National Jeju Trauma Healing Center Launches


The Jeju 4.3 Trauma Center, which has undergone a significant upgrade and is officially designated the National Jeju Trauma Healing Center, is now in operation.


The trauma center specializes in treating victims of state violence, such as the civilian victims of the Jeju April 3rd Incident and the Korean War.


The healing center is equipped with counseling rooms and physical therapy rooms for various programs that help victims overcome mental and physical challenges and reclaim their daily lives.


Over the past four years, the Jeju 4.3 Trauma Center has provided 68,000 healing services to over 1,500 victims, including 64 surviving victims of the Jeju April 3rd Incident.

We have only secured 50% of the operating budget. Despite our efforts, the Ministry of Economy and Finance made various excuses. It's the economic departments that are responsible for this situation.

Although the center has been upgraded to a national level and is now operated by the government, challenges remain.

There are concerns about whether the center can fulfill its role due to inadequate national funding.


The Ministry of Economy and Finance, citing laws that allow local governments to also subsidize operating costs, has shifted about half the financial burden to the province.

I believe the state should take responsibility. Fortunately, the Ministry of Interior and Safety shares our position, and I recently discussed this issue with the Deputy Prime Minister of Economy. However, I think the support of the National Assembly is needed.

The center plans to conduct visiting healing services and identify and support unregistered potential victims, but securing the necessary budget is key.

Many surviving victims are elderly and cannot visit the trauma center for healing due to their advanced age.

A bill to amend the Trauma Center Act to ensure full national funding of operating costs is currently pending.

However, if the bill does not pass quickly, the trauma center may encounter operational difficulties.


Despite the establishment of a healing center dedicated to helping the victims of state violence and facilitating their recovery within the community, significant hurdles remain.

제주 4·3트라우마센터가 국립 제주트라우마치유센터로 승격돼
본격 운영에 들어갑니다.

트라우마센터는
제주 4.3과 한국전쟁 전후 민간인 희생자 등
국가 폭력의 피해자들을 전문적으로 치유하는 기관입니다

치유센터에서는
상담실과 물리치료실 등을 갖춰
피해자들이 정신적·신체적 어려움을 극복하고
일상으로의 삶을 회복할 수 있도록 다양한 치유 프로그램을 지원합니다.

앞서 4년간 시범 운영된 4.3트라우마센터에는
제주4.3 생존희생자 64명을 비롯해
천5백여 명을 대상으로 6만8천여 건의 치유 활동을 진행했습니다.

운영비라든지 50% 밖에 저희가 확보를 못 했고요. 행안부가
나름 열심히 노력했는데도 기재부가 이 핑계 저 핑계대서 기재부라고 하기는 좀 그런데요 하여튼 경제 부처가 좀 그런 부분이 있습니다.


국립트라우마센터로 승격돼 정부가 운영을 맡게 되지만
과제도 남아 있습니다.

국비 지원이 제대로 이뤄지지 않아 제역할을 할 수 있을지
우려가 이어지고 있습니다

기획재정부는 지방자치단체도 운영비를 보조할 수 있다는 관련 법 조항을 내세워 운영비 절반 가량을 제주도에 떠넘겼습니다.

국가가 저는 책임져야 한다고 생각합니다. 다행히 행정안전부는 우리의 입장에 함께 뜻을 해주고 있고 제가 최근 경제부총리를 만나서 문제에 대해서 다시 얘기했습니다만 아무래도 국회의 힘이 필요할 거라는 생각이 듭니다.


치유센터는 방문 치유 서비스와
아직 등록되지 않은 잠재적인 피해자 발굴과
치유를 위한 사업도 진행할 예정인데 예산 확보가 관건입니다.

생존 희생자 같은 경우에는 고령의 나이가 되셔서 너무나 연로해서 트라우마 센터를 방문해서 치유 받을 수 있는 환경이 되지 못합니다.


현재 국가가 운영비를 전액 부담하도록 트라우마센터 법을 개정하는
법률안이 발의된 상탭니다.

하지만 법안 통과가 속도를 내지 못하면 트라우마센터 운영에
어려움이 예상됩니다.

국가 폭력 피해자들의 정신적 육체적 고통을 덜어내고
공동체로의 온전한 회복을 돕기 위한 치유센터가 문을 열었지만
넘어야할 산도 적지 않습니다.
