Lawmaker questions investors’ intent


80 percent of foreign investment in Jeju is made by Chinese companies, but one of the island’s representatives at the National Assembly is questioning the intent of some of those investments.

In the first half of 2016 alone, 24 investments of over five billion won were made in Jeju. Lawmaker Kang Chang-il, a member of the National Assembly’s Foreign Affairs and Unification Committee, quoted data from a state audit in pointing out that 19 of them were Chinese.

But Kang stated that it was unclear what the companies really intend to do.

He listed examples, such as the Chinese group Greenland, the developer of Jeju’s Healthcare Town. It has not lived up to its pledge to export 50 billion won in Jeju products to China in the past five years.

Also, the (Boon-ma) Benma Group of China has failed to progress with its Iho Land development project, which began five years ago.

외자유치 사업 80% 중국자본…먹튀 우려

제주 외자유치 사업의 80%가 중국 자본이지만 투자목적과 실체가 불분명해 이른바 먹튀 우려가 높다는 지적이 나왔습니다.

국회 외교통일위원회 강창일 의원이 주중국대사관을 대상으로 한 국정감사 자료에 따르면 올해 상반기 기준 제주에서 외국인이 50억 원이상 투자한 사업은 모두 24개로, 그 가운데 19개가 중화권 자본이었습니다.

하지만 제주헬스케어타운 공사를 하는 중국 녹지그룹은 지난 5년 동안 500억 규모의 제주특산품 중국 수출을 약속하고도 지키지 않고 있고,

이호랜드 사업을 하는 중국 분마그룹 역시 지금까지도 실제 사업은 진행하지 않고 있다며 투자목적과 기업실체가 불분명하다고 지적했습니다.
