Local government seeks 88 changes

The province has submitted to the central government a bill with 88 proposals for the sixth revision of the Jeju Special Law, which provides the legal basis for the island's semi-autonomy.

13 proposals were added to the original 75 that were submitted to the provincial council for review.

One of the proposals is for the local government to gain the authority to recommend the director of the Jeju Free International City Development Center. Another calls for five percent of the profits earned through duty-free shops to be set aside for rural development.

Local authorities want to be able to regulate housing prices and restrict the immediate resale of new property for profit. They also want the rights to conduct confimation hearings for mayoral candidates, cap the number of rental cars in Jeju, and allocate duty-free shop revenue to the tourism promotion fund.

Officials plan to submit the bill to the National Assembly by the first half of next year… before the presidential election heats up.

제주특별자치도가 6단계 제도개선안을 확정해 정부에 제출했습니다.

이번에 제출한 제도개선안은 모두 88건으로 당초 제주도에서 마련한 75건에 비해 13건 늘어났습니다.

특히 JDC 이사에 대한 도지사 추천권한 부여와 JDC의 지역농어촌진흥기금 출연금으로 면세점 수익의 5%를 명시하는 등 JDC에 대한 도민참여방안을 확대했습니다.

또 행정시장에 대한 인사청문회 법적 근거 마련과 도내 면세점 매출액에 대한 제주관광진흥기금 부과,
렌터카 총량제, 공동주택 분양가상한제와 전매행위 제한 등입니다.

제주도는 내년 대선일정 등을 감안해 내년 상반기에 국회 제출을 목표로 중앙절충을 강화한다는 전략입니다.
