Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • National funding ‘likely’ for local aquacultural projects Finance ministry passes three proposals totaling \3.6b It’s looking increasingly likely that the national government will inject funding into environmentally-friendly aquacultural initiatives in Jeju. According to the office of (김우남) Kim Wu-nam, one of Jeju’s representatives at the National Assembly, three budget requests have passed review at the Ministry of Strategy and Finance. The proposals are for three billion won for establishing facilities to raise bluefin tuna, 300 million won for shrimp aquaculture using biofloc technology, and another 300 million for antibiotic-free aquaculture facilities. The island ran into issues in an earlier attempt to grow tuna from eggs and then supply the young fish to fishermen because of a lack of proper facilities. (김순은) Kim Sun-eun gave the keynote at an academic seminar that was organized as a review of Jeju’s nine years as a so-called self-governing province. The event was Thursday at the Ramada Plaza. He pointed out that Jeju has yet to gain full autonomy, and that comprehensive political and administrative authority do not fall within the purview of the Jeju Special Law, which gives the island its semi-autonomy. Professor Kim argued that the specific roles of the national and regional governments should be clarified in the constitution. He said doing so would correct the problems in the local system of autonomy. "지방자치 확립 위해 헌법 개정 필요" 제주특별자치도가 완전한 지방 자치를 확립하기 위해서는 헌법을 개정해야 한다는 주장이 나왔습니다. 오늘 라마다프라자제주호텔에서 열린 제주특별자치도 출범 9주년 국제학술세미나에서 김순은 서울대 교수는 기조강연을 통해 "제주특별자치도는 아직 정부로부터 온전히 자치권을 이양받지 못했고, 특별법에도 정치, 행정권한이 포괄적으로 위임되지 못했다"고 지적했습니다. 기형적인 제주도의 자치제도를 바꾸기 위해서는 중앙정부와 지방정부의 역할 구분을 명시한 사항 등이 헌법에 규정돼야 한다고 강조했습니다.

  • It’s the weekend again, and that means Film Focus. Here’s Mike Laidman with what’s new in local theaters. Hello everyone, and welcome back to Film Focus after our one week hiatus. The movies are back, and so am I. It’s been at least a few months since a new Marvel movie opened here, so why not take a trip to your theatre to check out the lastest they have to offer? But unless you’re a fan of the comics you’re likely to not know that this character even exists. That’s right, I’m talking Ant Man. Next up, a reboot of a 2007 movie, itself based off a video game. We’ll be taking a look at Hitman: Agent 47. [Slug CG] Mike Laidman Welcome to another edition of Film Focus. I’m Mike Laidman. [Slug CG] Hitman: Agent 47 (2015, Aleksander Bach) An assassin teams up with a woman to help her find her father. Rewind to 2007, when the first adaptation of Hitman hit theatres. It didn’t get rave reviews then, and things haven’t gotten any better for the reboot. This is a pretty common theme with movies based off of video games...Just look at the movie version of Doom from 2005... The 2015 version of Hitman centres on an elite assassin who was genetically engineered from conception to be the perfect killing machine. His latest target is a mega-corporation that plans to unlock the secret of Agent 47's past to create an army of killers whose powers surpass even his own. Teaming up with a young woman who may hold the secret to overcoming their enemies, 47 faces his own origins and squares off against his deadliest foe. Unfortunately, despite some neat set pieces, there just isn't enough heart or emotion that goes into the sorry to set this apart from, or even meet, the level of similar action flicks. Take a pass unless you’re a huge fan of the game and see Mission Impossible again instead. [Slug CG] Ant Man (2015, Peyton Reed) Scott Lang must embrace his inner hero with his new super suit. Ant Man is the kind of movie that you could easily gloss over, if it wasn’t for the big marketing push it’s being given since it’s a Marvel property. We’re so used to seeing all the big names, Iron Man, Captain America, Thor, that Ant Man barely registers...What’s this? A tiny superhero? Ridiculous. But give it a chance. It’s well worth it! Armed with the astonishing ability to shrink in scale but increase in strength, master thief Scott Lang must embrace his inner-hero and help his mentor, Dr. Hank Pym, protect the secret behind his spectacular Ant-Man suit from a new generation of towering threats. Against seemingly insurmountable obstacles, Pym and Lang must plan and pull off a heist that will save the world.

Politics Province seeks support in funding request The provincial government has asked for the full support of the ruling Saenuri Party in its attempt to get national funding next year for airport infrastructure, new port construction, and other big projects. The island has applied for over 1.6 trillion won in national funding. 2. Society ‘Flashing yellow means slow down’ There were 35 car collisions at flashing yellow lights in 2013, injuring 80 people. Last year, 100 people were hurt in 50 crashes. Authorities are reminding all motorists to drive with caution when approaching and passing through intersections with flashing yellows. Jemin Ilbo 1. Administration A pair of white elephants in Seogwipo Vast sums of money were used to develop ports in (모슬포) Moseulpo and (위미) Wimi, Seogwipo, but they have been left in a state of total disrepair for years. The Jemin Ilbo says there are no plans to put them to use and that they have become a blight on the landscape. 2. Tourism Domino effect in new fees After Jeju Air started to charge extra for specific seat assignment last year, three other budget carriers did the same. The paper says this could affect local tourism because the main routes for all of the airlines connect to Jeju. Halla Ilbo 1. Tourism Cruise infrastructure inadequate More than two million people are expected to visit the island by cruise ship in the year 2020. The Halla Ilbo says that’s far too many for the existing port infrastructure and that Jeju urgently needs a new port to accommodate international cruise vessels. 2. Society 12 private academy buses cited for violations Police recently were out checking private academy buses to make sure they were in compliance with all relevant laws. They cited 12 for violations: either children were not properly buckled up or there wasn’t a mandatory guardian in the vehicle with them. Yonhap 1. Inter-Korea China’s Xi calls for restart of nuclear talks with NK Yonhap is reporting that Chinese President Xi Jinping has called for a resumption of long-stalled multilateral talks aimed at ending North Korea's nuclear weapons program. He made the call Wednesday during a summit with President Park Geun-hye. 2. Society Former POSCO chief summoned over alleged corruption The former chief of the country's top steelmaker appeared before prosecutors Thursday to face questioning over alleged corruption. The prosecution has been investigating suspicious deals and alleged slush funds created while Chung Joon-yang headed POSCO from 2009 to 2014.

  • An event highlighting Jeju’s trails is underway at Suwolbong (수월봉) Peak in Gosan-ri (고산리). The event offers visitors a chance to learn from experts the value of Jeju’s geoparks. Mike Balfour has more. Because of the frequent gusty winds felt here, Suwolbong (수월봉) Peak is also known as the Windy Hill (바람의 언덕). [slug] Suwolbong Peak in Hangyeong-myeon, Jeju City In 2010, the picturesque Suwolbong Peak became a UNESCO-designated Global Geopark for its unique layers of rock. It shows traces of a volcanic eruption that occurred about 18,000 years ago. The beautiful backdrop of the sea and rugged cliffs add to the pleasure of walking along its trails. At this year’s Jeju Geopark Suwolbong Trail event, visitors also get to the learn more about the significance of the oreum. [INTERVIEW] Jeon Yong-moon / Geologist This is the only place in Korea that made it into the Encyclopedia of Volcanoes. Every weekend, geological and historical experts accompany visitors on the trail to provide information on Suwolbong Peak, from its history to its value and culture.
