 위반 혐의로 검찰에 송치했습니다.

경찰에 따르면 이들은
지난 2월 의사의 처방이나 보호자 동의 없이
침대에 누워있는 60대 A씨에게
신체 억제대를 사용한 혐의를 받고 있으며

A씨는 2시간 정도 뒤
심정지 상태로 발견돼 결국 숨졌습니다.

노인보호전문기관 조사결과
A씨는 팔다리가 묶인 상태로 2시간 동안 관리를 받지 못했고
당시 긴급 상황을 알리는
비상벨 등의 장치도 없었던 것으로 전해졌습니다.
