Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • JDC to create Myths and Legends Trail 3.2-kilometer path to cost \2.7b The Jeju Free International City Development Center plans to create a so-called Myths and Legends Trail in the Myths and History Theme Park. The government-sponsored organization said Wednesday that it will spend some 2.7 billion won to build the trail in Zone J. The path will be 3.2 kilometers long. Fourteen sculptures depicting scenes and characters from local myths and legends will be erected along it. Rest areas will also be set up for hikers to take a break.   • 863 ‘Happy Housing’ units by 2018 Public rentals for university students, newlyweds, new workers The government will build hundreds of so-called “Happy Housing” units in eight different districts of the island over the next two years. The Ministry of Land, Infrastructure and Transport says a total of 863 units will be built by 2018 in areas including Bonggae, Nohyeong-dong, Yongdam-dong, and the Jeju Innocity in Seogwipo. The first are going up in the second half of this year in Ara-dong and Bonggae-dong. The Jeju Provincial Development Corporation and the Korea Land and Housing Corporation are overseeing those developments. These public rentals are specifically targeted at university students, those new to the workforce, and newlyweds.   • 31.7% of non-resident-owned land illegally used Violations involving over 4,000 plots In the last three years, more than 30 percent of local land owned by non-residents has been used for purposes other than what was legally approved. The provincial government studied the 12,690 plots of land owned by non-residents between 2012 and April 2015. 31.7 percent of that 17 million square meters was found to have been used illegally. Of the 4,030 plots used counter to the law, 3,490 were registered as farmland but not used for such, 331 were illegally rented out, and 209 were illegally registered. Violators will be penalized, and officials say they plan to expand their investigation to include land that was bought before 1996. 외지인 소유 농지 31.7% '위법' 최근 3년동안 외지인이 소유한 농지의 30퍼센트 이상이 실제 경작하지 않거나 불법으로 임대되는 등 비정상적으로 이용된 것으로 조사됐습니다. 제주특별자치도가 지난 2012년부터 지난해 4월까지 다른 지역 주민들이 취득한 농지 1만 2천690여 필지, 1천756만5천여 제곱미터에 대한 이용실태를 조사한 결과, 이 가운데 31.7퍼센트에 해당하는 4천 30여 필지, 557만 3천여 제곱미터에 이르는 농지가 휴경과 무단전용, 임의 임대 등 비정상적으로 관리된 것으로 드러났습니다. 실제 경작하지 않은 농지가 3천 490여 필지로 가장 많고 농지은행을 통하지 않은 임의 임대 331필지, 무단전용 209필지로 뒤를 잇고 있습니다. 제주도는 이번에 적발된 농지에 대해 농지처분 의무를 부과하는 한편, 도내 거주자 취득 농지와 지난 1996년 이전 취득 농지에 대해서도 조사를 확대할 방침입니다.

  • This week on Jeju: A to Z, with pleasant spring weather upon us, Todd Thacker takes a brief look at Jeju City’s popular Halla Arboretum in Shin Jeju, which attracts ever-larger numbers of visitors every year. [Report] With daytime temperatures now in the high-teens, the month of March brings Jeju into full bloom. Pretty much anywhere you go around the island it’s easy to find the colors of spring. But if you are in Jeju City and have a few hours to spare, there’s a perfect place for you. [Slug CG] 5 minutes south of Nohyeong Rotary in Shin Jeju Halla Arboretum is just a five-minute drive south of Nohyeong Rotary in Shin Jeju. This is a place that residents of Jeju City can consider their own personal garden. It’s now so popular that visitors from the mainland are also making a point of putting it on their travel agendas. About 2 million people visit every year. [Slug CG] 1,100 plant species on 20.3 hectares The arboretum, which in Korean is called Halla Sumokwon (한라수목원), was first conceived of in 1986 when the Ministry of the Environment set aside land to protect the island’s plant species. Opened to the public in 1993 after eight years of construction and a multi-billion won investment, it covers 20.3 hectares and has about 1,100 species of trees and plants. Apart from the themed gardens, 3.8 kilometers of walking paths, and picturesque vistas, the arboretum is a place where botanists are actively conducting research. There are also two greenhouses and a Natural Ecology Experience Exhibition Hall which gives visitors a synopsis of Jeju’s ecology. The Kim Man-deok Inn will offer traditional food and drinks... and the opportunity to experience a night in a traditional Korean house called a hanok. Flea markets that resemble those used by Joseon-era merchants will also be regularly held at the inn, beginning this month.   • ‘Hwang Woo-ruk Cartoon School’ to be established in Hallim Facility will be dedicated to Jeju-born cartoonist Yang Byeong-yoon A school dedicated to the late cartoonist (양병윤) Yang Byeong-yoon will be established in Hallim-eup, Jeju City. Yang was the creator of the popular editorial cartoon strip (황우럭) “Hwang Woo-ruk.” Members of the “Cartoon Heaven Cooperative of Hallim-eup” say Yang’s birthplace in the community will be converted into a school and museum after undergoing extension work. The school will be used as an open venue for cartoon-related lectures and drawing classes. The building will also house a cartoon cafe and museum dedicated to the late artist. Yang passed away in April last year leaving behind a legacy as Korea’s first four-frame editorial comic strip artist. 한림읍에 '황우럭 만화학교' 조성 추진 제주시 한림읍에 시사만화 '황우럭'을 활용한 만화학교가 조성됩니다. 제주시 한림읍 주민자치위원으로 구성된 만화천국협동조합은 시사만화 '황우럭' 작가인 고 양병윤 화백의 생가를 증.개축해 만화학교를 조성해 운영한다고 밝혔습니다. 만화학교는 만화를 활용한 강연과 그리기 등의 프로그램과 만화카페와 만화박물관 등의 문화공간이 조성됩니다. 지난해 4월 작고한 고 양병윤 화백은 국내에서는 처음으로 4컷 시사만화와 만평을 동시에 연재하는 등 시사만화사에 혁혁한 업적을 남겼다는 평가를 받고 있습니다.

  • Largest Colony of Jeju Grapefern
  • We now turn to Mike Laidman and a report on the discovery of the largest colony ever found of the endangered Jeju grapefern. [slug] Endangered Jeju grapefern Young green sprouts spring up in moist soil. The young shoots are Jeju grapefern, a species native to the island.It is included among a Red List of Threatened Species put out by the International Union for the Conservation of Nature. Korea’s own Ministry of Environment designates it as a level 2 endangered species. [slug] Gimnyeong Gotjawal forest home to largest colony It had been thought the plant only grew in (조천) Jocheon, but recently, the Jeju World Natural Heritage Center found what is believed to be the largest colony growing in a gotjawal forest in Gimnyeong, Gujwa-eup. The estimated population of 4,000 plants covers about 220 square meters of forest. That’s almost double what were found in (선흘) Seonheul, (조천읍)Jocheon-eup last year. Interview Kim Hyeon-cheol / Jeju World Natural Heritage Center A colony of 2,000 had been reported, but this time we found 4,000 ferns. Of note, researchers found up to 400 ferns growing per square meter of forest, making it the most densely populated of colonies. The Jeju World Natural Heritage Center assumes that there are now more fern habitats around the island, and is planning further research.   • Disappearing farmland Jeju lost 5.8m square meters to development in 2015 The island lost farmland equal in size to 810 soccer fields last year due to various development projects. Provincial officials say a total of 4,390 plots of farmland across Jeju were used for non-agricultural purposes in 2015. That works out to roughly 5.8 million square meters of farmland that was used last year to build housing and parks. 지난해 축구장 810개 넓이 농지 사라져 지난 1년간 제주지역에서 건축과 각종 개발사업으로 사라진 농지가 축구장 800개 면적이 넘는 것으로 나타났습니다. 제주도에 따르면 지난해 농지를 경작 이외의 용도로 사용하기 위한 농지전용 건수는 모두 4천390건입니다. 면적으로는 578만9천여 제곱미터로 축구장 810개를 합쳐놓은 면적과 맞먹습니다. 농지전용 사례는 주택 신축과 근린생활시설 건축이 대부분으로 도심지 인근 농지를 건축이 가능한 대지 등으로 전용하기 때문으로 풀이됩니다.

  • Province aims to attract more foreign tourists Marketing push ahead of spring travel season Jeju officials will start marketing to potential foreign tourists this month, ahead of the spring travel season. The province says it is currently in the process of making a special TV program on Jeju’s beauty industry, food, and health-related attractions, which will be aired in Japan this month. Local officials say they hope the program will entice more visitors to the island during Japan’s Golden Week, which is in late April and early May. Jeju is also aiming to attract more Chinese and Taiwanese tourists through TV and radio spots that tout the local cosmetics industry, island food, and the leisure programs on offer here.
