Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

COVID 19 Special Committee turns down duty free licenses Kang Sung-min appointed as chairman The recently formed special committee of the Jeju Provincial Council on the post COVID19 response has called for the withdrawal of its decision to allow new licensing for large duty-free shops in Jeju. The committee held its first meeting at the Jeju Provincial Council on July 31st and made the announcement. They said in a statement that the creation of an additional duty-free shop for large corporations in Jeju ignored the difficulties of small business owners, and that the Ministry of Strategy and Finance should withdraw its decision to allow licensing.   • IB Programs Arriving at Public Schools
  • Pyoseon High School is holding briefing sessions for middle school students on the International Baccalaureate or IB programs the school will adopt. The school is reassuring parents and students that although the new program will consist of a completely new curriculum, it will not hinder students from entering colleges in Korea. Parents and students who attend the sessions express their interest in the program. Mike Laidman reports. Report Parents and Grade 3 students from a local middle school gather to attend a briefing session organized by (표선) Pyoseon High School on the International Baccalaureate, or IB Program, the school will adopt moving forward. The IB Program has thus far only been offered at private or international schools, and is different from Korea's regular high school curriculum which is more aligned with the Korean college entrance exam. The high school spent a significant portion of the briefing session explaining that the IB Program does not hinder students from entering universities in Korea, as they look at diverse admission criteria. Parents and students, however, struggled to understand the unfamiliar subject names and the curriculum itself. But they expressed a great deal of interest in the IB's self-directed learning method. In April this year, the Provincial Education Office approved (표선) Pyoseon High School as a candidate school to obtain IB certification. According to the high school's plan, the IB Program will be applied from the spring semester of 2022. This means that current grade 3 middle school students will enjoy a more international curriculum when they enter their second year of high school. Pyoseon High School is planning to announce its student selection criteria and enrollment process in September, which will apply to this year’s crop of Grade 3 middle school students. Fears of low-salinity water entering the waters of Jeju Island Ministry of Oceans and Fisheries strengthens response Seoul is stepping up its response as the outflow of Yangtze River due to heavy rains in southern China is feared to cause low salinity water in the waters of Jeju Island. The Ministry of Maritime Affairs and Fisheries is currently monitoring the path and inflow of low salinity water using the Chollian satellite and a real-time fisheries information system. On the 4th of next month, two fisheries science research ships will be dispatched to conduct a thorough field survey in the waters around Jeju Island. The site survey includes plans to conduct observations by depth, and five buoys will be used to track the movement of the low-salinity water. The Yangtze River in China currently maintains a discharge of over 70,000 tons per second, which is forming low-salinity water in the East China Sea, 360 km southwest of Jeju, and is expected to enter the coast of Jeju mid-next month. 2. 저염분수 제주 유입 우려…해수부 대응 강화 중국 남부지역 폭우로 인한 양자강 유출량이 증가해 제주 연안으로 저염분수 유입이 우려됨에 따라 정부가 대응을 강화합니다. 해양수산부는 현재 천리안위성과 자체 실시간 어장정보시스템을 통해 저염분수 이동경로와 유입 현황을 모니터링하는 데 이어 다음달 4일 수산과학조사선 2척을 출항시켜 제주도 주변 해역에서 정밀 현장조사를 실시한다고 밝혔습니다. 특히 현장조사에서는 수심별로 관측을 실시하고 저염분수의 이동경로를 추적하기 위해 표류부이 5기도 투하할 계획입니다. 중국 양자강은 현재 초당 7만톤 이상의 유출량을 유지하고 있으며 이로 인해 제주 남서쪽으로 360km 떨어진 동중국해에 저염분수가 형성돼 다음 달 중하순쯤 제주 연안에 유입될 것으로 예상되고 있습니다.

  • As the fear of COVID-19 lingers on, consumers and restaurants have become more dependent on single-use plastic bags and containers as they rely on food delivery services during the pandemic. The volume of plastic waste is surging while recycling rates are dropping. Joseph Kim reports. This is (협재) Hyeopjae Beach crowded with vacationers. Many of them are holding a single-use plastic container for cold drinks. Some enjoy food taken out from a restaurant. All of the bowls and dishes are disposable plastic. Consumers and restaurants have become more dependent on single-use plastic bags and containers due to health concerns prompted by the COVID-19 pandemic. The Ministry of Environment has rolled back the ban on single-use plastic packaging because of the coronavirus pandemic. Plastic waste is surging. More than 200 tons of single-use packaging trash is carried to the Jeju City's landfill in (회천) Hoecheon every month. The recycle rate for plastic waste has dropped significantly. Prices for used plastic and paper have dropped nationwide, therefore recycling facilities have rejected them. This contributes to the piled up plastic trash. Real-time bus traffic information provided at Udo Island App-based mobile service to provide bus locations Jeju’s Udo Island will now have real-time bus traffic information available to residents. The province’s system for tracking the location of public buses with a high level of accuracy was introduced last year and will now be implemented at Udo Island. As a result, bus location information can be checked in real time through an application-based mobile service even in the Udo area. The subsidy will be paid with a prepaid card worth 300,000 won per child and can be used at businesses in the province with the exception of large-scale discount stores and online shopping malls. The deadline for using the subsidy is November 30th from the date of distribution. 4. 학교 밖 청소년 교육재난지원금 지급…1인당 30만 원 제주도가 학교 밖 청소년에게 코로나 19 교육재난지원금을 지급합니다. 지원 대상은 제주도에 주소를 둔 만 7살 이상 18살 이하 학교 밖 청소년으로 보호자가 신분증과 등본을 지참해 다음 달 21일까지 거주지 읍면동에서 신청하면 됩니다. 지원금은 청소년 한 명당 30만 원 상당의 선불카드로 지급되며 대형마트나 온라인쇼핑몰 등을 제외한 도내 매장에서 사용 가능합니다. 지원금 사용 기한은 카드 지급일부터 11월 30일까지입니다.
