Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Pink muhly grass, a relatively new plant species to Jeju, has recently been categorized as a threat to the ecosystem, and the province is uprooting the plant across the island. However, the local government cannot force private properties to remove the plant. Concerns on possible ecosystem disturbance remain. Todd Thacker reports. Along a road outside the city center, planted pink muhly is being cut down. A favorite with visitors, last year the province planted the exotic species all across the island. However, recently scientists have classified the plant as an invasive species, one that can threaten the local ecosystem. This means the plant now has to be removed. Area residents are expressing bewilderment at the removal of the cheerful pink flowers since they beautified their neighborhoods. On a hill near Jeju International Airport, a pink muhly field which was first planted in 2018 has also been obliterated. The province oversaw the creation of around 2,300 square meters of pink muhly fields. Most were planted before the National Institute of Ecology classified the plant as a level two ecological threat last December. The level two designation means that at the moment the species poses a medium level of harm, one that requires careful monitoring to assess its ecological impact. Experts warn that the fast-growing plant can disturb the ecosystem of native species. The province has since banned the planting of pink muhly in public places and is running a program to replace it with other species. However, when it comes to privately owned land and businesses like cafes, the province cannot force owners to remove the plant. Only when the species is categorized as a level one ecological threat can authorities then compel them to replace their pink muhly plants. With an estimated 10,000 square meters of pink muhly growing on private land here, only time will tell how this might impact local plant species and the larger Jeju ecosystem. Todd Thacker, KCTV

  • Fall drought stunts growth of winter vegetables in western Jeju Average precipitation is 150mm less than last year The fall drought in the western part of Jeju Island is fueling worries of stunted growth in winter vegetables. According to the Jeju Regional Headquarters of the National Agricultural Cooperative Federation, the average precipitation from October 1st to the 7th was 0.8mm, which is 154.2mm less than the previous year and 22.4mm less than the average year, indicating an intense level of fall drought. Most winter vegetables, such as garlic and cabbage, have already been planted. It is feared that their growth will be stunted if the autumn drought continues. Farmers are also further burdened by the insufficient supply of agricultural water. Some regions have been subject to water rationing. 5. 서부지역 가을가뭄 월동채소 '생육저하' 제주 서부지역에 가을 가뭄이 발생하면서 월동채소 생육 저하가 우려됩니다. 농협 제주지역본부에 따르면 지난 1일부터 7일까지 평균 강수량은 0.8mm로 전년보다 154.2mm, 평년보다 22.4mm 적은 것으로 나타나 가을가뭄이 심각한 것으로 분석됐습니다. 특히 마늘과 양배추 등 월동채소는 대부분 파종을 마친 상황이어서 가을가뭄이 지속될 경우 생육저하가 우려됩니다. 더욱이 충분한 농업용수 공급이 이뤄지지 않고 일부 지역에서는 제한급수까지 이뤄지면서 농가들의 부담이 커지고 있습니다.

Governor Won held a press conference at the National Assembly on Tuesday and said Jeju Island and South Korea will not tolerate “a single drop of Fukushima contaminated water" and insisted that the Japanese government cease action immediately. If Japan rejects these requests, he added, Jeju will push for joint action with other coastal cities like Busan.   • Court says dismissal of Greenland hospital permit is legitimate Greenland Group failed to meet opening deadline Jeju’s court has ruled that the province’s administrative order revoking the license of Greenland International Medical Center, Korea's first for-profit hospital, is legitimate. Kim Hyun-ryong (김현룡), a senior judge of the Jeju District Court's, rejected a lawsuit filed by Greenland Jeju Healthcare Town against the Jeju government after the hospital's license was revoked. Even with the legality dispute over Jeju Island's conditional approval, the court said in the ruling that the hospital was obliged to open within three months of the permit's issuance under the medical service act. By refusing to do so, Greenland Group could be legally stripped of its permit. The court said it will delay its ruling on a separate lawsuit claiming that it is discriminatory for Jeju Island to issue a conditional permit banning the hospital from providing medical services to domestic customers until the results of the permit cancellation lawsuit will be confirmed. The province gave Greenland Group permission to establish the Greenland International Medical Center in December 2018, but on the condition that only foreigners can be treated. I should put off making kimchi until prices of the vegetable go further down. <싱크 : 동문재래시장 이용객> 배추 얼마 합니까? (만 원.) 만 원? 아직도 비싸구나… (아이고 1만 4천 원에서 내렸는데!) 가격 내릴 때 김치 해야지." A shopper was shocked at the price of the vegetable and turned back. Some shoppers choose mustard leaves for kimchi instead of Chinese cabbage. Consecutive storms and a long rainy season this past summer reduced the yield of Chinese cabbage and radish. Prices of the crops have remained high since summer. Prices of Chinese cabbage have moved downward since the (추석) Chuseok Holiday nationwide, while the prices in Jeju have remained high. It’s the same story for radish. A root of radish is 4,660 won. That’s 38 percent higher than the national average. Price drops in the major vegetable and radish producing region of (강원) Gangwon Province haven't yet been reflected on the prices in Jeju. High prices of cabbage and radish put a big burden on local Kimchi factories. Demand for Kimchi has grown as an increasing number of families choose not to make Kimchi themselves. But the cost burden becomes too heavy. Seoul expects that Chinese cabbage prices will stabilize from mid-November when autumn cabbage begins to ship while local shoppers are waiting for the prices to drop for their Kimchi.
