Jeju’s childcare coverage has improved, but regional access gaps remain.

According to a report published by the Jeju Research Institute’s Social Welfare Research Center, the fulfillment rate for publicly provided after-school care for elementary students in Jeju stood at 24.1 percent in 2024, higher than the national average of 15.1 percent.

The figure rose to 49 percent last year, when the Neulbom School program was fully implemented.

However, the report noted persistent gaps in access across towns and neighborhoods, as well as continued shortages in evenings and weekends.

The institute recommended a province-wide integrated governance system for child care, introducing a Jeju-style single care brand, strengthening school-centered community care networks, and upgraded the emergency care system.

특히 늘봄학교 전면 시행이 시작된
지난해에는
49%까지 높게 나타났습니다.

다만, 읍면동 별로
지역 간 돌봄 접근성 격차가 있고
저녁이나 주말 등 긴급 돌봄 공백 지속은 한계로 지적됐습니다.

제주연구원은
도 단위 아동돌봄 통합 거버넌스 구축과
제주형 단일 돌봄 드랜드 도입,
학교 중심 생활권 돌봄 네트워크 강화,
긴급돌봄 체계 고도화 등을 정책으로 제안했습니다.
