Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Many policy changes are in store for Jeju in 2016. More students will be eligible for state-funded aid to pay off interest on student loans... and national health insurance for people aged 65 and over will cover dental implants and dentures. Farms across Jeju will also receive more financial support. Mike Balfour reports. [slug] More financial support to pay off interest on student loans Postgraduates to receive same benefits as undergraduates Starting this year, postgraduate students will be eligible for state funding to pay off interest rates on student loans. Up until last year, the financial support was only offered to undergraduate students. But the government has expanded the eligibility requirements to include both university and graduate school students this year. [camera] Moon Ho-seong The provincial government will also provide university students in Jeju up to one year’s funding for overseas study programs. Priority for the financial support will be given to students from low-income families. [slug] Free vaccinations for cervical cancer And the cervical cancer vaccine has been included in the list of free vaccines offered by the nation from this year. Girls and women aged 12 and up can get the injections free of charge two times a year. And the government will shoulder some of the financial burden that comes with dental treatment for the elderly this year. Previously, national funding for implants and dentures was offered to people aged 70 and over, but from 2016, the age restriction has been lowered to 65. In the farming industry, all dry-field farms that were used between 2012 and 2014 will receive support funds this year. INTERVIEW Lee Woo-cheol / Provincial agricultural administration dept. Regardless of the type of crop grown, even farms that aren’t currently being used, all dry-field farms will be eligible to receive 400,000 won per hectare. Society Large-scale tourism developments delayed A number of large-scale tourism developments have been delayed by as much as five years. The provincial government said Sunday extensions of 1 to 5 years had been given to 11 projects currently underway. The paper says some have already been in the works for close to two decades. Yonhap 1. Inter-Korea ‘NK may be readying thermonuclear weapon tests’ Yonhap is reporting that North Korea may be preparing to test its thermonuclear weapons capabilities at its Punggye-ri nuclear test site. This according to a Sunday statement by a South Korean military unit responsible for nuclear defense. 2. National Ex-weightlifting champion questioned over assault Former Olympic weightlifting champion Sa Jae-hyouk was questioned by police last weekend over assault charges. Police in Chuncheon, Gangwon Province, said Sa, was interrogated for about two hours Sunday evening, after he allegedly punched fellow weightlifter, Hwang Woo-man, in the face on New Year's Eve.

  • Over 60% of the nation's carrots are produced in Jeju, yet the island can’t seem to break the cycle of overproduction and plunging prices. Here’s Mike Laidman to explain what’s being done to solve those problems. [slug] 60% of nation’s carrots grown in Jeju Jeju carrots account for more than 60% of Korea’s total carrot production. Carrots are now one of the most popular winter crops, but are facing drops in value due to continued overproduction. To solve the problem, Nonghyup has gone so far as to dispose of large amounts of the vegetable, but this hasn’t been enough to solve the issue. Last year the price of 20 kg of carrots dropped from 17,000 won to 13,000 won. To solve the problem, local organizations and farmers have stepped up and created a self-funding program. The program collects 100 won per 20kg box of carrots from approximately 490 farmers from Gujwa-eup, Seongsan-eup, and Seogwipo, all of whom are members of the Jeju Carrot Common Corporation. This is the first time that farmers have created such a system for carrots. The funds will be used to help better control supply, increase quality, and improve marketing efforts.   • Natl. government to extend purchase period for Jeju beansprouts \7.3b in state funds being used to buy 1,751 tons The national government has announced it will extend the period for state purchases of Jeju beansprouts. According to chairman Kim Woo-nam of the National Assembly’s Agriculture, Forestry, Livestock and Food Committee… the government had planned to buy Jeju beansprouts until the end of 2015, before it pushed that ending date back by about a month to January 29th. The move followed an earlier extension from the end of November to the end of December… on the back of poor weather conditions that hampered harvesting. The government plans to use some 7.3 billion won in state funds to buy 1,751 tons of Jeju beansprouts. < 정부, 콩나물 콩 수매기간 연장 > 처리난을 겪고 있는 제주산 콩나물 콩 정부 수매기간이 연장됐습니다. 국회 농림축산식품해양수산위원회 김우남 위원장에 따르면 콩에 대한 정부수매 기간이 지난해 말에서 오는 29일까지로 1달 가량 연장됐습니다. 애초 제주산 콩 수매기간은 지난해 11월말 이였지만, 계속되는 비날씨 탓에 수확을 하지 못해 1차로 12월말로 연장됐고, 이번 조치로 오는 29일까지 2차 연장된 것입니다. 한편 정부는 국비 73억원을 투입해 제주산 콩나물 콩 1천751톤을 수매할 방침입니다.

  • Once called Jeju’s lifeblood, Jeju mandarins are losing some of their lustre. Lower quality fruit is generating less income. Here’s Joseph Kim with a look at the current state of the industry. [slug] Disagreements on production, distribution, policy Sustaining Jeju’s economy for several decades, Jeju’s mandarin trees have earned the nickname, “college trees”. However, the status of Jeju mandarins has taken a tumble due to disagreements on production, distribution and policy. INTERVIEW Heo In-ok / Professor emeritus, Jeju National University Jeju’s mandarin industry is now at risk. The quality hasn’t improved over the last 50 years. <인터뷰:허인옥 / 제주대학교 명예교수> "지금은 아주 어떻게 보면 감귤 산업의 위기다. 50년 내내 품질이 향상이 안됐습니다. " Differing from Jeju, the mandarin industries in neighboring countries have changed drastically. China, the country of origin of the Unshiu orange, has implemented a policy for increased production and has inundated the market with its sheer volume. [slug] Strengthening mandarin industry in China Additionally, as a result of agricultural research, China planted mandarin orchards in mountainous areas and greenhouses for growing high quality mandarins. INTERVIEW Seo Geon-gook / Zhejiang Mandarin Research Institute We used to grow mandarins on flat land, but we started research on growing in mountainous areas in the early 1950s. Mandarins grown there contain a higher sugar content than those from flat land, and the sales volume for them is more stable. These days, more than 80% of our mandarins are grown in mountainous areas. <인터뷰:서건국 절강성 감귤연구소 부소장> "이전에는 평지 위주로 재배했고 1950년대초 부터는 산지 연구를 진행하고 있습니다. 산지 감귤이 평지 감귤보다 당도가 높고 판매량도 안정적입니다. 지금은 산지 재배가 80% 이상 차지합니다. " Even though the mandarin is under protection from the FTA between Korea and China, the growth trend of of the Chinese mandarin industry is an increasing threat in the export market. Japan introduced a grade system not according to size but taste of the fruit. [slug] Japan introduces new assessment system [camera] Hyeon Gwang-hoon Additionally, when sorting mandarins, they remove all non-marketable fruit and find a way for the mandarin industry to continue by increasing the land for farming. The plan is to make a large mandarin complex by cutting into the mountainous areas to create flat land to address the aging population of farmers and attract younger workers. INTERVIEW Maruyama / Shimizu agricultural cooperative The aging population is a growing problem in Japan. Since mandarin farmers are mostly in their 70s, we are going to extend the cultivation of mandarins from slopes to flat land so that we can attract younger people to work. <인터뷰:마루야마/ 시미즈 농협> "일단,일본 전체가 마찬가지인데 고령화가 문제라고 생각합니다. 감귤 농사하시는 분들이 70대 이상이기 때문에 경사면에서 평지로 재배지를 늘려서 젊은 사람들을 끌어모으려고 하고 있습니다.   • First visitors to Jeju this year welcomed Gifts distributed at Jeju International Airport, Jeju Cruise Terminal Welcoming events were held for the first visitors to set foot on the island this year at Jeju International Airport and Jeju Cruise Terminal. The Jeju Tourism Association greeted Kim Eui-jin who arrived at Jeju Airport on January first via Asiana Airlines with a gift and a bouquet of flowers.
