Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Taxes on EV charging facilities to be reduced Social cooperatives to receive 50% reduction on registration license taxes Local tax breaks will be further implemented for charging facilities of electric vehicles on Jeju Island. The Jeju provincial government has announced a bill to reduce the tax on charging facilities of electric vehicles. The bill proposes an exemption on property taxes in addition to the existing exemption on acquisition taxes for the environmentally friendly car charging facilities. Social cooperatives will also be given a 50% reduction on registration license taxes for registration of establishments and expansion of business. At the same time, the deadline for the tax reduction period will be extended by one year for international ship acquisition taxes under the Jeju Ship Registration Special Zone, which is due to end at the end of this year. 6. 전기차 충전시설-사회적협동조합 감면혜택 확대 전기자동차 충전시설과 사회적 협동조합에 대한 지방세 감면혜택이 확대됩니다. 제주도는 이같은 내용을 골자로 한 제주도세 감면 조례안을 입법예고했습니다. 주요내용을 보면 환경 친화적 자동차 충전시설에 대해 취득세 외에 재산세를 추가로 면제합니다. 또 사회적 협동조합에 대해 설립등기와 출자 증가에 대한 등록면허세의 50%를 추가 감면합니다. 이와 함께 올 연말로 일몰되는 제주선박등록특구에 따른 국제선박 취득세 감면기한을 1년 연장합니다.

The government will also strengthen monitoring and quarantine inspections by February next year. Instead, the government has decided to offer boiled water in the cafeteria or purchase bottled water for each student.   • Larvae in tap water found to be caused by inflow of drifting water Unusual circumstances result of summer torrential rains, typhoons The larvae found in the tap water of the Seogwipo area was reported to have been caused by drifting waters from the Gangjeongcheon Stream due to recent typhoons and torrential rains. The Gangjeong Water Purification Plant usually uses spring water as a water source, but the Jeju Water Supply and Drainage Management Headquarters believe that drifting water flowed into the plant, caused by the recent typhoons and torrential rains. The drifting water carried larvae from the river into the plant. The National Institute of Biological Resources' analysis of the first larvae discovered determined that they were a species of non-biting midge. The exact genetic results are expected to be released on the 26th. The water and sewerage headquarters has strengthened the cleaning of the filter bed and reservoir of the Gangjeong water purification plant. They have also increased monitoring of larvae inflow. In order to help ease the inconvenience of the lack of safe tap water, Jeju Island will cooperate with the Jeju Provincial Development Corporation to provide Samdasoo bottled water to the community center of those affected. They also plan to implement a reduction in water utility fees. Meanwhile, other 16 water plants were found to be free of larvae. 2. "유충 발견, 태풍-집중호우로 표류수 유입 때문" 최근 서귀포 지역 수돗물에서 발견된 유충은 태풍과 집중호우에 따른 강정천 표류수 때문으로 추정되고 있습니다. 제주도 상하수도본부는 평소 용천수만 수원으로 활용되는 강정 정수장에 태풍과 집중호우 등으로 표류수가 흘러들어 하천에서 서식하는 유충이 유입 또는 번식된 것으로 보고 있습니다. 최초 발견된 유충에 대한 국립생물자원관에서의 분석 결과 깔따구류로 판단됐고 정확한 유전자 검사결과는 오는 26일에 나올 것으로 예상했습니다. 상하수도본부는 강정정수장 여과지와 배수지에 대한 세척, 그리고 유충 유입 모니터링을 강화했습니다. 제주도는 수돗물 민원 지역의 식수 불편 해소를 위해 제주개발공사와 협조해 동주민센터에 삼다수를 비치해 지원하고차후에 수도요금 감면도 시행할 예정입니다.

  • Organized scammers who sold phantom goods have been arrested. The elaborate fraud schemes occurred on online second-hand markets since 2014. About 5,000 victims were defrauded out of over 4.9 billion won from the online shopping scam. Mike Laidman reports. This is a posting for used goods on an online market. The author of the post claims to be selling a camera, still in the box, which has never been used. There are many listings here for all sorts of used products; the only difference being that nobody ever receives their purchase after ordering and wiring money to the seller. Now, police have been able to round up a number of the scammers who have been taking advantage of people online. An office used by a group of the scammers to make fake listings was located in the Philippines. They used fake IDs and forged business registration certificates in order to make online shoppers trust them. When unsuspecting customers sent money, they laundered it through bank accounts with fake names and used cryptocurrencies to avoid being tracked. Roughly 5,000 victims have wired more than 4.9 billion won to such scammers since 2014, with the methods that the scammers use evolving over time. If a seller wants to register at an online shop, they can do so without any checks. Scammers used this loophole to register with fake business registration certificates and then used SNS platforms to dodge the police. Once a consumer has sent money and realised they’ve been had, they are intimidated by the scammer with the threat of personal information to discourage them from reporting the fraud to the police. The police have arrested 30 scammers, including their 38-year-old leader, last name (강) Gang, on charges of organized crime and interfering with business. Among them, 14 have been sent to the prosecutor’s office for further investigation. Police think there are other organizations performing similar crimes, and are thus expanding their investigation.   • 43% of disciplinary action against government officials linked to drunk driving Data from past 5 years shows 35 civil servants disciplined for DUI Of all disciplinary action against Jeju Provincial Government officials in the past 5 years, 43% was found to have been linked to drunk driving. This is according to Jeju Provincial Government data shared by the Democratic Party of Korea lawmaker Han Byung-do, a member of the National Assembly's Public Administration and Security Committee. According to this data, a total of 81 civil servants were subject to disciplinary action by the Jeju Provincial Government since 2016. Of the 81, 35 of them were disciplined for drunk driving. Disciplinary action for 25 of these cases involved salary cuts and light punishment. 10 of the cases were subject to higher levels of disciplinary action like suspension and demotion. Two government officials were found to have been caught on drunk driving charges two times or more. 6. 최근 5년간 제주도청 공무원 징계 43% '음주운전' 최근 5년동안 징계처분을 받은 제주도청 공무원의 43%가 음주운전 때문인 것으로 드러났습니다. 국회 행정안전위원회 소속 더불어민주당 한병도 의원이 제주도청으로부터 제출받은 국정감사 자료에 따르면 지난 2016년부터 최근까지 제주도청에서 징계처분을 받은 공무원은 모두 81명으로 이 가운데 35명이 음주운전으로 징계를 받은 것으로 확인됐습니다. 징계 처분별로는 경징계에 속하는 감봉과 견책이 25건으로 가장 많았고 징계 수위가 높은 정직과 강등은 모두 10건 입니다. 이와함께 음주운전으로 2회 이상 적발된 공무원도 2명 있는 것으로 파악됐습니다.

  • Province sues pastor couple for ￦120M Charges filed for false statements resulting in spread of COVID-19 The provincial government has filed a damage suit worth 125 million won against a pastor and his wife who made false statements during an epidemiological investigation. The damage suit will cover the expenses of disinfection along with the inspection, living expenses and diagnostic costs of other contacts related to the pastor couple. In the petition, the province stated that despite receiving a notice of punishment for making false statements regarding COVID-19, the couple misled authorities and hid their movements for more than 10 investigations that were conducted. Their false statements led to a failure in making a prompt initial response and resulted in the spread of COVID-19 on the island.
