Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Marado Island visitor tally tops 1 million in 2015 Figure forecast to hit 1.2 million this year Newly released figures show over a million people visited Marado Island last year. The provincial government report showed that in 2015… some 1,045,000 people made the relatively short trip by ferry to the country’s southernmost island. That’s 41 percent more than in 2014, and the most ever in one calendar year. Based on last year’s figure, officials project the 2016 tally to hit 1.2 million.   • Planned tourism complex in Seogwipo scrapped Project in Donghong-dong had been idle for years The plan to build a new tourism complex in Seogwipo has been scrapped, after over a decade of delays. The move has also resulted in the lifting of a restriction that required all land transactions in the area to receive government approval. The provincial government announced Wednesday that the Jeju Free International City Development Center, or JDC, the project developer, was no longer seen as having any intention of proceeding with the plan. The province said it therefore lifted the designation of the 3.7-million-square-meter site around (미약산) Miyaksan Mountain in (동홍동) Donghong-dong as a Land Transaction Permission Zone. This means that land transactions in the area no longer require local government approval. The plan to create a second tourism complex was launched in 2005 but was initially halted in 2008. The project was then passed over to the JDC in 2010, but it never got off the ground. 제2관광단지 사업 취소…토지거래허가구역 해제 (수정) 서귀포 제2관광단지 조성사업이 10년 넘게 표류하면서 사업 예정지 일대에 대한 토지거래허가 구역도 해제됐습니다. 제주도는 제2관광단지 사업 시행자인 JDC가 해당 사업에 대한 추진 계획이 없다고 판단해 서귀포시 동홍동 미약산 주변 374만제곱미터에 대한 토지거래허가 구역을 해제했다고 밝혔습니다. 이에따라 종전 토지거래계약 허가에 의해 부여된 토지이용 의무가 없어지게 되고, 앞으로는 허가 없이도 토지거래를 할 수 있습니다. 제2관광단지 조성사업은 지난 2005년 처음 계획이 수립됐지만 2008년 정부의 공기업 선진화방안으로 중단된데 이어 2010년 사업자가 한국관광공사에서 JDC로 바뀌면서 지금까지 표류하고 있습니다.

The Ministry of Oceans and Fisheries has announced it will spend five billion won on the project, which is designed to meet growing demand in various sectors.   • This week on Jeju A to Z, Todd Thacker continues his profile of the various types of basalt stone walls that crisscross the island. These walls are vital to Jeju’s rural life and history, and are gaining more legal protections and heritage designations, including from UN’s Food and Agriculture Organization. In previous segments of Jeju A to Z, we’ve heard about how the predominance of Jeju stone culture greatly affected island life. For centuries, locals made use of the porous volcanic basalt rock in new and innovative ways. [Slug CG] Walls protect soil, crops, livestock from Jeju wind These stones were dedicated to all sorts of applications: from construction, to farming, and demarcation. They protected the soil, crops, and farm animals from the strong winds here. Jeju’s island geography has proven ideal for stock farming. On the slopes of Hallasan Mountain, stone walls were built to mark property lines between tracts of farmland and horse ranches. They also served as physical barriers to keep cattle and horses in their proper areas. The jatdam (or stone fillers) are placed between the outer fences for people to walk through. The path, or gil, along the top is considered to be a thoughtful way of helping others to access the land. [Slug CG] Walls as property markers date back at least 800 years According to provincial government documents, the oldest record of these walls being used for property lines is thought to be about 800 years ago. This was when a government official from the mainland came to Jeju and ordered their construction. Some scholars think they date back even further -- both in time and use. [Slug CG] UN ‘Globally Important Agricultural Heritage System’ (2014) Even though it sounds like these stone walls are a remnant of an ancient, perhaps forgotten past, this couldn’t be farther from the truth. The United Nation’s Food and Agriculture Organization, for example, designated Jeju’s basalt stone walls a Globally Important Agricultural Heritage System in 2014.   • Automatic crosswalk lights to be tested New system designed to help visually-impaired, elderly The provincial government will this month test automatic crosswalk lights that are designed to make crossing the street easier for some people. The state-of-the-art lights activate automatically when a pedestrian approaches a crosswalk and is detected by closed-circuit cameras or infrared sensors. The provincial police agency says Jeju City and Seogwipo will each test-run one of the systems within the month. After the trial period, more will likely be installed at crosswalks across the island. Police say the new system is expected to help the visually impaired and the elderly.   • Illegal cosmetic surgery school busted Facility allegedly earned over \450m since September Six people have been caught for allegedly operating an illegal cosmetic surgery school in Jeju. Police say a 35-year-old Chinese-Korean man identified only by his last name Fan initially opened a plastic surgery hospital in September in Nohyeong-dong, by using the license of a Korean doctor named Yoo. The hospital was then run as a private cosmetic surgery school with five other people, including a 29-year-old woman surnamed Kim, who taught classes in beauty arts. Together they illegally instructed people in how to conduct eyebrow lifts and other cosmetic operations. The institute charged as much as 1.8 million won per trainee and taught some 250 people… raking in over 450 million won. The Korean doctor that lent his license to the group was also found to have received monthly commissions of 20 million won from Fan to maintain the business. 불법 성형 교습소 운영 의사 등 무더기 적발 제주에서 한국인 의사 명의로 병원을 개설한 후 무허가로 성형시술 교습소를 운영하던 귀화 중국인과 한국인 의사 등 6명이 무더기로 경찰에 적발됐습니다. 제주지방경찰청에 따르면 귀화 중국인인 35살 판 모씨는 지난해 9월부터 최근까지 제주시 노형동에서 한국인 의사 35살 유 모씨의 명의로 성형외과를 차려놓고 미용강사 29살 김 모 여인 등 5명과 불법 눈썹 성형시술을 가르치는 학원을 운영한 혐의를 받고 있습니다. 이들은 이러한 방식으로 중국인 여성 1명당 많게는 180만 원의 수강료로 받는 등 모두 250여 명을 상대로 4억 5천만 원을 받아 챙긴 것으로 드러났습니다. 특히 한국인 의사 유 씨는 자신의 명의로 개설된 병원에서 귀화 중국인 판 씨로부터 매월 2천만 원의 월급을 받으며 의료행위를 했던 것으로 경찰조사결과 확인됐습니다.

  • First Military Drills at Naval Base
  • The Navy recently conducted drills in honor of the completion of the Jeju Naval Base, which will also serve as a civilian port. The base will play a central role in military operations from now on. Mike Balfour reports. [slug] Military drills in Jeju waters The nation's third and newest AEGIS destroyer (서애류성룡) Seoae Ryu Seong-ryong or DDG-993 appears on Jeju waters. The destroyer (문무) Munmu the Great, DDH 976, and a Guided Missile Patrol Gunboat follow after the AEGIS destroyer. [slug] Interdiction of suspicious vessel The drills are being conducted under the premise that a dangerous vessel suspected of carrying weapons of mass destruction sails within Korean territorial waters. [slug] ‘Everybody, battle station drill! Two, Three! Battle stations!’ A speed boat is deployed from the destroyer (문무) Munmu the Great and quickly approaches the target vessel. A military aircraft is covering navy agents while they seize and inspect the vessel. A maritime patrol aircraft designed to echolocate submarines monitors sea routes by using Sonar, Sound Navigation And Ranging. The team detects something, cuts off potential escape routes and challenges the underwater object. A submarine surfaces. The Navy’s task flotilla is firmly resolved to defend the southern waters from North Korean threat.   • Domestic tourists stay 5 days, non-Koreans 4.5 days Foreign tourists spend much more Domestic tourists to Jeju tend to stay on the island for an average 5 days, while non-Korean visitors stay an average of 4.5 days. A new report by the Jeju Tourism Organization is based on the study of some 6,900 tourists who visited the island between June and December last year. The precise average length of stay for Korean tourists was 5.08 days, while for non-Koreans it was 4.45 days. While Korean travelers spent an average 570,000 won during their stay, foreigners spent over three-times that amount: roughly 1.83 million won.
