Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • The provincial government is forging ahead with revising regulations for local casinos in order to boost both transparency in the sector and tax revenue. Industry representatives are asking officials to reconsider the plan. Mike Laidman reports. Local casinos have been in the middle of many corruption charges lately, including sex service allegations, false sales reports, tax evasion, and excessive fees for casino agents. The province has announced that it will revise the business regulations governing gambling businesses in order to provide better management transparency and increase tax revenues. The revision includes obligatory accounting record keeping for casino games, formal contracts between casinos and agents, and the imposition of taxes that make up the Tourism Promotion Fund on incomes for casino agents. We will be able to collect after the revision, and that money will go into the Tourism Promotion Fund.   • Wetlands to be preserved Provincial government to spend \70m this year on conservation The provincial government has earmarked 70 million won for preserving Jeju wetlands this year. Initial examination of the sites will begin next month and officials will come up with comprehensive preservation plans based on the results. Measures will include creating standards for the preservation and management of wetlands and utilizing the areas for ecotourism. There are over 320 wetlands in Jeju. Jeju City officials must meet with Bonggae-dong residents to discuss extending the use of the landfill until 2018. Here’s Mike Balfour to explain what’s holding up those meetings. [slug] 250 tons of waste dumped daily at Bonggae-dong landfill This is Jeju City’s landfill in (봉개)Bonggae-dong. About 250 tons of waste generated by Jeju City are dumped here every day. At the current pace, the landfill is expected to be completely full around October 2016. [slug] Alternative waste & recycling center to be completed in 2018 An alternative waste and recycling center planned to be built in (동복리) Dongbok-ri, (구좌읍) Gujwa-eup isn’t set to go into operation until the end of 2018. Jeju City is planning to bury waste at Zone 1 and 2 of the landfill in Bonggae-dong that reached capacity around 10 years ago.   • ‘JDC to push for private-investment schools’ Chairman announces plans for Global Education City in Monday speech The Jeju Free International City Development Center will push for private investments to be made to open new international schools in the Jeju Global Education City. JDC Chairman Kim Han-wook said during a New Year’s speech on Monday that the JDC would push ahead with a revised Jeju Special Law that says international schools can send profits earned here back to their respective countries. He also said that plans would be made within the year to open a new private-investment international school. Kim added that the JDC would make concerted efforts to make sure the American international school currently under construction would be able to open by September this year.   • Freeze in hiring of Korean instructors of English conversation Education office will hire no more through 2019 Schools across Jeju will stop hiring Korean instructors of English conversation through the 2019 academic year. The provincial office of education has announced that it will no longer recruit English conversation instructors for schools across the island… even if the current instructors come to the end of their contract period or leave midway. This year, contracts will end for five such instructors and another 31 will be leaving next year. A total of 119 are slated to leave their posts by 2019. Meanwhile, the instructors in question are urging for more job security and recognition for their role in easing the burden of full-time English teachers. 道교육청, 영어회화전문강사 퇴출 제주도교육청이 오는 2019학년도까지 일선학교에 배치된 영어회화 전문강사를 완전히 퇴출하기로 했습니다. 제주도교육청은 올해부터 계약 근로 기간이 끝나거나 중도 사직 등이 발생해도 영어회화 전문강사를 채용하지 않을 방침이라고 밝혔습니다. 이에 따라 올해 5명, 내년에 31명 등 2019학년도까지 모두 119명의 영어회화전문강사가 학교를 떠날 것으로 보입니다. 한편 도내 영어회화전문강사들은 그동안 정규 교사들의 수업 부담 경감 등에 한 몫했다며 고용 보장을 요구하고 있습니다.

  • Special inspection of budget airlines Transport ministry to examine safety on 6 carriers The government will conduct a special inspection of the nation’s six budget airlines, including Jeju Air and Jin Air. The move follows two recent problems on the airlines. Late last month, a Jeju Air flight from Seoul to Jeju flew at low altitude after a problem with the cabin pressure, and just this past weekend, a Jin Air flight leaving Cebu for Busan returned to the Philippine airport after takeoff because one of its doors was not completely sealed. No injuries were reported in either case but airline companies could be held accountable for the problems and face suspension if found to have violated safety regulations.
