Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Arrival hall construction completes at Jeju Port Separating arrivals and departures improves security The arrival and departure halls of Jeju Port International Passenger Terminal will be operated separately. The provincial government recently completed construction of the arrival hall at the terminal with a project cost of 2.2 billion won. The government plans to begin operations in November after undergoing test operations and security related procedures. A new area entry hall has been created on the first floor of the duty-free building, and the existing entry and departure hall will be used exclusively for departures. By completely separating the route of entry and departure, problems related to inconvenience of usage and security are expected to be resolved to some extent. 3. 제주항 국제여객터미널 입출국장 분리 운영 11월부터 제주항 국제여객터미널의 입출국장이 분리 운영됩니다. 제주특별자치도는 사업비 22억원을 투입해 최근 제주항 국제여객터미널 입국장 설치공사를 마무리하고 시험운영과 보안 관련 절차를 거쳐 11월부터 운영할 예정입니다. 면세점 건물 1층에 새로운 구역의 입국장이 조성됐으며 기존 입출국장은 출국장으로만 이용됩니다. 입출국 이동 경로를 완전히 분리하면서 이용객 불편과 보안상 문제가 어느정도 해소될 전망입니다.

  • Mining and manufacturing industries on the rise in Jeju Shipments, inventory, and sales index increase since 2019 The production and consumption of the mining and manufacturing industries in Jeju have increased. According to the Jeju Honam Regional Statistics Office, production in Jeju in September increased 4.9% from last year, mainly for food, non-metallic minerals, and beverages. Mining and industrial shipments increased by 8.4% and inventory increased by 18.1%, both compared to last year, and sales index of large retail stores also rose 2.8%, mainly for home appliances, food and beverages. 3. 제주지역 광공업 생산·소비 증가 제주지역 광공업 생산과 소비가 모두 증가한 것으로 나타났습니다. 호남지방통계청 제주사무소에 따르면 지난 9월 제주지역 광공업 생산은 식료품과 비금속광물, 음료를 중심으로 지난해보다 4.9% 증가했습니다. 광공업 출하는 지난해보다 8.4%, 재고는 18.1%씩 각각 늘었고, 대형소매점 판매액 지수도 가전제품과 음·식료품을 중심으로 2.8% 올랐습니다.

  • Court orders ￦2.2B in fines for manufacturing and selling unlicensed jam Defendants repeated the same crime in2018 Senior Judge Jang Chan-soo of the Jeju District Court, sentenced a 44-year-old defendant surnamed Roh, to three years in prison with a five-year probationary period, and a fine of 1.5 billion won. The crime was making and selling 700 million won worth of jam at an unauthorized facility for one year from March last year. A 39-year-old woman, identified only by her surname Baek, was sentenced to one and a half years in prison with a two-year probation and a fine of 750 million won. The court explained the reason for the sentence, saying that the defendants repeated the crime despite being charged with selling jam with no expiration date and being put on suspension of indictment in February 2018. 2. 무허가 잼 제조·판매 일당 벌금 22억 제주지방법원 제2형사부 장찬수 부장판사는 지난해 3월부터 1년동안 무허가 시설에서 7억원 상당의 잼을 만들어 판매한 혐의로 기소된 44살 노 모 피고인에게 징역 3년에 집행유예 5년, 벌금 15억원을 선고했습니다. 또 같은 혐의로 기소된 직원인 39살 여성 백 모 피고인에게 징역 1년 6월에 집행유예 2년, 벌금 7억5천만원을 선고했습니다. 재판부는 피고인들이 지난 2018년 2월 유통기한 등이 표시되지 않은 잼을 판매한 혐의로 고발돼 기소유예 처분을 받았음에도 불구하고 다시 범행을 저질렀다며 양형이유를 설명했습니다.

  • Jeju local currency to be issued in November Total of ￦20B will be released in 2020 Jeju Island’s local currency will be issued to boost the local economy and replace the existing gift certificates. The Jeju Provincial Council passed an ordinance on the issuance of the local currency that was approved by the standing committee at the plenary session of the 388th special meeting. The provincial council's Economic Committee for Agriculture, Fishery and Livestock revised the ordinance to issue local currency in the form of paper as well as charge cards or digital barcodes for mobile phones. The decision was also made to expand the distribution area to also include other local governments. The ordinance has passed through the provincial council and the local currency called '탐나는전’ is expected to be released by the end of November, with a total of 20 billion won released this year, and expanding to 370 billion won by 2022. 1. 제주 지역화폐 '탐나는전' 내달 첫 발행 지역경제를 활성화하고 기존 상품권을 대체할 제주형 지역화폐가 발행됩니다. 제주도의회는 제388회 임시회 본회의에서 상임위원회를 통과한 지역화폐 발행 조례안을 가결했습니다. 앞서 도의회 농수축경제위원회는 카드나 모바일 뿐 아니라 종이 형태로도 지역화폐를 발행하고 제주에만 한정했던 유통지역을 다른 지방자치단체로 확대할 수 있도록 조례안을 수정했습니다. 조례안이 도의회를 통과함에 따라 지역화폐 '탐나는전'은 11월 말쯤 시중에 나올 것으로 예상되며 올해 200억 원을 시작으로 2022년까지 3천 700억 원 규모로 발행됩니다.

  • Full-scale conversion to alternative water supply in Seogwipo Turbid water, weak pressure may occur The operation of the Gangjeong water purification plant in Seogwipo City, the site of the larvae contamination, has been temporarily suspended since November 1, and an alternative water supply is in operation. The Jeju provincial government announced that a full-scale alternative water supply for the downtown area of Seogwipo has been operational since the evening of November 1st. However, the province noted that the alternative supply could cause turbid water and weak water pressure, and are planning emergency measures to counter those issues. Jeju Island has completed the replacement supply of the drainage reservoirs for Sammaebong, Gogunsan Mountain, Seogwipo New City, and the Tourism Complex from the 26th to the afternoon of November 1st. The province has also secured enough spare water to replace the existing amount of 21,000 tons per day previously supplied by the Gangjeong water purification plant. 3. 수돗물 유충 사태 서귀포지역 전면 대체급수 전환 유충 사태가 불거진 서귀포시 강정 정수장 운영이 11월 1일부터 일시 중단돼 대체급수가 시작됐습니다. 제주도는 1일 저녁 6시부터 서귀포시 시내 지역에 대해 전면 대체 급수를 실시했다고 밝혔습니다. 다만 이번 대체 공급으로 탁수 발생과 수압 약화가 국지적으로 발생할 수 있다며 급수 불량 지역이 발생하면 긴급 조치할 방침입니다. 앞서 제주도는 지난 26일부터 11월 1일 오후까지 삼매봉과 고근산, 신도시, 관광단지 배수지 대체 공급을 완료하고 기존 강정 정수장의 공급 물량인 1일 2만 1천톤을 대체할 여유물랑을 확보했습니다.

  • Reports of larvae in Seogwipo tap water enters 2nd week 100 recorded cases since Oct. 18 There have been more than 100 reports of larvae found in tap water in Seogwipo City. According to the provincial government, a total of 100 reports of larvae in tap water were received from October 18 to 31. Among them, 69 of the cases have been confirmed, while 8 cases are currently under investigation. Meanwhile, it has been two weeks since larvae was first detected in Seogwipo’s tap water, but the province has yet to find the source of contamination. 2. 수돗물 유충 사태 2주째…신고 100건 접수 서귀포 지역 수돗물에서 유충이 발견됐다는 신고가 100건을 넘었습니다. 제주도에 따르면 10월 18일부터 31일까지 수돗물에서 유충이 발생했다는 신고는 모두 100건이 접수됐습니다. 이 가운데 실제 유충이 발생된 것은 69건이며 현재 8건에 대해서는 조사가 진행되고 있습니다. 한편, 수돗물 유충 사태가 빚어진지 2주가 됐지만 제주도는 아직까지 유충 유입 경로 등을 밝혀내지 못하고 있습니다.

  • Jeju Island pushing for a reform in province’s social distancing policies Revamped system will reflect Jeju’s unique characteristics The provincial government will update Jeju Island’s social distancing plan following the national government's decision to reform the social distancing system. The nation’s 3-tier social distancing system was reorganized by the Central Disaster and Safety Countermeasures Headquarters to include an additional 2 levels, and a new 5-tier system was introduced. The province will also establish a revamped social distancing system catered to Jeju that accommodates Jeju's unique characteristics. The province will maintain the first level that has been in effect since October 12th, but will draw up a plan that is better suited to Jeju by taking advantage of the past cases and experiences of COVID-19 on the Island. The province will also review existing cases of Jeju’s current quarantine system, such as the mandatory use of masks and imposition of fines for breaking quarantine protocols. 1. 제주도, '제주형 사회적 거리두기' 개편 추진 제주도가 정부의 사회적 거리두기 체제 개편에 따라 제주형 개편안 마련에 들어갔습니다. 제주도는 1일 중앙재난안전대책본부가 기존 3단계의 사회적 거리두기 체계를 5단계로 개편함에 따라 제주 특성에 맞는 '제주형 사회적 거리두기 체제'를 마련한다고 밝혔습니다. 특히 10월 12일부터 이어지고 있는 1단계 수준을 유지하되 제주도의 코로나19 대응 사례와 경험을 살려 제주 특성에 맞는 안을 마련할 방침입니다. 다만, 마스크 착용 의무화와 과태료 부과 등 제주형 특별방역 행정조치를 포함한 기존 대응 사례에 대해서도 제주 실정에 맞게 재검토할 계획입니다.

  • Jeju Black Cattle to be Shown in Label
  • Jeju Black Cattle, the island’s indigenous cattle breed, is recognized as a superb brand of beef. However, black cattle beef is not distinguished on the shelves of supermarkets, and they are simply labeled as Korean beef. Fewer cattle farmers choose the breed as the Jeju species requires a longer rearing period. Local researchers have found specific genome sequences to distinguish the Jeju cattle from Hanwoo, which means the indigenous species can now be labelled as “Jeju Black Cattle” and become competitive in the market. Mike Laidman reports. Report That’s right. Jeju island features not only black pigs, but also indigenous black cows which feature square shoulders, and shorter, thicker legs. Only a few farmers in Jeju have chosen to raise the species. In fact, out of the roughly 36,000 beef cows on Jeju, fewer than 2,000 are the indigenous variety. The Jeju Black Cattle take longer to mature because of the slower improvement of breed over time. This means that it also costs more to raise. The cattle species goes through a strict accreditation process at each stage from a farm to a slaughterhouse. But in the end, it has been sold as normal Korean cattle. But now, thanks to the efforts of researchers, "Jeju Black Cattle" will soon be what consumers see on store labels. A research group led by (박세필) Park Se-pil, professor at Jeju National University, has successfully found the specific genetic sequences of the Jeju Black Cattle. This enables stakeholders to identify and guarantee the species during distribution. Meat produced from the cattle will now be labelled with its own name and variety. Park Se-pill / Head, JNU's Jeju Black Cattle Research Center Jeju Black Cattle had been lumped with ‘Korean cattle’ in the carcass grading report.
